THE PREAMBLE IN THE 1987 CONSTITUTION
• Josefina Atienza –Salvana

• The following values enshrined in the Preamble of the
1987 Philippine Constitution can and out, to be lived
by all members of the Philippine society. It is
envisioned that indeed, in time, these values will be
shared in all sectors, in the circumstances specific to
each, including the: government sector, private sector,
education, health , services, military and police,
religious, labor, agriculture and fisheries, media and
entertainment, youth and the civil society sector.
One who lives the basic value of

fearing and live according to His will.


• believes that God is almighty and can do all
things
• cherishes his life and that of others
• does his/her best to nurture and protect life
• seeks to be positive and affirming in all
he/she does
• is ready to defend life if called upon to do so
• values the dignity of every human person
and has full respect for human rights
One who lives the basic value of

Respect the human rights of one another and


comply with your duties and responsibilities.
• is organized in his/her thoughts, words, deeds,
relationships, and in the use of resources
• is neat & disciplined
• is self-reliant in his/her basic needs
• makes proper use of funds and other
resources within his control
• makes sure that his Lifestyle is consistent with
his means and stature
• establishes his priorities and seeks to act on
them in a logical manner, given the time
and resources available
• exercises moderation
• is not wasteful
• is efficient and punctual
• does not procrastinate
• waits for his/her turn
One who lives the value of

Be diligent and earn an honest living.


Do not engage in graft and corruption
• is aware that work is an essential part of
being human
• knows that work is a duty
• seeks to use his talents and resources to
build, to contribute to the betterment of his
own life, that of others, and society as well
• is industrious, productive, diligent,
conscientious, orderly, and persevering
• is not lazy and not wasteful
• seeks to make full and efficient use of his human
resources and the material resources within his
control
• seeks to draw from his work the means of
providing for his life and for his family and of
serving the human community
• is grateful for his work
• does his work cheerfully and thoroughly
• is proud of his work
• “GIVE FISH TO A MAN AND HE WILL HAVE FOOD FOR A
DAY, TEACH HIM HOW TO FISH AND HE SHALL HAVE FOOD
TO EAT THROUGH OUT HIS LIFE TIME.”

Look after the welfare of your family and


future generations.
• loves his family and does his best for them
• recognizes the family as the foundation of the
nation and seeks to strengthen its solidarity
and actively promote its development
• sees marriage as the foundation of the family
• recognizes and acts upon the right of children
to special assistance and protection and the
need to attend to the formation of the youth
and their physical, moral, spiritual and social
well-being.
• seeks to strengthen ethical and spiritual values
within his family
• fulfills his role in his family with love

• cares for others
• is willing to make sacrifices for the good of
another
• is patient, kind, gentle, understanding, and
forgiving
• loves God, family, and country
• loves others as he loves himself
• serves without seeking a reward
• is generous, thoughtful, and friendly
• is careful not to cause hurt or harm to
anyone
• has a special concern for the
underprivileged, the sick, the elderly, the
handicapped, and for all who live in
poverty

Assert your right to be able to do


the right things.
• cherishes his freedom and is careful to
preserve it
• uses his freedom in his daily life and in his
work with utmost responsibility
• exercises and encourages critical and
creative thinking
• seeks to make good decisions and to act on
them with confidence
• recognizes and respects the freedom of others
• has initiative and enthusiasm
• acts with courage and resolve

Live and work together in harmony.


Avoid violence as a way of settling disputes.
• has serenity based on order
• has a sense of harmony with others, and has no
on-going conflict with anyone
• is not hostile to anyone
• is reconciled with all men
• does not engage in acts of violence (except in
cases of legitimate defense by military forces) nor
does he violate in any way the rights of his
fellowmen
• knows who he is and what his duties and
obligations are and does his best to fulfill them
• does not impose unreasonable demands on himself
or on anyone
• seeks to be a peacemaker

Stand up for the truth and avoid intrigue
and mudslinging
• is honest in all ways and at all times
• has integrity
• knows his place
• seeks to always communicate accurately,
clearly and effectively
• does not participate in any acts of graft and
corruption, neither as a giver nor as a taker
• has no pretense in him
• does not boast, does not flatter, means what
he says
• is trustworthy

Give everyone their due. Do not oppress or


take advantage of anyone.
• gives each person his due
• knows and respects his rights and the
rights of others
• deals fairly with everyone
• does not exploit others
• does not manipulate others
• keeps his promises
One who lives the basic value of

Work together and share with one another


• has a sense of oneness with everyone
• seeks to live in peace and harmony with others
• shares what he has
• seeks to do to others what he would like others
to do to him
• desires the good of others
• does not isolate himself from others
• has empathy
• feels with others
• knows that what he does affects others
• works well with a team
• acts in solidarity with others

Treat one another as brothers and sisters being


children of one God and one nation
• respects the basic equality of all human beings
and their having the same dignity as himself
• does not use his position to exploit others
• listens and allows others to express
themselves, and to be themselves
• does not put others down
• does not impose his will on others, nor does
he seek to get his way at the expense of
someone else

One who lives the basic value of

Obey the laws of the land and support government programs


• knows and obeys the laws pertinent to his life and
work encourages others to obey the law
• respects authority and obeys Government directives
and guidelines with dispatch
• has an affection for Government and looks to
Government with gratitude and good will
• pays his taxes in the right amount and at the right
time, and is current in whatever licenses he is
required to have, if any
• votes wisely
• is ready to help whenever the principles of good
government are violated that they be upheld.
One who lives the basic value of

• loves our country


• is proud of our country
• is ready to come to its defense, if such should ever be
necessary
• loves our people
• is proud to be a Filipino
• considers it an honor to be of service to our country
• knows and upholds the Constitution
• seeks to be informed about our country – its history, its
resources, its heroes, the problems and challenges it
faces, and its directions
• participates in its development in the ways he can uses
locally-made products whenever possible

Put the welfare of the greater number of people


over one’s own . Do not be greedy and selfish.
One who lives the basic value of

Keep your surroundings clean and conserve our


natural resources.
• considers himself a steward of the created
things he has control over or can influence in
some way
• strives to keep the environment healthful,
neat, and pollution-free
• seeks to enhance the environment by planting,
caring for plants, and keeping his surroundings
clean

Recognize the absolute value for human life and


the human dignity of every person.
Do not inflict harms on others
