1.0 SCOPE OF SPECIFICATION

1.1 Introduction

1.1.1 This specification defines the minimum requirements primarily for the design, construction, inspection and
testing of high voltage SF6 switchgear.

1.1.2 This specification applies to equipment for refineries, onshore oil and gas installations and processing
facilities, including equipment purchased either directly or as part of a package.

1.1.3 This specification is generally based on NEMA/ANSI standards. The Vendor/Contractor shall comply
fully with the provisions laid down in this specification. Any exception must be clearly stated and be
authorised in writing by the Owner as failure to do so shall indicate full compliance; any remedial work
then necessary, shall be at the Vendor/Contractor's expense.

1.1.4 In the event of any conflict between this specification and the Data Sheets, or with any of the applicable
Codes and Standards, the Vendor/Contractor shall inform the Owner in writing and receive written
clarification from the Owner before proceeding with the work.

1.1.5 This general specification will form part of the Purchase Order/Contract, together with any Data Sheets,
drawings or other attachments.

1.2 Other NOC Specifications

exceptions shall be approved in advanced by the Owner:

1.3 Data Sheets

The technical data supplied by the Owner for the equipment is given on the Data Sheets which are included
at the end of this specification.

The Vendor/Contractor shall complete the Data Sheets with the remaining information.

2.0 DEFINITIONS

2.1 Technical

The technical terms used in this specification are defined as follows:

The upper limit of the highest voltage to which the switchgear and power equipment are designed.

Rated Current (normal assigned)

The value of the current the switchgear and/or its components can continuously carry under normal
operating conditions.

Earthing (Grounding)

Concerned with the nature and location of an intentional electrical interconnection between the Electrical
System Conductors and Earth (Ground).

Utilisation Voltage (See also Nominal System Voltage)

The r.m.s "phase to phase" or "phase to neutral" voltage at the line terminals of utilisation equipment.

Nominal System Voltage

The r.m.s "phase to phase" or "phase to neutral" voltage by which the system is designated and at (or near)
which level, the system normally operates.

Low Voltage

A class of nominal system voltages less than 601 V.

Medium Voltage

A class of nominal system voltage equal to or greater than 601 V and less than 15,000 V.

High Voltage

A class of nominal system voltage equal to or greater than 15,000 V.

Routine Tests

Routine tests are those applied to a piece of equipment to show that is has been assembled correctly, is able
to withstand the appropriate high-voltage tests and is in sound working order both electrically and
mechanically.

Basic Tests

Basic tests are those intended to establish compliance with selected, widely applicable requirements of the
manufacturing standard.

2.2 Contractual

The commercial terms used in this specification are defined as follows:

Owner

The oil or gas company, an associate or subsidiary, who is the end user of the equipment.

Vendor

The company supplying the equipment.

Contractor

The main contractor for defined piece of work.

Sub-contractor

A company awarded a contract by a Contractor to do part of the work awarded to the Contractor.

Inspection Authority

The organisation representing the Owner or Vendor/Contractor that verifies that the equipment has been
designed, constructed, inspected and tested in accordance with the requirements of this specification and
the Purchase Order/Contract.

Inspector

A qualified individual representing the Owner, Vendor/Contractor or assigned Inspection Authority, who
verifies that the equipment has been designed, constructed, inspected and tested in accordance with the
requirements of this specification and the Purchase Order/Contract.

3.0 DESIGN

3.1 Environmental Conditions

3.1.1 External Environment

These conditions are detailed in GES A.06 and cover the principal conditions affecting the electrical
equipment including maximum and minimum ambient temperature, dust, humidity and altitude etc.

3.1.2 Internal Environment

Switchgear may be housed in an enclosed, air-conditioned equipment room; full details are given in GES
B.12.

Temporary excursions from these limits e.g. during short term power failure, shall be ignored for the
purposes of equipment rating.

3.1.3 Service Life

The switchgear shall be designed for a service life of at least 20 years in the environment and for the duty
specified on the Data Sheets.

The switchgear shall be suitable for a minimum of 3 years normal continuous operation without
maintenance, at the duty specified on the Data Sheets.

3.1.4 Equipment to be installed indoors shall be designed for operation in a heated and ventilated substation
building, provided by others, where the interior maximum ambient temperature will not normally exceed

104°F (40°C) and the minimum ambient temperature will not normally fall below 40°F (5°C) unless
otherwise specified.

3.2 Codes and Standards

3.2.1 General

In general, the requirements specified herein are based on the ANSI/NEMA and other American Codes and
Standards, the most important of which are listed below. Unless otherwise stated, equipment and materials
shall comply with these Codes and Standards.

Unless specified otherwise in the Purchase Order/Contract, the current editions of the Codes and Standards
at the time of order shall be used.

The Vendor/Contractor shall operate and supply certification for a Quality System complying with the
requirements of the ASQ Q9000 Series or BS EN ISO 900, Part 1 (Design) Part 2 (Production) and Part 3
(Test and Inspection).

3.2.3 IEC and Other Recommendations

When appropriate, equivalent International Standards which may be used as alternatives are listed below
and may be used with the prior approval of the Owner. Equipment and materials complying with IEC
Recommendations shall be at least equal to the requirements of this specification. The Vendor/Contractor
shall advise full details of any deviations to these requirements in his offer if IEC based standards are
utilised.

3.3 Voltage and Frequency

3.3.1 Rating

Equipment rated voltage and frequency shall be stated on Data Sheets or attachments to the material
requisition.

3.3.2 Variations

All equipment shall operate successfully at rated voltage with a frequency variation of 5% above or below
rated frequency.

All equipment shall operate successfully with a combined variation in the voltage and frequency of 10%
above or below rated voltage and 5% above or below rated frequency.

3.4 Harmonic Distortion

All equipment shall operate successfully at rated frequency with a voltage variation of 10% above or below
rated voltage and with a supply characteristic of not less than 5% total harmonic distortion (THD).

3.5 Derating

The Vendor/Contractor shall confirm that any necessary de-rating of components, has been effected and
allowed for in the design and the equipment is suitable for operation in the ambient temperatures specified.

Rating shall not depend upon the use of cooling fans.

3.6 Circuit Breakers

Circuit-breakers shall comply with the relevant ANSI/NEMA Standards as identified in section 3.2.2 (IEC
60056/ANSI 37.54) and shall be of the type, duty and rating specified on the Data Sheets.

Circuit breakers shall be of the draw-out SF6 type, and shall be as specified on the Data Sheets attached to
the requisition.

Circuit breakers shall have electrical characteristics (e.g. rated current, rated making and breaking current,
short time current etc.) as specified on Data Sheets attached to their requisition.

Circuit breakers shall be equipped with motor charged spring operated switching mechanism with provision
for manual charging and mechanical position indicators with mechanical or electrical arrangements to
prevent unintentional closing when tipped by protective devices.

Circuit breakers shall be mechanically and electrically trip free.

Circuit breakers shall be equipped with auxiliary devices as specified on the Data Sheets attached to the
requisition.

Trip circuit supervision shall be provided for each circuit breaker.

3.7 Components

3.7.1 Fuses and Fuse-Links

(a) Low-voltage fuses shall comply with the relevant ANSI/NEMA Standards as identified in section
3.2.2.

(b) All unearthed poles of auxiliary supplies shall be fused. Earthed poles shall be connected via a
link.

(c) Earthing connections of auxiliary supplied and current transformers shall be removable for testing.

3.7.2 Indicating Instruments

(a) Instruments shall be flush-mounted and comply with the relevant ANSI/NEMA standards as
identified in section 3.2.2.

(b) External zero adjustment shall be provided on all instruments.

3.7.3 Electrical Protective Relays

(a) Protection relaying shall be in accordance with GES L.08 and the associated Data Sheets.

(b) Protective relays shall be flush-mounted, draw-out pattern and be mounted so as to be accessible
from floor level.

Generally, all relays should be capable of being hand-reset from outside the relay case. In
addition, it is normal for the relays to include operation indicators - which can be reset from
outside the relay case.

(c) For the purpose of testing, draw-out relays shall be withdrawable with all circuits energised
without open-circuiting current transformer secondaries or causing protective systems to operate.

(d) Stud type relay terminals shall include locknuts.

(e) Protection settings shall be self contained within the relay without possibility to change settings
from a remote location.

(f) Where microprocessor protection systems are called for on the Data Sheets this specification shall
be read in conjunction with Project specific requirements for these protection/control devices.

Where microprocessor based protection relays are used, the protection settings should be retained
within the relay without external power supply being available. Communication and control
aspects associated with these relays will be contained in project specific documentation.

3.7.4 Current Transformers

(a) Current transformers shall comply with the relevant ANSI/NEMA Standards/IEC 60044/IEEE
C57.13 as identified in section 3.2.2.

(b) Current transformers shall have a short time current rating at least equal to that of the switchgear
or the let-through current of the main circuit fuse.

(c) Current transformers secondaries shall be earthed (grounded) at one point through a removable
link.

(d) Secondary windings shall be connected to terminals integral with the current transformer.

(e) Current transformer circuit wiring connected to external circuits shall be provided with captive-
type shorting links at the outgoing terminals.

(f) CT requirements need to be identified on the Data Sheets. The rated primary currents preferred
IEC 60044/IEEE C.57.13 should generally be selected.

(g) Current transformers for metering generally shall be minimum accuracy Class 1 to IEC
60044/IEEE C.5 and the saturation shall be such that meters and instruments are not damaged
during main circuit fault conditions.

(h) Current transformers for remote ammeter operation generally need to be rated as a minimum 10
VA and have minimum accuracy Class 3 to IEC 60044/IEEE C.57.13.

(i) It is preferred that all current transformers used in association with protective relays fitted within
the switchgear be supplied by one Vendor/Contractor, either the protection relay
Vendor/Contractor, or the Switchgear Vendor/Contractor. This also applies to those current
transformers which require to be mounted external to the switchgear.

3.7.5 Voltage Transformers

(a) Voltage transformers shall comply with the relevant ANSI/NEMA Standards as identified in
section 3.2.2.

(b) Voltage transformers shall be withdrawable, either separately or incorporated in a withdrawable


part.

(c) Voltage transformers primaries shall be protected by removable HRC fuses.

(d) One pole of secondary windings shall be earthed.

(e) VT requirements need to be identified on the Data Sheets. The nominal secondary voltage
preferred is 110 volts between phases.

(f) Ratings shall be selected such that the VTs are not loaded to more than 90% of their rated output.

(g) Where reasonable, 3 phase voltage transformers shall be of the 3 limb-type and have star-
connected primary and secondary windings.

They shall preferably be double wound and have an earthed (grounded) metal screen between the
windings.

3.7.6 Indicating Lamps

Colours for indicating lamps shall comply with IEC 60073 or equivalent ANSI/NEMA Standard.

3.7.7 Terminals

Arrangements shall be agreed with the Owner.

3.8 Materials

3.8.1 The materials used shall be of good quality conforming to the relevant ANSI/NEMA standard and shall be
of a proven manufacturing range with a satisfactory service record of at least 5 years duration.

The Vendor/Contractor shall detail the materials utilised and shall advise the relevant specification.

3.8.2 In general, copper shall be utilised throughout for the windings.

3.8.3 Labels shall be white/black/white (WBW) engraved traffolyte, yellow/black/yellow (YBY for warning) or
stainless steel as specified on the Data Sheets.

4.0 CONSTRUCTION

All live parts shall be shrouded and labelled (warning).

All labels without exception shall be screwed as adhesive labels are not acceptable.

4.1 Enclosure

(a) The degree of protection shall be enclosure Type 3 or better as defined in NEMA standards,
alternatively IP31 or better as defined in IEC 60529.

(b) Switchgear assemblies shall be extendable at either end.

(c) Spare cubicles shall be completed to such an extent that future additional consumers can become
operational without shutting down the switchboard.

(d) When stated in the Data Sheets, test reports shall be provided confirming the switchboard
capability of containing internal arcing faults in accordance with IEC 60298 Annex AA, Type A
requirements. The Test Reports should confirm that the equipment satisfies test criteria No 1 and
No 2. Such reports shall cover arcing faults upstream of short circuit interrupting devices, unless
it can be demonstrated that such enclosure areas can be deemed `fault free zones' by the use of all
insulated components.

4.2 Partitions and Shutters

(a) The `partitions and shutters' protection shall be enclosure Type 3 or better as defined in NEMA
standards or IP31 or better as defined in IEC 60529.

(b) Safety shutters shall automatically cover all busbar contacts whenever withdrawable parts are
isolated or withdrawn.

(c) Shutters shall be individually operated by movement of the withdrawable part. The opening and
closing of the shutters shall be by a positive mechanical drive.

(d) Shutters shall be arranged so that only those required for a particular operation are open.

(e) Facilities for shutters to be padlocked closed shall be provided.

(f) Means shall be provided for opening each set of shutters to facilitate testing. This means shall not
prevent restoration of the automatic features of the shutters when the withdrawable part is
replaced.

(g) Shutters shall be coloured and labelled.

4.3 Busbars

(a) Busbars shall be hard-drawn high conductivity copper.

(b) Busbars shall have the same current rating throughout the length of the switchgear assembly.

(c) All high voltage busbars and connections shall be fully insulated. Insulation materials shall
withstand without damage the effects of carrying the rated short-time withstand current of the
switchgear.

(d) Busbar joints and connections shall be corrosion-protected and secured to prevent loosening.

(e) Means shall be provided to prevent arc propagation across bus-section switching units.

(f) The numbering or colour coding of busbars is to be agreed with the Vendor and included of the
Data Sheets.

4.4 Disconnecters (Isolators), Switches and Earthing (Grounding )Switches

(a) Isolators and earth switches shall comply with ANSI C37.32/IEC 60129 standards as identified in
section 3.2.2.

(b) Switches shall comply with the relevant ANSI C37.32/IEC 60265 standards as identified in
section 3.2.2.

(c) Disconnecters (isolators) shall be interlocked to prevent operation unless the circuit switching
device is open.

(d) All earthing (Grounding) switches shall be interlocked with the local circuit disconnecter/switch.

(e) Earthing (Grounding) switches shall have a rated short circuit making capacity no less than the
rated asymmetrical (peak) making current specified on the Data Sheets.

(f) Automatic circuit earth (Ground) switches should not be used on fused contactor transformer
feeders.

4.5 Internal Wiring and Marking

(a) Internal wiring conductors shall have minimum cross-section of 16 AWG (1.5 mm²) and stranded,
unless otherwise approved by the Owner.

(b) Not more than two conductors shall be connected to any one terminal.

(c) Wiring for circuits connected to buswired power supplies shall be protected by fuses for each
switchgear unit.

(d) All control and internal wiring shall be easily identifiable and traceable throughout the circuit
schematic and wiring diagrams.

(e) Switchgear unit inter-wiring shall be carried within a duct.

(f) Connections relaying solely upon solder are not acceptable.

(g) Conductor ends shall be fitted with a crimped terminating device with an insulating shank.

(h) Where the application of microprocessor based systems would be supported by a different
approach to internal wiring and marking, the specific arrangements should be agreed with the

Owner.

(i) Insulation other than PVC may be used subject to approval by the Owner.

(j) Wiring shall be positively identifiable.

Circuits energised from


outside the switchgear

#Colouring the insulation orange is the preferred method of identifying circuits that are
energised from outside the switchgear unit. If this cannot be achieved, then the minimum
requirement is that terminals associated with externally energised wires carry warning labels.

(k) Wiring shall be fitted with interlocking numbered identification ferrules. Ferrules shall be
fitted at both ends of the wire unless the wire is individually routed and is less than 100 mm
long. Ferrules shall be indelibly marked. It shall be necessary to disconnect the termination to
remove the ferrules. Paper ferrules are not acceptable.

(l) Wiring across door hinges shall be protected against mechanical damage, preferably by the
use of flexible conduits.

(m) Switchgear unit inter-wiring ducts shall be accessible without the need for de-energising any
circuits. Sufficient space shall be left in ducts and trunks for at least an additional 10% of
wires to be installed.

4.6 Provision for Installation of External Cables

(a) Separate terminal boxes shall be provided on each switchgear unit for the main and auxiliary
circuit cables.

Manufacturers should be advised of cable, type and sizes for main and auxiliary circuits to
ensure adequate space provision can be made. This is best done by completion of the Data
Sheets. Consideration should also be given to the need for future cabling requirements.

The direction of cable entry also needs to be stated on the Data Sheets at the earliest
opportunity.

(b) Provision shall be made to support external cables.

Cable supports are recommended at intervals not exceeding 18 in (450 mm) between the cable

entry and top or bottom of the switchgear depending on the direction of cable entry.

(c) Main circuit cable terminals shall have means of locking the connections. Space shall be
allowed for crimped lug terminations.

(d) Main and auxiliary circuit cables within an enclosure shall be segregated.

(e) Undrilled gland plates shall be provided. Where single core cables are used, gland plates
shall be non-ferrous.

Single core cables should be bonded at one end and insulated from earth at the other.

(f) Terminals carrying different voltages shall be separated. The voltage shall be marked on the
terminals.

4.7 Earthing (Grounding)

(a) The switchgear earthing conductors (ground bus) shall be hard-drawn, high-conductivity
copper, suitably marked.

(b) Joints in main earthing (grounding) conductors shall give good electrical contact and be
secure.

(c) Each switchgear unit shall have integral facilities for earthing (grounding) the main circuit
cable.

The preferred application of earths(grounds) in circuit breaker components shall be by


operation of the circuit breaker. In such cases, when closed in an earthing (grounding)
position, all circuit breaker electrical trips shall be inoperative. Other methods of earthing
(grounding) may also be acceptable, provided they can be safely closed and opened by an
operator. Earthing (grounding) methods should be discussed at the earliest opportunity with
the Owner.

(d) Integral earthing (grounding) arrangements for each section of busbars shall be provided on
each incoming circuit breaker and at the bus-section switch.

4.8 Interlocks

Interlock arrangements shall be as stated in ANSI 37.20/IEC 60298, Section 5.106. Mandatory
interlocks shall be mechanical.

4.9 Locking Arrangements

The intent of padlocking provisions is stated in ANSI 37.20/IEC 60298, Section 5.106.

4.10 Operating Mechanisms

(a) Operating mechanisms shall:

- include an anti-pumping device,

- incorporate a local manual trip facility fitted with a guard to preclude inadvertent
operation,

- give positive indication of switch position.

(b) Operating mechanisms with electric closing shall have an interlock so that closing cannot be
initiated when a trip condition exists.

(c) Close and trip circuits shall have separated over current protected.

The protection devices for trip and closing circuits need to be fully coordinated. Under all
conditions, the protection device nearest the fault operates first without damaging or reducing
life or other fuses or initiating operation of other protection devices.

(d) It shall not be possible for the closing mechanism to operate if the trip circuit protection
device is open circuit.

(e) Circuit breaker motor-wound spring operating mechanism shall be provided with means to
charge the spring manually.

(f) It is preferable for operating mechanisms having short-trip circuits (ie. energise to trip) to be
fitted with trip circuit supervision. This alarm should be inoperable when the switching
device is isolated. The trip circuit wiring be arranged so that the supervising relay operates if
any of the wiring becomes discontinuous. The relay is to monitor the trip circuit when the
switching device is open or closed.

4.11 Nameplates and Labels

(a) Each unit of switchgear shall be identified with a label at the front and rear of the fixed part,
marked with the circuit designation (rated normal current, description and connected
equipment number) as specified on the Data Sheets.

(b) For each complete assembly, an Owner's nameplate should be included, giving the following
information:

- owner's name,

- order and item number,

- date of order.

(c) Labels shall be provided to identify the functions of main components.

(d) Danger labels shall be clearly discriminated by colour.

(e) Terminal label markings shall comply with ANSI/NEMA requirements.

(f) Unless otherwise stated, all labels shall be in English.

4.12 Auxiliary Switches and Contacts

(a) Control and auxiliary switches shall comply with ANSI/IEC standards.

(b) Each switching device shall be provided with an auxiliary switch.

(c) The following main circuit circumstances shall have auxiliary switches:

- switching device in the service position,

- switching device removed from the service position,

- circuit earthed,

- busbar earthed.

(d) When specified on the Data Sheets, auxiliary switch contacts for motor heater supplies shall
be provided so that heaters are energised when the main circuit switching device is open.
When the switching device is isolated, the heater supplies shall be isolated.

4.13 Control Devices

(a) Contactor relays shall comply with the relevant NEMA/IEC Standards as identified in section
3.2.2.

(b) Push-buttons and related control switches shall comply with the relevant NEMA/IEC
Standards as identified in section 3.2.2.

(c) All push-button switches shall have a full shroud to prevent inadvertent operation.

(d) All units incorporating a contactor shall be fitted with an externally mounted stop push-
button.

(e) The rated thermal/breaking capacities of contacts need to be rated for their application.

4.14 Test Facilities

(a) Switching devices shall have the facility to be test-operated when isolated.

(b) Withdrawable switching devices shall be supplied with a test link to allow testing in the
withdrawn position.

(c) Facilities shall be provided for primary injection testing.

(d) Each switchgear assembly shall incorporate pressure test facilities for busbars and all
incoming and outgoing circuits. One set of any test plugs required for this purpose shall be
supplied by the Vendor/Contractor.

(e) Additional test equipment which may be supplied (e.g. test blocks) should be discussed and
agreed with the Owner.

4.15 Lifting and Moving Facilities

The method and equipment required for safely lifting transportable assemblies is best discussed with
the Vendor/Contractor. Detailed instructions for lifting the switchgear should be included in the
Operating and Maintenance Instructions.

4.16 Special Tools and Equipment

(a) Requirements for special tools and equipment (including HV test probes) necessary for the
erection, operation, testing and maintenance of the switchgear should be discussed with the

Owner.

4.17 Paint Finish

The paint finish/galvanising as specified on the Data Sheets shall be suitable for the conditions
specified in section 3.1 of this specification.

4.18 Spare Fixed Housings

Requirements for spare switchgear fixed housings shall be as stated on the Data Sheets.

4.19 Panel Arrangements

All panel mounting devices shown shall be located on the upper half section of the front panel.
Switches and similar devices shall be located at a height convenient for personnel operation.

A nameplate shall be provided showing instructions for manual switching to remove an incoming line
from service and to return to normal after an automatic transfer or manual switching.

All nameplates shall be mounted on the front of the switchgear panels.

In addition to the nameplates specified above, small nameplates shall be provided on the front of the
switchgear panels mounted adjacent to each relay, showing the device function number such as 51-1,
27R-2, etc.

4.20 Space Heaters

(a) All equipment shall be provided with a space heater operating at the single-phase ac supply
indicated on the Data Sheets. The heater shall be of the rod type, without fins and with a
maximum surface temperature of 392°F (200°C), or alternatively the low temperature wrap-
around type using silicone rubber insulation.

(b) The space heater leads shall be brought out to a terminal box separate from the main power
leads terminal box.

(c) A space heater control shall be furnished for each item of equipment, consisting of the
following:

- a differential thermostat shall be used to control the heater so that the equipment
interior temperature is maintained at 7°F to 10°F (4°C to 6°C) above the outdoor air
temperature,

- the differential thermostat shall be cut off by one or more automatic devices set for a
maximum equipment interior temperature of 95°F (35°C). The devices shall reset at
90°F (32°C). Devices shall be located in enough typically loaded sections to prevent
overheating.

(d) The space heater system shall be completely wired and shall include a manual disconnect.

(e) Space heaters shall be protected against accidental contact.

4.21 Earthing (Grounding) Terminals

All equipment shall be equipped with an external terminal connected to the frame and an internal
earthing terminal box.

5.0 NEMA/IEC DIFFERENCES

5.1 General

This specification is primarily written for switchgear manufactured in accordance with the American
(ANSI/NEMA) Standards.

If it is necessary or advantageous to purchase High Voltage SF6 Switchgear in accordance with


International (IEC) Standards, the specification can still be utilised but the salient differences occurring
should be noted as detailed below.

5.2 Salient Differences

This section does not attempt to list every difference between American (ANSI/NEMA) standards and
IEC standards, but covers only those salient differences that could affect the final installation if not
properly addressed during the design phase.

5.2.1 Units - SI Units

The ANSI/NEMA Standards in many cases utilise imperial units (horsepower, feet, pounds, degrees
fahrenheit, foot candles, etc), whilst the IEC Standards utilise SI units (metres, grammes, degrees
celsius etc).

Note:

For electrical equipment, the (American) Institute of Electrical and Electronic Engineers (IEEE) have
recommended that the use of the imperial (British-American units in use be reduced as rapidly as
possible in favour of the SI units, with certain implementations such as the use of horsepower being
phased out first.

Where practicable, both systems have been shown in this standard and on the Electrical Data Sheets
since the transition will take some time to fully implement.

5.2.2 Terminal Markings (IEC 60034 Part 8/NEMA G1)

NEMA G1, (1993) part 2, gives terminal major markings with a "T" prefix whereas the IEC code
utilises U, V, W for phases.

The ANSI/NEMA switchgear standards do not specifically state recommended terminal markings and
state only that they should align with the relevant schematic diagrams.

5.2.3 Grounding

Concerned with nature and location of an intentional electrical interconnection between the Electrical
System Conductors and Ground.

In British Practice, the terms `Grounding' and `Ground' are replaced by `Earthing' and `Earth'.

5.2.4 Cable Conductor Cross Sectional Area (CSA)

IEC cable CSAs are always in the metric dimensions (mm²). American conductor sizes are often
American wire gauge (AWG) for the smaller sizes and circular mils (c.mil) for larger sizes.

6.0 INSPECTION

6.1 Procedures

(a) The Vendor/Contractor shall allow the Inspector free access to all areas of manufacture,
fabrication, assembly and testing.

(b) The Vendor/Contractor always has the responsibility to provide adequate quality control and
inspection of equipment and materials as defined in ISO 9000. Any inspection by Owner or
his Inspector shall not relieve the Vendor/Contractor of these responsibilities or those under
his guarantees.

(c) Any defects noticed in the course of fabrication shall be brought to the attention of the
Inspector who shall decide if the faulty material or workmanship should be repaired or
rejected.

(d) If inspection is waived, the required data shall be forwarded to the Owner. If submission of
data is not requested, all data shall be retained by the Vendor/Contractor for issue to the
Owner on demand, for at least five years.

(e) The Vendor/Contractor shall provide a safe working environment for the Inspector and alert
the Inspector of potential hazards.

6.2 Scope

6.2.1 The inspection requirements are covered by the document "General Conditions of Purchase" which
forms part of the Purchase Order/Contract. Additional requirements are given below.

6.2.2 Inspector shall inspect the switchgear to ensure that it complies with the requirements of the latest
revision of this specification and Data Sheets, drawings or other attachments to the material
requisition, and the latest revision of the Vendor/Contractor's documentation and data relating to the
specific Purchase Order/Contract.

All shopwork and testing of the switchgear shall be carried out to the complete satisfaction of the
Inspector, but his approval shall not relieve the Vendor/Contractor of the responsibility for the
guarantees covered in the Purchase Order/Contract.

In particular, at least the following shall be checked:

(a) rating plate details,

(b) certification/approvals markings,

(d) terminal box(es) location, size and cable entries,

(e) terminals,

(f) mounting arrangement,

(g) grounding terminal(s) size and location,

(h) accessories including CTs and accessibility for injection testing and accessibility,

(i) equipment tag number,

(j) functional check of all Alarms, Cooling Devices,

(k) dimensional check particular over length, breadth, height.

Inspector shall ensure that any shortcomings in the Vendor/Contractor documentation or data are
rectified before any equipment or material is accepted for shipment.

6.3 Nameplates

6.3.1 Information to be given in all cases

Each switchboard shall be provided with a rating plate of stainless steel fitted in a visible position,
showing the appropriate items listed below. The entries on the plate shall be indelibly marked (by
etching, engraving or stamping).

In particular, at least the following shall be checked:

(a) rating plate details,

(b) certification/approvals markings,

(c) dimensions,

(d) terminal box(es) location, size and cable entries,

(e) terminals,

(f) mounting arrangement,

(g) grounding terminal(s) size and location,

(h) accessories,

(i) equipment tag number.

Inspector shall ensure that any shortcomings in the Vendor/Contractor's documentation or data are
rectified before any equipment or material is accepted for shipment.

7.0 TESTING

7.1 Statutory Tests

Tests shall be performed in accordance with the applicable codes, the requirements of the Data Sheets
and include as a minimum the following Routine Tests.

7.2 Routine Tests

7.2.1 The Vendor/Contractor's basic routine witnessed factory tests are required and shall include but not be
limited to the following tests to ensure that the specification for the equipment has been met at the
rated environmental conditions:

(a) Switchgear of each type and rating shall have been type tested in accordance with the
ANSI37.32/IEC 60298 Standards as identified in Section 3.2.2.

(b) The switchgear shall be subjected to routine tests in accordance with same standard at the
Vendor/Contractor's works.

(c) Circuit-breakers of each type and rating shall have been type tested in accordance with the
relevant ANSI C37.54/IEC 60056.

(d) Circuit-breakers shall be subjected to the routine tests in accordance with the same relevant
standards at the Vendor/Contractor's works.

(e) Contactors shall be tested in accordance with ANSI C37.32/IEC 60470 High Voltage AC
Contactors.

(f) Disconnecters (isolators) shall be tested to the relevant ANSI/NEMA C37.32 IEC 60129.

(g) A switch of each type and rating shall have been type-tested in accordance with the relevant
ANSI C37.32/IEC 60265 Standards.

(h) Switches shall be subjected to the routine tests in accordance with the relevant ANSI
C37.32/IEC 60265 Standards as identified in clause 3.2.3 at the Vendor/Contractor's works.

(i) Voltage transformers of each type and rating shall have type and routine tested in accordance
with the relevant ANSI/NEMA/IEC Standards as identified in section 3.2.3.

(j) Current transformers shall be routine-tested in accordance with the relevant


ANSI/NEMA/IEC Standards as identified in clause 3.2.3.

(k) Instruments and other ancillary equipment shall be type and routine-tested in accordance with
the relevant ANSI/NEMA/IEC standards as identified in clause 3.2.3.

(l) Handling devices, lifting tackle, test and maintenance equipment shall be type and routine
tested, marked and certified as required by the IEC regulations.

(m) Type tests that are necessary to meet the requirements of the specification should preferably
be witnessed by an Owner's representative.

Subsequent to these tests, the acceptance or rejection of the switchboard will be at the discretion of the
Inspector.

7.3 Test Procedures

7.3.1 In all cases the Vendor/Contractor shall submit his test procedures in writing to the Owner for approval
prior to the start of the testing programme.

7.4 Site Acceptance Test Requirements

7.4.1 Test Schedules

The Vendor/Contractor shall submit a schedule of Site Acceptance Tests that are to be undertaken to
ensure that the switchgear is satisfactory.

The test schedules shall be approved by the Owner. There shall be a separate set of acceptance tests
for each switchgear supplied.

7.4.2 Initial Acceptance Tests

The initial acceptance tests shall be performed by the Vendor/Contractor when all relevant equipment
has been installed.

7.4.3 Final Acceptance Tests

Fourteen days after the systems have been put into service, or fourteen days after the initial acceptance
tests, whichever is the earliest, the Final Acceptance Tests shall be effected by the Vendor/Contractor,
and be witnessed by the Inspector.

7.5 Test Certificates

7.5.1 Test Certificates

Final acceptance of the system will be given following satisfactory Final Acceptance Tests.

All copies of test certificates shall be furnished with final drawings as called for in documentation
section. The Final Acceptance Tests shall be witnessed by the Inspector who shall retain one copy of
the certified tests.

7.6 Test Equipment

7.6.1 Supply

The Vendor/Contractor shall supply a set of test equipment if it is required

7.6.2 Test Accessories

All necessary test leads, power cords and ancillaries shall be provided.

Note:

All instrument and apparatus used in the performance of the tests shall have been calibrated to an
agreed standard at a laboratory of National standing within the period of 15 months of the test date.
The cost of carrying out such calibrations shall be borne by the Vendor/Contractor in all cases.

8.0 DOCUMENTATION

8.1 Introduction

8.1.1 This section covers the documentation required for the design, selection, fabrication, inspection and
testing for all the equipment, components and services to be provided against this specification.

8.1.2 The detailed list of documents that are required will be included with the Purchase Order/Contract,
however as a minimum the following listed documents will be provided by the Vendor/Contractor as
and when required by the Vendor Documentation Requirements (VDR) list:

. General Arrangement,
. Foundation Layout,
. Single Line Diagram,
. Schematic and block wiring diagrams,
. Installation and Maintenance Requirements.

8.1.3 The documents as listed may be considered as a minimum requirement; all details to confirm
compliance with the relevant specifications, and to allow a full and continued appraisal to be made of

the Vendor/Contractor's proposals and interpretations of the ordered equipment, should be submitted in
accordance with the schedule specified in the Purchase Order/Contract.

8.1.4 Any production or procurement undertaken by the Vendor/Contractor which is prior to the relevant
documentation being submitted and reviewed by the Owner is at the Vendor/Contractor's risk.

8.1.5 On all documentation the Purchaser Order/Contractor number, equipment title, tag number and project
name shall be quoted.

8.1.6 All documentation shall be checked and signed by the checker before submission.

8.2 Schedules and Reports

8.2.1 The Vendor/Contractor shall submit with his tender a preliminary quality control plan and proposals
for Factory acceptance and site acceptance tests.

8.2.2 The Vendor/Contractor shall include with his tender documentation a statement of proposed Sub-
Vendors/Sub-Contractors, a document submission schedule for all documents based on a review cycle
of three weeks and outline programme for procurement and production activities.

8.2.3 The Vendor/Contractor shall incorporate any revisions agreed with the Owner during the enquiry
review stage.

8.2.4 Monthly reports shall be submitted by the Vendor/Contractor detailing design, procurement,
production and documentation activities, the format of which shall be agreed with the Owner.

8.3 Data and Calculations

8.3.1 The Vendor/Contractor shall supply with his tender completed Data Sheets containing all the relevant
information necessary for appraisal of the design by the Owner.

8.3.2 Project specific instructions will be issued to the Vendor/Contractor with the Purchase Order/Contract,
which describes the data and calculations to be submitted, and the methods of submission.

8.3.3 The Vendor/Contractor shall be responsible for obtaining approvals from the Inspection Authority.

8.3.4 All calculations shall be carried out in clear and logical manner. Where conditions involve the use of
formulae or methods not specified in the Design Code, the source of these formulae or methods shall
be clearly referenced.

8.3.5 Computer calculations will only be acceptable if all input is shown, together with calculated values of
intermediate terms and factors and options chosen, as well as final calculated dimensions, stresses or
other values and the computer program has been validated to the satisfaction of the Owner.

8.3.6 Calculations and drawings that are interdependent, i.e. foundation loading and equipment footprint,
shall be presented for appraisal together.

8.4 Drawings

8.4.1 The drawings listed with the Purchase Order/Contract shall be sent by the Vendor/Contractor to the
Owner and/or the Inspection Authority for review and approval.

8.4.2 The components and process to produce the ordered equipment shall be shown in sufficient detail to be
fully appraised e.g. outline drawings, components list and schematic.

8.4.3 General arrangement drawings shall be to scale and show the relative location and main dimensions of
all components including elevations.

8.4.4 Detail drawings which may be included on the general arrangement shall include thicknesses and
dimensions of all components.

8.4.5 As-built drawings may be the general arrangement drawings marked-up with the actual as-built
dimensions.

8.5 Final Records, Documents and Manuals

8.5.1 Two copies of the Data Dossier shall be supplied, and shall be a record of the manufacturing process.
Where stated in the Purchase Order/Contract; besides the electrical documents itemised in Section
8.1.2, it shall contain the following:

- general arrangement drawing and bill of material,


- the quality control plan,
- material certificates,
- chemical analysis certificates,
- positive material identification certificates,
- schematic and wiring diagrams,
- NDT procedures and records,
- hazardous area certificates,
- performance test procedures, and test certificate,
- non-conformity records,
- approvals by the Independent Inspection Authority,
- certificate of conformity,
- Owner's release certificate.

8.5.2 Six sets of the Installation, Operations and Maintenance Manual (IOM) shall be specifically compiled
for the equipment supplied. A compendium of manufacturer's data for a range of like products is not
acceptable. The IOM shall contain the following:

- a description of the equipment, process and controls philosophy,


- the master document list and certified copies of key drawings,
- packing, shipping and site preservation instructions,
- step by step installation instructions,
- step by step pre-commissioning procedures,
- step by step commissioning procedures,
- normal start up, operating and shutdown procedures,
- step by step procedures for dismantling and re-assembly,
- normal operating and set point values for all instruments,
- routine preventive maintenance schedule and major repair procedures,
- lubrication, chemicals, consumables schedule,
- list of special tools,
- spare parts ordering information,
- for PLCs, a copy of the programme and re-programming procedures.

The IOMs shall be presented in A4 format, and be securely bound in heavy duty 4 ring binders.

8.5.3 The Vendor/Contractor shall produce as built documents revised to indicate field changes.

8.5.4 The Vendor/Contractor shall supply one set of mylar original drawings.

8.5.5 Electronic Data Format (EDF)

All documentation (drawings, calculations and Data Sheets etc.) shall be produced by the
Vendor/Contractor in electronic format.

The format shall be compatible with that used by the Owner and shall be agreed at the commencement
of the contract.

In addition to the 'hard copies' required under the contract, copies of the electronic records shall be
issued to the Owner for all approved documentation, this forming part of the Vendor/Contractor's
contractual obligations.

9.0 PRIOR TO SHIPMENT

9.1 Painting and Coatings

All bare surfaces which are exposed during transit or storage shall be given a coat of temporary rust
inhibiting material.

Surface preparation, painting and painting materials shall be in accordance with GES X.06.

9.2 Spares

The Vendor/Contractor shall submit with his proposal, a priced list of recommended spares for start-up
and two years operation for review by the Owner. This list shall include, but not be limited to:

- special tools, if required,


- insulating liquids,
- gaskets,
- 5 litres of 'touch up' paint.

9.3 Packing and Storage

This section describes the minimum requirements for the preservation and protection of equipment
during the sea and land transportation and storage prior to installation.

The probable storage period will be specified in the order/enquiry and will extend from the time of
despatch to the time of unpacking at site. If the storage period is not stated, a minimum period of 24
months shall be assumed. Packing to be suitable for sea freight.

(a) After mechanical completion at the works, the Switchgear shall be left in a clean dry
condition.

(b) The Vendor/Contractor shall be responsible for loading and anchoring the item(s) to prevent
damage during shipment.

The Vendor/Contractor shall submit his procedures for packing and preservation for review by the
Owner.

9.4 Shipping

Detailed shipping arrangements are covered by the Purchase Order/Contract.

The Switchgear shall not leave the Vendor/Contractor's works for shipment until the release has been
approved by the Owner's Inspector.

9.5 Warranty

The Vendor/Contractor shall warrant all material and services supplied against any defect for a period
of twelve (12) months after commissioning, or twenty-four (24) months from the date of delivery to
site, whichever is the shorter period, or for the period stipulated in the Purchase Order/Contract.

Should any item be found defective, the Vendor/Contractor shall be responsible for all costs associated
with restoring the equipment to the standard specified by the Purchase Order/Contract.
