Technical Specification for Self Contained Open Circuit Compressed Air Breathing Apparatus:

GENERAL REQUIREMENT.
1. The Set shall be self-contained open circuit type compressed Air breathing Apparatus set fully confirming to EN
137 standard and approved to EN 137 – 2007 Class II.
2. The Cylinder of the set shall be approved by CCOE India, and certificate to that effect shall be submitted along
with the order.
3. The BA set shall contain of cylinder, back plate, facemask, lung demand regulator, pressure reducing valve,
hoses, signaling and warning unit.
4. The minimum duration of use of the set shall not be less than 45 minutes.
5. Finish of the set shall be such that any part, which is likely to come in contact with the wearer, shall be free
from sharp edges or burrs.
6. The set shall be so designed that the wearer can remove it and while still wearing the facemask can continue
to breathe from the set.
7. The set shall be so designed that it shall perform its full function in any worn position by the wearer.
8. The main valve of the cylinder shall be so arranged that, it can operate in the worn position by the wearer.
9. The design of the set shall be such that it allows the use of different size of cylinders and it shall be possible to
charge the cylinder without the need of special tool.
10. The design of the set shall be such that it shall be possible to use the set under water up to the depth of 1
meter.
MATERIALS:
1. The material used for the construction of BA Set shall have adequate mechanical strength, durability and
resistance to deterioration.
2. The material used for construction of various parts of the set shall be as far as possible anti -static.
3. The exposed parts of the set, which are subjected to impacts during use, shall not be made from soft material
such Aluminum, Magnesium, Titanium or alloys.
4. The material of the set, when coming in contact with wearer’s skin, shall not cause any irritation or any
adverse effect on health.
5. The material use for the construction of the set shall withstand cleaning and disinfecting agents and
procedures recommended by the manufacturer.
6. The back plate of the set shall be made from carbon composite material.
7. The facemask shall be made from EPDM / Neoprene / Silicon rubber.
8. The cover of the long demand valve shall be made of silicon.
9. The material of the facemask visor shall be demisting, scratch proof polycarbonate.
10. The shoulder strap, hip belt shall be made from Kevlar with Nomex padding.
11. The low pressure and high pressure hose shall be made from neoprene and natural rubber and shall
withstand the respective pressure.
12. The high and low pressure hose shall be such that it cannot be interchanged.
BACK PLATE (BODY HARNESS):
1. The back plate shall be of high impact resistance, flexible, durable light weight, anti- static and resistant to
high temperature and chemical agents.
2. The back plate shall be ergonomically designed to follow the natural contour of the back and weight shall be
concentrated on hips to reduce the back stress without assistance.
3. All the adjusting devices shall be so constructed that once adjusted will not slip inadvertently.
4. The back plate shall be provided with molded handles for easy carrying.
5. The back plate should have provision to accommodate all types of cylinders from 4.0 litre carbon steel cylinder
to 6.8 litres carbon composite cylinder with cam lock mechanism.
6. The backplate shall be fixed or it should be 3 Stage adjustable typeto accommodate all physical types.
FACE MASK:
1. The Face mask shall be in accordance with and approved as per EN 136.
2. The face mask shall have single or double reflex sealing, speech diaphragm, inner mask, five-finger headband
with push in type connection lung demand valve.
3. The side sealing of the facemask shall be gas tight and shall be possible to fit the facemask on almost all face
contours.
4. The visor fitted on the facemask shall be gas made from scratch proof polycarbonate with maximum view to
the wearer and shall have demisting characteristic.
5. The facemask shall be provided with inhalation and exhalation valve, which can be a replacement type in case
required.
AIR CYLINDER
1. The air cylinder shall have a minimum water capacity of 6.8 liters and free air capacity of min. 2040litres when
filled at a pressure of 300 bar.
2. The cylinder shall be made of Carbon Composite Fiber.
3. The working pressure of the cylinder shall not be less than 300 bar and the test pressure shall be 1.5 times the
working pressure.
4. The cylinder shall be approved by CCOE and certificate to that effect shall be submitted along with the tender.
5. The cylinder shall be supplied with valve made from nickel plated brass and shall comply with EN 144 – Class 2.
PRESSURE REDUCER
1. The set shall be supplied with a small, light, sturdy and encapsulated, high air delivery pressure reducer valve,
which directly fits through cylinder valve assembly.
2. The pressure reducer valve shall reduce the pressure from 300 bar to 8 to 10 bar.
3. The pressure reducer valve shall have a high pressure outlet and a low pressure outlet with a warning whistle.
4. The high pressure outlet shall be connected to battery operated signaling and warning unit and the low
pressure outlet shall be connected to the lung demand valve.
5. The pressure reducer valve shall have a provision of safety pressure relief valve.
6. The pressure reducer valve shall comply with all the requirements stipulated under EN 137-1993 and as per EN
137-2002 class II.
8. The pressure reducer should provide up to 1000 LPM flow of air.
LUND DEMAND VALVE
1. The set shall be provided with plug in quick removable type lung demand valve with a rubber hose having a
quick connect coupling connected to the low pressure side of pressure reducing valve. The LDV should be
connected from the front side of the mask. The LDV should be balanced piston design lung demand valve
offering stability, quiet operation & first breath activated with a centrally located switch off button and tough
wrap around silicone cover incorporated in an elegant streamlined shape for easy handling even when wearing
gloves.
2. Lund Demand Valve retainer should be provided on waist belt to plug in the demand valve when not being
used to prevent dust and other particles from entering the Lung Demand Valve.
3. The LDV shall start the air supply as soon as the wearer takes the first breath and shall be equipped with
bypass facility.
4. The LDV shall be attached to the facemask in such a way that it shall not create any hindrance to the firemen
while crawling.
5. The LDV shall have flow not less than 500 liters per minute and shall activate at first breath at 20-30 mbar.
SIGNALLING AND WARNING DEVICE
Analogue or Digital or Both in One unit, but in all cases reading should be visible in darkness or heavy smoke
through illumination with warning device. The pressure gauge should come with an Inbuilt or an Integrated
motion alert device (EN 137 :2006Type 2 Approved) which will provide alarm at air pressure reduction in the
cylinder and shall have data logging facility to later analyze the incident.
HOSES
1. All the hoses used in the set shall be flexible and shall permit the free movement of the head.
2. The design of the hose shall be such that it shall not restrict or close the supply at any time and shall not
collapse.
3. The hose connected to the lung demand valve from the pressure reducer including the connector shall
withstand twice the operating pressure of pressure reducer safety valve or at least 30 bar whichever is higher for
minimum of 115 minutes.
The entire unit should be of Heat and Water Resistant.
Each unit of SCBA set should be supplied along with one extra AIR CYLINDER as
specified above.
Note- Whole S.C.B.A set along with face mask should be supplied in a best quality carrying P.V.C
briefcase with locking arrangement.
The extra cylinder should be supplied separately.
Supplier shall be either manufacturer or authorizes dealer only and valid certificate shall be submitted
along with quotation. Also party shall be submit O&M manual shall be submitted along with quotation.
Necessary spares for maintenance and service required need to be quoted along with quotation if any.
These conditions shall be fulfilled by the bidder otherwise offer will be rejected.
