PUBLIC NOTICE
‘The Persons with Benchmark Disabilities (PwBD) who have opted scribe in their respective
online application form and appearing in the examiination(s) conducted by the National Testing,
‘Agency (NTA) (including UGC-NET), are hereby informed the following:
‘That scribe shall be given, if so desired by a person with benchmark disabilities in the category
of blindness, locomotor disability (both arm affected-BA) and cerebral palsy.
‘That in case of other category of person with benchmark disabilities, the provision of scribe
can be allowed on production of a certificate from the Chief Medical Officer/ Civil Surgeon/
Medical Superintendent of a Government Health Care Institution (as per the proforma
prescribed at Appendix-I of the Guidelines dated 29.08.2018 for conducting written
examination for Persons with Benchmark Disabilities (as amended from time to time), to the
effect that the person concerned has physical limitation to write, and scribe is essential to write
examination on his/her behalf.
‘That a PwBD Candidate can bring his/her own scribe or may avail the same from the examining
body (NTA).
That in case a PwBD Candidate is bringing his/her own scribe, the qualification of the scribe
should be one step below of the qualification of the candidate taking the examination. Such
candidates have to submit the details of the own scribe at the examination centre as per the
proforma prescribed at Appendix-II of the said Guidelines.
‘That in case a PwBD candidate has opted for scribe from the examining body (NTA), the
qualification of the scribe shall not be more that the minimum qualification criteria of the
examination. However, it should not be less than matriculate.
That in case a PWBD candidate desirous of availing scribe from the examining body (NTA),
he/she should visit the exam centre two days before the examination to meet the scribe.
‘That the facility of scribe shall be subject to other relevant conditions and documentation as
stipulated in the Rights of Persons With Disabilities Act (2016), & Rights of Persons with
Disabilities Rules (2017) & relevant Guidelines, including Guidelines dated 29.08.2018 for
conducting written examination for Persons with Benchmark Disabilities, as amended from
time to time. l.
