1. On the afternoon of May 14, 2019, an informant alias “ANA” appeared in
Pasay Police Station 1 and reported to PO2 JESSICA ENCINA that a certain “KUYA
FRANKIE” was engaged in illegal drug activities in EGI Shopping Mall along A. Luna,
Pasay, City, targeting students from different schools within the area.
2. PO2 ENCINA relayed the information to me and we planned a surveillance
and buy-bust operation to be assigned to PO2 ENCINA, PO2 PAOLO MIGUEL
GERNALE, PO2 MILSUM MACADATO and PO2 NEIL JASPER TULAUAN
3. After conducting a weeklong surveillance against the suspected drug
pusher within our Area of Responsibility, our group came to know the activities of certain
FRANCIS MICO E. BOBILES which included illegal sale of shabu
4. That around 2:00 in the afternoon of May 21, 2019, Police of Pasay City
Station, gathered the team that includes PO2 GERNALE, PO2 MACADATO AND PO2
TULAUAN for a pre-operation conference to conduct a buy-bust operation against the
suspect designating PO2 ENCINA to act as poseur-buyer and was given one genuine
one thousand peso bill with serial no. FA941655 and marked with my initials PJE to be
used as a buy-bust money which was dusted with ultraviolet fluorescent powder
5. That around 3:30 in the afternoon of the same date, our confidential
informant “ANA” introduced PO2 ENCINA to FRANCIS MICO E. BOLBILES who was
waiting at the stairs and told him she wanted to buy 0.25 grams of shabu. FRANCIS
MICO E.BOBILES wanted to see the money first and PO2 ENCINA showed him the
buy-bust money. FRANCIS MICO E. BOBILES then told PO2 ENCINA that he will get
the shabu somewhere and will meet her in a while. Twenty minutes later, FRANCIS
MICO E. BOBILES returned carrying a black North Face bag and simultaneously
exchange the money for the 0.25 grams of shabu placed in a clear sachet. FRANCIS
MICO E BOBILES placed the one thousand peso bill inside his right pocket. After
getting the shabu, PO2 ENCINA removed her baseball cap which was the pre -arranged
signal that the sale was complete.
6. PO2 MIGUEL GERNALE, PO2 MILSUM MACADATO and PO2 NEIL
JASPER TULAUAN immediately surrounded FRANCIS MICO E. BOBILES. They
introduced themselves as members of Pasay City Police/PDEA, informed him of his
Constitutional Rights. PO2 ENCINA questioned FRANCIS MICO E. BOBILES if he is
authorized to sell dangerous drugs. After failing to show documents of authorization to
sell the team, apprehended FRANCIS MICO E. BOBILES and searched his body.
7. PO2 GERNALE recovered the marked one thousand peso bill when
FRANCIS emptied his right pocket. PO2 TULAUAN recovered four large sealed plastic
bags containing crystalline substance believed to be shabu inside the black North Face
bag. PO2 ENCINA turned over the 0.25 grams of shabu to PO2 TALAUAN which the
PO2 ENCINA received from FRANCIS MECO E. BOBILES
8. Upon seizure of the suspected drugs, our team proceeded to the
Barangay 58 at around 5:30 pm to conduct the inventory in the presence of KREMA
JEAN MERGAS, ROWENA BUENAVENTURA and MARIA TERESA ALARCON,
representatives from DOJ, Barangay and media respectively. The seized items were
photographed, marked by PO2 MACADATO and handed them to PO2 SHANTEE
LASALA, the Inventory Officer of Investigation Section.
9. After the inventory was handed to PO2 SHANTEE LASALA at around 8:00
in the evening, FRANCIS MICO E. BOBILES together with the inventoried items were
brought to the PDEA Forensic Laboratory in Quezon City for a qualitative and
quantitative examination.
10. On May 25, 2019, forensic chemist P/INSP MARY ATHENA DE PAZ
certified that the seized white crystalline substance were methamphetamine
hydrochloride or shabu. That the subject of the sale is 0.25 grams while the contents of
the 4 plastic sachet recovered from FRANCIS MICO E. BOBILES weighing 17.5 grams
each for a total of 70 grams and the finger prints of FRANCIS MICO E. BOBILES and
the marked money were positive for ultra violet fluorescent powder

9165 (Comprehensive Dangerous Drug Act of 2002), with XV-04-INQ-14-02553
