PRACTICE OF GEODETIC ENGINEERING
• (1) Professional Geodetic Engineering services with the use of surveying
and mapping equipment such as graduated rods, measuring tapes, transits,
levels, theodolites, fathometers/echo sounders, electronic distance
meters (EDM), global positioning systems, stereo plotters and other
instruments that are used to determine metes and bounds of lands
positions of points on the surface of the earth, water depths, underwater
configuration, ground elevation, gravity, isostacy, crustal movements and the
size and shape of the earth, and other instruments used for construction
survey, and those instruments used to guide the installation of large industrial
equipment and machineries;

AN ACT AMENDING REPUBLIC ACT NO. 8560 - OTHERWISE KNOWN AS


THE PHILIPPINE GEODETIC ENGINEERING ACT OF 1998, AND FOR
OTHER PURPOSES
• (2) Horizontal and vertical control surveys and political boundary surveys;
• (3) Land surveys to determine their metes and bounds and prepare the
plans thereof for titling and for other purposes;
• (4) Subdivision, consolidation and/or consolidation-subdivision of titled
properties;
• (5) Submission of survey plans of subdivided, consolidated and/or
consolidated subdivision titled properties to the government agencies
concerned; using the numbering system and projection prescribed by the
government;
• (6) Preparation and making of sketch, lot and location plans;
• (7) Conduction of engineering surveys and the technical preparation
of engineering survey plans such as topographic, hydrographic, tidal,
profile, cross-Sec., construction and boundary surveys;
• (8) Parcellary surveys of lands traversed by infrastructure projects;
and the preparation of subdivision plans;
• (9) Conduction of gravimetric and photogrammetric survey and the
technical preparation of such survey plans;
• (10) Survey and mapping works such as the preparation of
geographic and/or land information systems;
• (11) Survey to determine and establish line and grade for the
construction of buildings and other structures and its
attachments;
• (12) Construction of as-staked and as-built surveys for
infrastructures;
• (13) Conduction of mineral and mining surveys;
• (13) Conduction of mineral and mining surveys;
• (14) Installation of machineries requiring the use of precision
instruments;
• (15) Engagement in the transfer of the knowledge and
technology of geodetic engineering in any institution of learning;
• (16) Provision of consultancy services in geodetic engineering.
GEODETIC ENGINEER

• A Geodetic Engineer is a natural person who has been


issued a Certificate of Registration by the Board of
Geodetic Engineering and has taken the Oath of Profession
of Geodetic Engineers.
BOARD OF GEODETIC ENGINEERING

• Creation and composition of the Board of Geodetic


Engineering. - There is hereby created a Board of Geodetic
Engineering, hereinafter called the Board, to be composed
of a chairman and two (2) members to be appointed
by the President of the Philippines.
QUALIFICATIONS OF MEMBERS OF THE BOARD
A member of the Board shall, at the time of his appointment, possess the following
qualifications:
❖(a) Natural born citizen and resident of the Philippines;
❖(b) Must be at least forty (40) years of age;
❖(c) A registered Geodetic Engineer with a valid professional license and an
active practitioner in Geodetic Engineering for not less than ten (10) years
prior to appointment;
❖(d) Must not be a member of the faculty of any school, academy, institute,
college or university where a regular course in Geodetic Engineering is being
taught, nor have pecuniary interest in or administrative supervision over any
such institution of learning;
❖(e) Must not, for a period of three (3) consecutive years
prior to appointment, be connected with a review center or
with any group or association where review classes or
lectures in preparation for the licensure examination are
offered or conducted at the time of appointment; and
❖(f) Must not have been convicted of any offense involving
moral turpitude.

TERM OF OFFICE:
• Board member – one shall serve for three (3) years,
the other for two (2) years and the third for one
(1) year.
• Chairman – a term consists of three (3) years;
chairman may be reappointed for another term but
shall not serve continuously for more than six (6)
years.
PROFESSIONAL REGULATORY BOARD
The boards which were created perform these functions subject to review and
approval by the PRC:
❖ Prepare the contents of licensure examinations. Determine, prescribe and
revise the course requirements.
❖ Recommend measures necessary for advancement in their fields
❖ Visit / inspect schools and establishment for feedbacks
❖ Adopt and enforce a code of ethics for the practice of their respective
professions
❖ Administer oaths and issue Certificate of Registration
❖ Investigate violations of set professional
standards and adjudicate administrative and
other cases against erring registrants.
❖ Suspend, revoke, or reissue Certificate of
Registration for causes provided by law.
LICENSURE EXAMINATION
• All applicants for registration for the practice of Geodetic Engineering
are required to take and pass a written technical examination.

• Qualification of Applicant for examination:


❖ Must be a Filipino Citizen
❖ A graduate of Bachelor of Science in Geodetic Engineering in a
school, academy, Institute or college duly recognized by the
Government
SCOPE OF EXAMINATION
• (1) Mathematics;

• (2) Theory and Practice of Surveying;

• (3) Property Surveying including Isolated, Cadastral, Mineral and Mining Surveys;

• (4) Cartography and Photogrammetry;

• (5) Geodesy, Geodetic Surveying and Least Squares;

• (6) Engineering Surveys and Construction Surveying;

• (7) Laws on Natural Resources including Laws on Property, Land Registration and Agrarian Reform;

• (8) Laws on Obligations and Contracts;

• (9) Code of Ethics of the Profession.


RATING IN THE BOARD EXAMINATIONS
• To be qualified as having passed the board examination for Geodetic Engineers, a
candidate must obtain a weighted general average of seventy percent (70%), with
no grade lower than fifty-five percent (55%) in any given subject.
• However, an examinee who obtains a weighted general average rating of seventy
percent (70%) or higher but obtains a rating below fifty-five percent (55%) in any
given subject must take the examination in the subject or subjects where he
obtained a grade below fifty-five percent (55%).
• When the examinee failed the board exam thrice, he / she will be suspended
from taking the board exam and will only allowed to take after a year has lapsed.
OATH AND LICENSURE
• The GE Board shall submit to the commission the rating obtained by each candidate
within 20 days after the examination
• All successful candidates shall be required to take an OATH OF PROFESSION
before the GE Board or any government official authorized to administer oaths
before practicing the profession.
• A Certificate of Registration and professional license shall be issued to successful
examinees subject to payment of registration fees.
• The licensed is then entitled to practice the GE profession and enjoy the privileges
included therein until the expiration of the validity of his / her licensed (3 years
Validity)
GE SEAL
• Upon registration, each registrant shall obtain the seal
with the same design as the board of Geodetic
Engineering seal.
• All plans and specifications prepared by a registered GE
shall be stamped with this seal during the validity of the
professional license.
GROUNDS AND SUSPENSION AND REVOCATION OF LICENSE,
CANCELLATION OF TEMPORARY / SPECIAL PERMIT
• Use or perpetration of any fraud or deceit in obtaining Certificate
or registration
• Incompetence
• Neglegence
• Abetment of illegal practice of GE
• Violation of the provision of the GE act and its IRR
• Violation of policies of the board including the code of Ethics for GE
FOREIGN REPROCITY
• No foreign Geodetic Engineering shall be issue a
temporary license to practice the GE profession unless
the country of which he is a subject or citizen
specifically permits Filipino Geodetic Engineers to
practice within its territorial limits on the same basis as
the subjects or citizens of such foreign state or
country.
NATIONAL ORGANIZATION OF GE PROFESSION

• A Geodetic Engineer should be part of one


national organization recognized by the board
and by the commission, the Association of
Professional Geodetic Engineers presently

PHILIPPINES INC.
CODE OF ETHICS
INTEGRITY, HONESTY and COMPETENCE
It will be considered unethical for him (the GE or Junior GE) to:
1. Act for his client or employer in professional matters other than as faithful agent or
trustee
2. Charge his/ her client or employer any remuneration other than his stated professional
charges for services rendered or to be rendered in accordance with their contract of
services;
3. Take advantage for a fee of his authority to practice as geodetic engineer or junior
geodetic engineer in the execution of geodetic engineering work not done by him
personally or executed under his direct supervision;
4. Take advantage of the ignorance, credibility, or confidence of his
clients or employers and other persons with whom he deals;

5. Act in any manner or engage in any practice which will tend to


discredit the honor and dignity of the geodetic engineering
profession.
FAIR
It will be considered unethical for him to;
1. Cause injury maliciously, directly or indirectly to the good name, the professional
reputation, prospect or business of another Geodetic Engineer or junior Geodetic
engineer;
2. Attempt to supplant another geodetic engineer or junior geodetic engineer after definite
steps have already been taken onwards the latter’s employment
3. Underbid another geodetic engineer or junior geodetic engineer by reducing his usual rate
after knowing the rate offered by the other geodetic engineer or junior geodetic engineer.
4. Advertise in self – laudatory language, or in other manner derogatory to the dignity of the
profession;
5. Hire the employee or employees of a fellow geodetic engineer or junior geodetic
engineer without the prior knowledge or consent of the latter
6. Review the work of another geodetic engineer or junior geodetic engineer for the same
client except with the knowledge and consent of said geodetic engineer or junior geodetic
engineer or unless the contract of said geodetic engineer or junior geodetic engineer with
said client has been terminated formally;
7. Criticize publicly a geodetic engineer or junior geodetic engineer in connection with a
job he has done;
8. To use the advantages of being a salaried employee to complete unfairly with the geodetic
engineers or junior geodetic engineers in private practice.
EXCERPTS FROM CODE AND ETHICS
LAW ABIDING
It will be considered unethical for him to;
1. Practice the profession without a valid license / registration from the PRC and without
paying the privilege tax to the government agency concerned;
2. Join in his professional capacity a firm, partnership, association or corporation which
represents itself as a geodetic engineering entity, but actually, is not authorized under
the law.
3. Refuse to serve in his professional capacity when required by the State incase under
litigation whether administratively or judicially, or incase of national emergeny
4. Give false testimony in administrative or judicial proceedings;
5. Undertake a job for which he is not qualified under the law
6. Refuse or neglect to report to the authorities concerned
erroneous surveys discovered in the course of undertaking his job;
7. Refuse or neglect to pay his workers and employees just wages
agreed upon and to provide benefits mandated by law;
8. engage in / or render service to, or work with, any person or
entity involved in illegal or unlawful activities.
