Community Fish Landing Center (CFLC) Building


Barangay Bigaa, Legazpi City

The City of Legazpi is one of the chosen beneficiaries in the establishment of Community Fish
Landing Center (CFLC) Building, a program of the Department of Agriculture’s BFAR for the
benefit of the fisherfolk in the area. It was constructed last June, 2019. The said center is a post-
harvest facility which serves as an auction center for fishes and other aquatic resources for faster
access to markets, thus reducing post-harvest losses and preserve the good quality of fish and
fishery products, which can be sold for a higher price and increase income of sectors concerned.
This facility will also serve as venue for skills trainings on disaster-resilient fisheries-based
livelihoods and resource management such as monitoring fish catch and stock assessment.

As per Ordinance No. 215-18 the operation of the Community Fish Landing Center (CFLC) at
Barangay Bigaa, Legazpi City section 10 Operation and Maintenance of the CFLC “ The City
Government of Legazpi shall manage directly the fish landing facility for the time being.
However, once capacitated, a duly organized and accredited fisher folk organization who shall
qualify to manage the operation of CFLC shall be tasked to operate and maintain the
establishment after complying with all the requirements set forth and upon approval by the
CFLC Project Management Committee subject to a Memorandum of Agreement”.

The building was scheduled to be inaugurated last November 2020 but unfortunately the center
was severely damage by three consecutive Typhoons namely Siony, Tisoy. Upon inspection and
assessment of the center conducted by the City Agriculture Office last January 12, 2021 at
Barangay Bigaa, the CFLC building was 100 % damaged. It is no longer functional or usable for
the purpose it is intended for. The CFLC building is in need of immediate repair for it to become
functional and serve its purpose in the community and especially to the marginal fisher folks in
Barangay Bigaa and other adjacent barangays.
