Executive Summary

POLICE COLONEL NORBERTO BATOON DELMAS, the Regional Chief of the CIDG-Regional Field
Unit 3 based in Camp Captain Julian Olivas, City of San Fernando, Pampanga firmly believes that it
does not a rocket science for police commanders to steer a unit to boost its capabilities against
criminality, illegal drugs abuse, terrorism and insurgency. His inspiring commitment to uphold public
service and public safety and security in order to provide innovative solutions to the recurrent problems
of peace and order, throughout the years, paved the way for safer communities.

PCOL DELMAS's critical strategies have resulted in the arrest and neutralization of different leaders and
members of Criminal Gangs (CGs), constant apprehension of most wanted and wanted persons in the
region as well as seizure of assorted loose firearms.

His personal background has its humble beginnings in Sablan, Benguet where he was a diligent student
in his primary and secondary education. He entered government service in 1995 as a cadet of the
Philippine National Police Academy (PNPA) and became a member of the PNPA Kapanalig Class of
1997 in the PNP. Following his graduation at the PNPA in 1997, PCOL DELMAS immediately saw
actions as a young inspector in his tour of duty at the Special Action Force. In all his early years in the
police service, he earned the reputation for being a performer and a man full of actions, an inspiring
leader and a person full of innovations in mind.

In 2002, he served as Case Officer to Case Operation Plan 3 WEB SLINGER a ́ nd the Special Project
Operation on FAISAL MAROHOMBSAR (Leader, Pentagon KFR Group). His correct implementation of
the guidelines set forth in the case operation and special project operation has generated precise
intelligence that led to the successful conduct of a cost-effective police operation. Specifically, his
personal touch and ingenuity in leading the Case Personnel throughout the entire operation served as a
motivating force in achieving what is expected. Most significantly, his skills in rendering an excellent on
the spot operational judgment as Group Leader of the Assaulting Teams of ISOU, RIID, NCRPO despite
of the potency of danger during the encounter where his life is at risk highly contributed in the
neutralization of FAISAL MAROHOMBSAR. He also displayed gallantry and bravery in action during the
encounter against MAROHOMBSAR’s group.His resolve to fight criminal elements is adamant and
uncompromising.

In April 2011, successful service of Search Warrant for Violation of PD 1866 as amended by RA 8294
(Illegal Possession of Firearms and Ammunitions) at Brgy Lacaron, Valladolid, Negros Occidental which
resulted to the arrest of a notorious group of Mark Eugene Tan y Lagtapon et.al. Recovered from their
possessions are four (4) high powered firearms (12 Guauge Shotguns (Akkar & Armscor), pistol caliber
45 Colt and M16 Rifle with several magazines and live ammunitions). The implementation was
spearheaded by the undersigned and by his significant role as team leader that despite danger his
bravery has immensely contributed to this noteworthy achievement. His strong sense of commitment
and dedication to his sworn duties undeniably earned honor and credit not for themselves and the
PRO6 but for the entire police organization as well.

During his stint as the Chief of Police of Batangas CPS, Batangas PPO, the unit was adjudged as the
Best Component City Police Station across the country for CY 2016 during the116th Service
Anniversary for its exemplary performance in upholding the PNP P.A.T.R.O.L 2030 and its aggressive
campaign against illegal drugs. His valuable efforts was acknowledge by his acts on giving importance
and implementing the

mandate of PNP to enforce the law, prevent and control crimes, maintain peace and order, and ensure
public safety and internal security with the active support of the community thereby raising the standard
of police service in PRO4A Calabarzon.

For all his achievements in his career, PCOL DELMAS is the recipient of numerous police medals,
citations and commendations.

Amidst the pandemic, PCOL NORBERTO BATOON DELMAS continues to steer CIDG RFU3 into
greater accomplishments thru his strategic type of leadership and proactive policing.
