2. In compliance with the above reference and as careful evaluation by this

Regional Unit relative to the above subject, this Regional Unit strongly recommends
Police Lieutenant Colonel LUKE PALMA VENTURA, Recommendee for “Best
Senior Police Commissioned Officer for Operation for 69 th CIDG Founding
Anniversary Celebration”. For his outstanding accomplishment in the field of police
operation and administration in the dismantling and arrest of members of well-organized
crime groups, arrest of most wanted persons. Hereunder are his notable achievements
that he led covering the period of February 2021 to present, to wit:

a) The Neutralization of Rey De Luna, 40 years old, resident of Padre Pio

Brgy. Cacarong Bata, Pandi, Bulacan (DECEASED) on February 12, 2021, at 1:00 AM
during the buy-bust operation that resulted in the encounter and killing of the suspect
and seizure of One (1) Caliber 38 revolver with two (2) live ammunitions with Serial No.
234917, One (1) caliber 38 revolver with Serial No. INP1027525, six (6) Live
Ammunitions for caliber revolver, one (1) fired cartridge of 9mm caliber and
PhP3,500.00 dusted/Buy-bust money.

b) The Arrest of Joven Masong y Palma by virtue of Warrant of Arrest

issued on July 29, 2020 by Hon. Efren B. Tienzo, Presiding Judge, RTC 3rd Judicial
Region, Branch 13, Malolos City, Bulacan for the Crime of ROBBERY under Criminal
Case No. 3861-M-2020 with Php 72, 000.00 recommended, Warrant of Arrest Hon.
Salvador R. Santos, Presiding Judge 3rd Judicial Region MTC Angat, Bulacan dated
December 9, 2020 for the Crime of Robbery under Criminal Case No. 184-A12-2020
with Php 36, 000.00 bail recommended, Warrant of Arrest issued by Hon Salvador S.
Santos, Presiding Judge 3rd Judicial Region MTC Norzagaray, Bulacan dated
December 7, 2020 for the Crime of Robbery under Criminal Case No.1478-12-20 with
Php 36, 000.00 bail recommended on or about 9:30 PM of February 6, 2021 at Block
31, Lot 21 Pakwanan, Towerville, Brgy Gaya-gaya, San Jose Del Monte City, Bulacan.
Subject person is a member of WARREN FERNANDEZ GROUP involved in a series
Robbery Break-in of LBC and carnapping activities that operates in Bulacan Province.
With I.R file number CIDG BUL 03-002-2020 dated March 17, 2021.

c) The arrest of Reil Pautan y Mangubat by virtue of Warrant of Arrest

issued on October 20, 2020 by HON. Carl B. Badillo, Acting Presiding Judge, RTC 3rd
Judicial Region, Branch 12, Malolos City, Bulacan for the crime of RAPE under
Criminal Case No. 5264-M-2020 with No bail recommended and by virtue of Warrant of
Arrest issued on October 20, 2020 by Hon. Corazon A Domingo-Rañola, Presiding
Judge, RTC 3rd Judicial Region, Branch 10, Malolos City Bulacan for the Crime of Rape
under Criminal Case No. 5265 to 5266-M-2020 with No bail recommended and for
Violation of Sec 5 (b)) of R.A 7610 under Criminal Case No. 5267-M-2020. With Php
180,000.00 bail recommended on or about 3:10 PM of February 8, 2021 at Capitol
Compound Brgy. Mojon Malolos City, Bulacan., detectives of CIDG PFU Bulacan, 1st
PMFC Bulacan-PPO and, Hagonoy MPS Bulacan-PPO. Subject person is listed No. 3
Municipal MWP (1st Quarter 2021) of Hagonoy MPS Bulacan-PPO.

d) The arrest of RITO VILLAR Y CASTUCIANO by virtue of Warrant of

Arrest issued on August 1, 2017, by Hon. Ronald H Exmundo , Acting Presiding Judge
, RTC 6th Judicial Region, RTC Br 7, Kalibo, Aklan for the Crime of Frustrated Murder
with Php 120,000.00 bail recommended on or about 11:30AM of February 21, 2021 at
B7 L36, Carissa 1A, Brgy Sto. Cristo, San Jose Del Monte City, Bulacan. Subject
person is listed No. 14 MWP 1st Quarter 2021 Provincial Level Aklan-PPO and a
newly identified member of Rodrigo Chua Group involved in Robbery Hold- up and
carnapping activities that operates in Bulacan Province. With I.R file number CIDG BUL
02-002-2021 dated February 14, 2021.

e) The arrest of RODOLFO REYES y CRUZ, 60 years old, married, backhoe

operator and resident of Pinagkamaligan Brgy. San Mateo, Norzagaray, Bulacan and
seizures of One (1) Unit Star Caliber 22 pistol with Serial Number 2.563720; One (1)
Unit MODEL CZ 99 PRECISION Caliber 22 Long Rifle without Serial Number; One (1)
Unit Remington Caliber 22 Long Rifle without Serial Number; Five (5) Unit Short
Magazine Assembly for M16 Rifle; One (1) Unit Magazine Assembly for Caliber 22
pistol; Two (2) Unit Short Magazine Assembly Caliber 22 Long Rifle; Thirty (30) pcs
12 gauge Shotgun Live Ammunition; Sixty Six (66) pcs Live Ammunition for M16 Rifle;
One Hundred Nineteen (119) pcs. Live Ammunition for Caliber 22 Rifle and; Eleven
(11) pcs. Live Ammunition for Caliber 45 pistol on March 19, 2021 at about 6:10 AM by
virtue of Search Warrant No. 47 – M – 2021 issued by Hon Olivia V. Escubio - Samar,
Executive Judge, RTC 3rd Judicial Region Branch 79, Malolos City, Bulacan dated
March 10, 2021.

f) The Arrest of JESSIE OQUENDO Y FERNA @Toti and @Joey Cansas

by virtue of Warrant of Arrest issued on October 29, 1997 by Hon. Shiela Y. Martelino-
Cortes, Executive Judge, RTC 6th Judicial Region, RTC, Kalibo, Aklan for the Crime of
Murder under Criminal Case No. 5027 with No Bail recommended on or about
1:30PM of April 6, 2021 at Along Dra. A. Santos, Brgy San Isidro, Paranaque City.
Subject person is listed No. 19 MWP 2nd Quarter 2021 Provincial Level Aklan-PPO
and a newly identified member of Rodrigo Chua Group involved in Robbery Hold- up
and carnapping activities that operates in Bulacan Province with I.R file number CIDG
BUL 04-001-2021 dated April 1, 2021. The arrest of Jayson Pelaez y Guliban @Mata
who is detained at San Jose Del Monte City, Bulacan Police Station for Violation of R.A
10591 and subsequently he has a standing Alias Warrant of Arrest issued by Hon.
Grace V. Ruiz, Presiding Judge, 3 rd Judicial Region, Malolos City, Bulacan dated
December 19, 2014 for the Crime of Murder under CC No. 4598-M-2013 with No Bail
recommended on or about 5:20 PM of April 22, 2021 at Detention Facility, City Police
Station, Brgy. Poblacion, San Jose Del Monte City, Bulacan. Subject person is listed
No. 18 MWP 2nd Quarter 2021 Regional Level-Regional Office 3.

g) The arrest of Roldan Bautista y Candelario by virtue of Warrant of Arrest

issued by Hon. Carl B. Badillo, Acting Presiding Judge, 3rd Judicial Region, RTC Br. 12,
Malolos City, Bulacan dated October 8, 2021 for Viol. Of Sec 5, Art II of R.A 9165,
under Criminal Case No. 2661-M-2020 with No bail recommended and Viol. Of Sec
11, Art II of R.A 9165 under Criminal Case No. 2662-M-2020 with PHP 200,000.00
bail recommended on or about 8:00 PM of April 23, 2021 at Northville 7, Brgy. Malis,
Guiguinto, Bulacan. Subject person is listed No. 13 MWP 2nd Quarter 2021 Provincial
Level, Bulacan PPO - PRO 3 and a newly identified member of Rado Group involved in
Robbery Hold- up and carnapping activities that operates in Bulacan Province with I I.R
file number CIDG BUL 10-07-2020 dated October 26, 2020.

h) The arrest of Domineci Dajay y Calang by virtue of Warrant of Arrest

issued by Hon. Raymond C. Viray, Presiding Judge, 3rd Judicial Region, RTC, Branch
75, Olangapo City, dated August 18, 2014 for the Crime of Murder under CC no. 504-14
with NO BAIL recommended for his temporary liberty on or about 2:40 PM of
September 3, 2021 at Brgy. Sapang Palay, Brgy. Sta Cruz V, San Jose Del Monte City,
Bulacan. Subject person is a newly identified member of "Calang Group" involved in
gun for hired activities that Operates in Bataan and nearby Provinces. With I.R file
number CIDG BUL 06-009-2021 dated June 16, 2021. He is listed No. 3 Most Wanted
Person of Zambales (Provincial Level, 2nd Quarter 2021- Zambales PPO).

i) The Arrest of two Foreign National Zeng Qiangjian, Lin Shanxiong, and
two Filipino John Bejay Agujar y Cayas, Rodolfo Brosas y Embalsado for reselling
suspected fake Cigarettes with estimated market value more or less Php 32, 305,
000.00 on or about 11:00 PM of October 3, 2021 at Zone 6, Bypass Road, Brgy. Borol
2nd, Balagtas, Bulacan

j) The arrest of Delfin Aquino Jr. Y Genio by virtue of Warrant of Arrest

issued by Hon. Mario Pocholo Maceda Telan, Presiding Judge, MTC, 3rd Judicial
Region, Baliuag, Bulacan, dated October 7, 2021 for Robbery in an Uninhabited Place
or in a Private Building (RPC Art. 302) under CC no. 21-160 with Php 36, 000.00 bail
recommended for his temporary liberty on or about 4:30 PM of October 21, 2021 at
Brgy. Bagong Nayon, Baliuag, Bulacan, detectives of CIDG PFU Bulacan. Subject
Person was tagged as additional Most Wanted Person, Municipal Level by Baliuag MPS
Bulacan-PPO in E-Warrant System.

k) The arrest of Hercedita Aquino y San Juan by virtue of Warrant of Arrest

issued by Hon. Mario Pocholo Maceda Telan, Presiding Judge, MTC, 3rd Judicial
Region, Baliuag, Bulacan, dated October 7, 2021 for Robbery in an Uninhabited Place
or in a Private Building (RPC Art. 302) under CC no. 21-160 with Php 36, 000.00 bail
recommended for his temporary liberty on or about 4:40 PM of October 21, 2021 at
Brgy. Bagong Nayon, Baliuag, Bulacan. Subject Person was tagged as additional Most

a) The Arrest of Irene Agcaoili @ayang/ Vina/ Shella by virtue of 4

for the Crime of Multiple Attempted Murder under Criminal Case No. 7396 with

b) The Arrest of Lourdes Bulan @Simang by virtue of 3 Warrant of

Arrest issued by Hon Judge Isaac de Alban of the RTC Br 16, Ilagan City,
Isabela, December 10, 2015 for the crime of MURDER (2 counts) Docketed
under crim. Case No. 7169 and 7170 with NO Bail Recommended and Hon.
Judge Rodolfo B Dizon of the RTC Br. 18, Ilagan City, Isabela issued on May 06,
2016 for the crime of Multiple Attempted Murder docketed under Crim. Case No.
7396 w/ recommended bailbond of 120,000 for her temporary liberty on or about
3:30 AM of November 16, 2021 at Celera Subdivision, Brgy. San Vicente, Sta.
Maria, Bulacan.

l) The Arrest of Arcadio Tangonan@Amar/Diego/Tiago (TN: Arcadio

Tangonan y Corpuz) by virtue of warrant of arrest issued by Alfred Alex I. Castillo,
Presiding Judge 2nd Judicial Region, 6th Municipal Circuit Trial Court, Benito Soliven-
San Mariano, Isabela *WOA dated November 16, 2016 for the Crime of Attempted
Homicide (2 counts) & Direct Assault under C.C No. 88-16,87-16 and 89-16 with Php
12, 000.00 each bail recommended for his temporary liberty and WOA dated October
12, 2018 for the Crime of Direct Assault under CC No. 84-18 with Php 36, 000.00 bail
recommended for his temporary liberty. on or about 10:00 AM of November 20, 2021 at
CIDG Provincial Field Unit, Bulacan. Arcadio Tangonan@Amar/Diego/Tiago is a
