2. ICOW the above references, be informed that on May 5, 2016, this


Office has received an information from the supporters of City Mayor JOAN ALARILLA
of Meycauyan City, Bulacan and candidate for a representative of 4 th Congressional
District of Bulacan Province, that armed group led by a certain retired PSUPT
DEMOSTHENES FELIX, a retired member of Philippine National Police was reportedly
committing a vote buying activity in favour of the opponents of the incumbent Mayor of
Meycauyan City, Bulacan.

3. Acting on the information received, the undersigned immediately tasked


the detectives of this Office to validate and conduct intelligence case build-up on the
existence of armed group led by certain Retired PSUPT FELIX in Meycauyan City,
Bulacan.

4. On May 6, 2016 at about 3:00 PM, another group of supporters of Mayor


ALARILLA identified as Barangay Kagawad ERNIE SR FLORES of Brgy. Pantoc,
Meycauyan City and Mrs. CARMELA REYES-ESTROPE, Editor in-Chief of NEWS
CORE / Bulacan Press Club and four (4) others personally appeared to this Office
seeking immediate assistance to stop the vote buying activity perpetrated by the group
of armed men associated with the opponents of the ALARILLAs. On the same date, the
undersigned with personnel of this Office proceeded to Meycauyan City, Bulacan and
made the coordination to PSUPT LAILENE JAVIER AMPARO, OIC of Maycauyan City
Police Station in connection with the compliant and to conduct pre-emptive measure or
possible arrest the suspects allegedly involved in the vote buying.

Further information revealed by the complainants that the next possible target place of
the vote buying is at Brgy. Baguyo, Meycauyan City, Bulacan.

5. Upon reached Brgy. Bayugo, Meycauyan City, Bulacan we inspected the


area and saw a PNP marked vehicle, thus the team decided to proceed back to our
office in Malolos, Bulacan, while traversing slowly along the barangay road, a male
person standing, suddenly punched several times the right side mirror and door of our
vehicle prompting PSINSP KIM DOMINIC P GAMBOA, Deputy Provincial Chief of CIDG
Bulacan to alight from the vehicle to pacify him and at the same time introduced himself,
as member of CIDG Bulacan. With the high peak of voice, the person said in tagalog
vernacular “SI COL FELIX AKO, SINO KAYO! ILABAS NYO ANG ID NYO” referring
to PSINSP GAMBOA and followed by the another

vernacular words “TAWAGIN MO NGA YUNG MGA KASAMA NATING TOTOONG


CIDG”. The man introduced himself as COL. FELIX and berated SP03 Prisco A Bello
inside our service vehicle and asked the latter in tagalog vernacular “KANINONG
SASAKYAN ITO” he shouted three times.

6. In the course of arguments between Colonel FELIX with the high peak of
voice, more or less five (5) person wearing civilian clothes rushed to our rented service
vehicle, prompting CIDG Bulacan personnel to control them and one member of their
group was disarmed, seized from his possession of PO2 RAMIL C CONSENCIO was a
Cal 9mm pistol. The group of male individuals was later identified as PSINSP
REYNALDO P MARTIN, and four (4) other unidentified comrades presently assigned at
NCR CIDG.

7. On that scene, PSUPT AMPARO, OIC of Meycauyan PS arrived and


invited members of CIDG Bulacan and NCR CIDG to the Police Station of Meycauyan
City for a peaceful talk. After verification on the records of the seized Cal. 9mm pistol
and found that it was an issued firearm, it was properly turn-over to the member of NCR
CIDG as reflected in the blotter at the Police Station.

8. That, after a brief discussion at the Meycauyan CPS, it was later found out
that it was a simple miscommunication between CIDG Bulacan and NCR CIDG. On the
other hand continues validation and investigation against retired Colonel FELIX for
alleged vote buying and partisan politics is being conducted.
