The Socialist Republic of Vietnam


United Nations Human Rights Council (UNHRC)
Contending the Complex Humanitarian Emergency of the Yemen Civil War

The catastrophic humanitarian crisis in Yemen has brought the world attention. Based
on the UN report, this event caused 10.000 civilians casualties. There are 4 (four)
contributing factors in this humanitarian crisis, namely; Airstrike conducted by the Saudi’s
Coalition, Malnutrition, Access to clean water and sanitation, and Food Security. 1 The
conflict has led to the loss of millions of lives, widespread violation of human rights,
unprecedented displacement, refugee crisis and mass destruction, causing misery and
sufferings to millions of people and posing the serious threat to regional and international
peace and security.2
Since 1996, Vietnam has made contributions to the United Nations Peacekeeping
Fund, which represents responsibility for the international community in general and for the
protection of world peace and security in particular. Joining the UN peacekeeping force is a
new step forward for Vietnam in the international integration process, demonstrating the role
and responsibility of a member of the UN, making a practical contribution to peace and
security in the world. So far, Vietnam has been among 124 nations participating in the UN
peacekeeping forces.3 
Together with people all over the world, The Socialist Republic of Vietnam is deeply
concerned about the current critical situation in the Middle East, especially in the conflict in
the Region of Yemen.4 With this regard, the Socialist Republic of Vietnam will always be
condemning every action of Human Rights violations, and will always promoting world
peace, in compliance with our Constitution which consistently carries out a diplomatic policy
of independence, autonomy, peace and friendship, cooperation, and development; seeks to
multilateral and diversified relations, and actively seek to international integration and
cooperation on the basis of respect for each other's independence, sovereignty and territorial
integrity, non-interference in each other's internal affairs, equality, and mutual interest5

The Socialist Republic of Vietnam stance of supporting the second resolution on


Yemen, supporting the Council to inviting all bodies of the United Nations system and

Member States to assist the transitional process in Yemen, supporting the Council request to
the High Commissioner for Human Rights to continue to provide substantive capacity
building and technical assistance to the Government of Yemen. 6 The Socialist Republic of
Vietnam will suggest five possible resolutions in order to end the humanitarian crisis in the
Region of Yemen;

First, encouraging the Saudi-led Coalition to open the access for the International
Human Rights Organizations to travel to the areas under Houthi control.

Second, encouraging the Saudi-led Coalition to stop the airstrikes that targeting
homes, schools, hospitals, and other areas with high concentration of civilian
populations that causes high civilian casualties.

Third, urging all the parties involves in the conflict to help and facilitate the
humanitarian assistance by the WHO, UNICEF, and other local health authorities in
order to boost the effort to eradicate the cholera outbreak within the conflicted region
of Yemen.

Fourth, urging Saudi-led Coalition to stop the land, air, and sea blockade on Yemen,
which crippling the supply and humanitarian aid to the conflicted region of Yemen.

Fifth, encouraging the UNHRC fact-finding mission to Yemen to investigate further


about the human rights violations within the conflicted region of Yemen.
