SUBJECT: Amending Section 3 of Fisheries Administrative Order No. 192 Series of 1997. SECTION 1.
Section 3 of Fisheries Administrative Order No. 192, series of 1997 is hereby an ended, to read as
follows:

"SEC. 3. Appointment and designation of Fisheries Quarantine Officers. - The Secretarp of the
Department of Agriculture, being the Chief Quarantine officer, shall appoint and/or designate Fisheries
Quarantine Officers, upon recommendation of the concerned Regional Director of the Department of
Agriculture, in consultation with the Director of the Bureau of Fisheries and \quatic Resources. However,
the Director of Fisheries and Aquatic Resources may also reco nmend personnel in his Office to be
assigned in International Airports and Seaports of the country to e nhance technical manpower capability
and effectiveness thereat.

"The concerned Regional Field Unit of the Department of Agriculture shall exercise admini ;trative
control and supervision over the operation of Fisheries Quarantine Service units while the Bt reau of
Fisheries and Aquatic Resources shall provide technical expertise and general authority er said Units
through the promulgation of fisheries quarantine administrative orders, policies, guidelines and other
related fishery issuances."

SEC. 2. Effectivity. - This Order shall take effect fifteen (15) days after its publication in the Official
Gazette and/or in two (2) newspapers of general circulation.

As shown in Table 1, the BFAR already has a human resource complement of 3,933
excluding the regional offices of CAR, IV-B, and XIII when it was still a line bureau in
1975. Following the devolution in 1987, the number of positions was dr Istically reduced to
636 as a staff bureau. Subsequently, the BFAR was reconstituted as a line bureau by virtue
of RA 8550. However, the number of positions was not restored and actually suffered a
reduction.
