Vendor/Contractor shall fill in all gaps between foundation blocks with graded granular material only.

6.2.6 The Vendor/Contractor shall spread the larger size rock fragments uniformly in the lower part of the fill
and keep those with a size less than 150 mm for the upper layers. Fill material within 300 mm of the
surface of subgrade shall be free from rocks over 150 mm and excessive amounts of sandy silty material
that might prevent adequate compaction.

6.2.7 To preserve the fill from moisture which may seep upwards due to capillary forces from the subgrades the
Owner may require that the Vendor/Contractor lay on the subgrade a layer of material consisting of crushed
stones or natural gravel to a thickness of 200 mm to 500 mm.

6.2.8 Fill material shall not contain rocks over 60 mm in size when within 300 mm of culverts, underground
piping or electrical ducts.

6.2.9 The Vendor/Contractor shall ensure that the fill has been carried out taking account of settlement so that the
dimensions of fill comply with the final design values. Sufficient fill shall be placed to allow for settlement
where a lesser degree of applied compaction is required to avoid damage to buried piping or structures.

6.2.10 Fill shall not be placed against walls until the mortar or concrete has attained sufficient strength to support
the load.

6.3 Compaction Control

6.3.1 Except as otherwise specified, the degree of compaction and density for earthwork shall be determined and
GENERAL ENGINEERING SPECIFICATION GES Q.01
EARTHWORKS Page 12 of 17
(Inc. SITE PREPARATION, PITS AND TRENCHES) Rev 0 1999
controlled in accordance with the following requirements:

a) Non-free draining fill shall be compacted to not less than 95% maximum density per ASTM D
1557 (Modified Proctor Density).

b) Cohesionless (free draining) fill shall be compacted to 75% relative density at optimum moisture
content per ASTM D 4253 and ASTM D 4254 except that gravel and other large materials not
adaptable to relative density tests shall be well compacted as approved by the Owner.

c) Lesser degrees of applied compaction will be permitted only where the specified compaction
density would be injurious to a buried structure or piping, and with the approval of the Owner.

d) Pit run gravel or crushed rock shall be compacted in 150 mm layers to 95% of the Modified
Proctor Density.

6.3.2 Dry density tests shall be made according to sand-cone method (ASTM D 1556) every 200 m2 for each
layer or as approved by the Owner.

6.3.3 A reasonable time in the programme for the execution of the works shall be allowed for the tests necessary
to assure that a properly compacted fill is obtained.

6.4 Bunds and Embankments

6.4.1 Embankment and bund construction shall be impermeable and consist of placing approved fill in uniform
layers, not exceeding 150 mm thickness before compaction. Fill at optimum moisture content compacted in
accordance with Section 6.3 above shall be used. Placement of this material shall be in the manner
described below.

6.4.2 Acceptable means of earth bund construction are as follows:

a) Constructing the full bund section from soil having more than 35 percent by weight smaller than
No. 200 sieve as determined by ASTM D1140, an Atterberg liquid limit no greater than 50, an
Atterberg plasticity index greater than 10 and less than 25, as determined by ASTM D 4318.

b) The material described in (a) above may be used more sparingly with the Owner's permission in
constructing a zoned bund which comprises a granular core faced with a 150 mm nominal
compacted thickness of the former impermeable soil. The two zones are constructed and
compacted side by side in 150 mm lifts. Shaping and dressing of the finished sloping faces is the
final stage of construction, subject to the Owner's preference for the option described in (c) below.

c) The Owner may require that the impermeable facing layer be protected against erosion and from
drying out too quickly by a shield of granular material 300 mm thick.

6.4.3 Where soils meeting the above requirements are not available, a substitute material perhaps in a thicker
layer or wider bund able to achieve equivalent resistance to percolation, subject to demonstration and
approval of the Owner, shall be used.

6.4.4 Bund design and construction shall ensure that stored stock cannot flow beneath bund and resurface to
cause an unsafe condition.

6.4.5 Where necessary for environmental reasons, tank pits shall be made resistant to percolation, in accordance
with GES Q.15.

6.4.6 Slope of sides of bunds shall be as recommended in the Site Investigation Report but shall not be steeper
GENERAL ENGINEERING SPECIFICATION GES Q.01
EARTHWORKS Page 13 of 17
(Inc. SITE PREPARATION, PITS AND TRENCHES) Rev 0 1999

layer of oil/sand mix spread onto the graded surface and shaped in accordance with the lines and levels
shown on the detail engineering drawings.

The graded area within the bundwall enclosure shall slope towards a location where a concrete sump
approximately 1.2 x 1.2 x 1.2 m complete with a piped and valved discharge to the outside of the bund can
be located later.

The containment volume of an impounded area formed by bundwalls shall be 110% of the maximum
capacity of the enclosed tanks and 100 mm freeboard above the theoretical maximum liquid level shall also
be provided.

6.5 Grading Tolerance
