ROBREDO’S PRESIDENCY

The de Venecias, including LAKAS-CMD’s co-chairman and former House Speaker

Jose de Venecia, endorsed Vice President Leni Robredo as their frontrunner for

president this upcoming 2022 national elections.

During the Dagupan rally of Team Leni-Kiko last April 8, de Venecia and his wife, former

Representative Gina de Venecia along with their son, Rep. Christopher de Venecia

raised Robredo’s hand to endorse her presidential bid.

Aside from the said family, some of Pangasinan’s town mayors and other local officials

showed their support for VP Leni including Mayor Sammy Rosario of the Binmaley town

and Mayor Cothera Gwen Palafox-Yamamoto of the municipality of Bani.

The de Venecias have been known as one of the long-time members of the LAKAS-

CMD party, which backs the vice presidential bid of Davao City Mayor Sara Duterte

while Duterte’s co-tandem, Bongbong Marcos is Robredo’s opponent in the 2016 and

2022 elections. 
During her speech, VP Robredo thanked those local officials who came out to endorse

her candidacy despite of the fact that the said province is a part of the “Solid North”,

which is considered as the realm of the Marcoses. 

Robredo also added that she badly lost in their province, stating the big margin of loss

against Marcos in 2016, to which the crowd responded by saying that this time they will

vote for her.

Presidential aspirant Ferdinand “Bongbong” Marcos Jr. has pledge to re-establish the

‘Bicol Express’ train system, saying that it would be his one of the priority project if he

will win on the upcoming national election  that will happen on May 9, 2022.

Marcos Jr. said the name ‘Bicol Express’ which was popular as the train system

connecting Manila and Bicol region is now a well-known dish popular in the region. 

According to the statement of Marcos Jr. last Wednesday, he will renew the Bicol

Express in a more effective way under his incumbency. 

In 2006, the route was suspended following the invasion of typhoon Milenyo and

Reming. The route was return in 2011. 

Marcos Jr. utter that the rehabilitation of railway system is part of Rodrigo Duterte’s

Build-Build-Build program.  

He also added that he might open to negotiation together with large companies ready to

subsidize the rehabilitation of train system through the Public-Private-Partnership

program.
In addition, Marcos Jr. added that we must not forget the Bicol train trip not only provide

great convenience but also brought deep satisfaction to the other Bicolanos  and let’s

bring it back but lets make it even more beautiful and speed it up to serves as the main

transportation of Bicolanos and foreign tourists who are attracted to the beauty of the

town.

DAILY TO WEEKLY

Covid-19 updates will transformed from daily to weekly starting on April 11 according to

Department of Health Bicol Center for Health Development (DOH Bicol CHD). 

The weekly Covid-19 bulletin format, has been adapted by Bicol CHD from DOH Central

Office.

According to DOH Bicol CHD the purpose of transition from daily to weekly reporting is

to boost the confidence of the public under the new normal. 

Healthcare utilization in the Region, Vaccination accomplishment, and Covid-19 cases

will be shown in the weekly Covid-19 bulletin. 

With the new format of Covid-19 update, Bicol CHD ensures that they will provide the

public with accurate and timely information on health concerns. 

DOH Bicol CHD urge the public to continuously follow the minimum public health

standards and receive their Covid-19 vaccine and booster shot for continues and further

decline of Covid-19 cases in the region.

BICOL’S TOURISM RESUMPTION

Today, the Department of Tourism (DOT) has now approved the full resumption of

tourism activities in Bicol Region due to the decrease of covid-19 cases in the country.

“This is a very exciting restart for everyone, particularly for the tourism sector, wherein

all workers are back to work and eventually would lead to a good economy,”  Herbie

Aguas, DOT regional director said in an interview.

He said that the Bicol Tourism Promotion Board has created and prepared domestic trip

packages to highlight the best products and services in each town and province. This

tourism controller includes at least three key sites, each with its own set of local

attractions, facilities and services, and products.

He also emphasized that Bicol is a 100 percent available to tourists, if they are fully

vaccinated or tested negative in RC-PCR test.

Headline: Border and quarantine checkpoints in Camarines Sur has been removed.

NO QUARANTINE CHECKPOINTS

Province of Camarines Sur lifted the Covid-19 quarantine restrictions on Friday, April 1.

According to Executive Order No. 04 series of 2022 released by the office of Gov. Migz

Villafuerte, the provincial quarantine checkpoint and the use of Safe, Swift, and Smart

Passage or S-PASS as requirement in Camarines Sur Quezon border at City of Del

Gallego has been removed. 

This is due to continues decline in the number of new Covid-19 cases.

According to the Department of Health Bicol Center for Health Development, the

average daily reported case in the province is two from March 1 to 14.

Following the IATF-EID guidelines, the checkpoint of the border will be momentarily

removed considering the current alert level status, the decline in the average daily

reported case and the improved Covid-19 situation in the province.

However the LGU’s may still impose reasonable restrictions prescribed under higher

alert level as per Executive Order no. 04 series of 2022.

The Department of Trade and Industry-Albay and SM City Legazpi support 20 exhibitors

by launching a Trade Fair in SM City Legazpi to help them grow their small businesses.

Provincial Director DTI of Albay, Dindo Nabol express their way to assist and provide

marketing promotion as a government agency that will help businesses, those who are

affected in this pandemic for them to recover. 

As well, Marketing Manager of SM City Legazpi, Melanie Cabrera explained that they

are willing to always support any government advocacies that help entrepreneurs. 

Exhibitors ask for support from people by purchasing their products. 

The Trade Fair is still on-going until Sunday, April 10.

Headline: Carrot smugglers took away 2.5 million from local farmers.

FARMERS LOSE ₱2M 

Filipino vegetable farmers are losing 2.5 million pesos with orders declining by up to 40

percent due to carrot smuggling into markets.

This statement was said by Agot Balanoy, public relations officer of the League of

Associations at the La Trinidad Vegetable Trading Areas during the hearing held by the

Senate Committee of the Whole last Monday, March 28.

The hearing, led by Senate President Vicente “Tito” Sotto III, focused on the smuggling

of agricultural products, the “proliferation of smuggled Chinese vegetables in the

market”, and its continuous investigation that started last December 2021.

On the other hand, Sotto warned the Filipino consumers from buying carrots from

abroad in which he speculated that these vegetables are infused with chemicals that

results to longer life and storage for months.   

In his opening statement, he stated that except from the revenue losses of the

government due to smuggling, local farmers are also facing difficulties in competing with

the ingress of cheaper agricultural products. 


The Senate President also added that these smuggled materials do not undergo testing

for diseases which can infect the livestock, the humans and possibly end the local

farming, or worse, it may result to another pandemic.

DUTERTE ENDORSEMENT

Today, April 6, President Rodrigo Duterte issued a statement in response to questions

about whether he would endorse or support  presidential candidate in the upcoming

2022 election except Sarah Duterte. 

Based on the interview, President Duterte explained that the issue is different when it

comes to Sarah, whom he had previously endorsed as vice president.

The reason why he is not endorsing any presidential candidate except Sarah is that he

does not want people to think that he is using the resources of our government to

persuade people. He also reminded all the cabinet members, police and soldiers not to

endorse anybody, even if it is not prohibited.

The good thing to do now is to look back at what they have done while they are still

sitting and what they can still do for our nation.

Headline: 3 individuals were killed after stabbings by an ex-convict. The suspect was

arrested.

3 INDIVIDUALS WERE KILLED IN STABBING

An ex-convict stabbed a 24-year-old mother and her 4- and 7-year-old children to death

in Cainta, and the suspect was immediately arrested in Tarlac. 

Police Colonel Orlando Carag stated that the suspect was able to kill the victims after

they allegedly shouted when the culprit was caught stealing. 

Aside from the Cainta murder case, authorities have found that the suspect has had

multiple cases such as rape, gunrunning, and murder in Cavite and may be involved in

more crimes. 

During the initial investigation by the Cainta PNP, each victim received at least 3 stab

wounds from the suspect. 

Three counts of murder and robbery are being filed against the suspect.

Headline: Tropical Storm “MALAKAS” spotted to enter Philippines (PH).

TROPICAL STORM MALAKAS

As reported by the Philippine Atmospheric, Geophysical, and Astronomical Services

Administration, Malakas, a tropical storm with an international name, was found 2,215

kilometers east of Mindanao at 3 p.m. this Friday. 

The weather disturbance is moving north-northwestward at 10 kph, with maximum

sustained winds of 75 km/h and gustiness of up to 90 km/h.

According to Raymond Ordinario, a Pagasa weather expert, Malakas may be able to

absorb the LPA, but it will have no direct effect on the country's weather this weekend.

It may enter the Philippine Area of Responsibility as a Severe Tropical Storm on

Monday, however, it has a slim chance of making a landfall anywhere in the country.

ISKO DENIED

Manila Mayor Francisco “Isko Moreno “ Domagoso  on Wednesday refuses that he

used excessive campaign contributions he received for losing out on the senatorial run

in 2016 to purchase a 50 million mansion. 

According to the Aksyon Demokratiko standard-bearer on dzBB radio, “ We keep it

properly. I am responsible with money, with God’s mercy. Mansion? Oh no, there’s no

such thing.” 

The 47-year old mayor did not present any details on where the money went.

Domagoso said that “ There was extra money left, so I asked [proper] government

agency, what I am supposed to do with the excess?. I was told I should pay taxes, so I

followed that as a citizen.” he said that net worth is equal to 70 million.

Domagoso also added that he is open to declare his statements, liabilities and net worth

(SALN), he left the said matter to the Ombudsman, which has the access to the

documents. 
Last January, Domagoso confess in his interview on GMA 7 that he kept some 50.50

million in his unused donation in 2016 and he demands that there is nothing wrong with

it under the law. 

According to Mayor Francisco Domagoso, “ Because it is [money pooled from] different

people, you have to declare. Once it’s with you, you need to pay the taxes, which I did.” 

The Commission on Election (Comelec) concede with Mayor Domagoso, stating that

there is no law requiring a candidate to  repay the excess contributions. 

In addition, Comelec spokesperson James Jimenez also  utter that the rule that can be

found in the revenue regulations released by Bureau of Internal Revenue, which plainly

specifies that unspent campaign funds are classified as income and must be taxed

accordingly.

Headline: Minor Offense for carrying Unauthorized Firearms as Duterte Says

MINOR OFFENSE

Carrying unauthorized firearms is a minor offense for President Rodrigo Duterte as long

as the firearm is not used. 

During a PDP-Laban campaign event in Caraga on Tuesday night, Duterte made the

remark. He welcomed actor Robin Padilla, one of the party's senate candidates, and

told how he granted him a full pardon.

In 1994, Padilla was found guilty of illegal firearm possession. President Ramos

pardoned him and freed him from prison in 1997. However, certain of his civil and

political rights, such as the right to vote, run for public office, and travel and be issued a

Philippine passport, were not restored to him.

Duterte said he looked into Padilla's case and concluded that carrying a gun is harmless

if it is not utilized. Duterte decided to offer the actor unconditional pardon in 2016.

proposed by Senator Jinggoy Estrada.

INCENTIVE WORK ARRANGEMENTS

Jinggoy Estrada, a Former senator and Pwersa ng Masang Pilipino president, said that

he will help to institutionalize and provide incentives for alternative or flexible work

arrangements when he succeed in his Senate comeback bid on May 9.

The former two-term senator said that hundreds of thousands, if not millions, of Filipino

workers especially in the BPO industry managed to perform their tasks and even

became more productive under the WFH set up.

According to him, limited transportation and mobility as well as possible spread of

COVID-19 infections were some of the reasons why many Filipinos preferred alternative

work arrangements during the pandemic.

He also said employers and employees should be given the freedom to agree on the

best working arrangements.

Estrada said, investors bring in money and create jobs hence they deserve incentives.

PCG INTENSIFY ALERT

2, 193 personnel have been deployed in 15 PCG Districts to inspect 213 vessels and

505 motor bancas to ensure safe trips for public.

According to Philippine Coast Guard (PCG) facebook post today, 29,680 outbound

passengers and 29,358 inbound passenger in all ports nationwide has been recorded

before the Holy week. Sunday, April 10 

To manage the influx of port passengers during the Holy week from April 8 to 18, the

PCG has placed its districts, stations, and sub-stations on intensify alert. 

PCG also added that the intensified alert will also cover the length of summer vacation

period until May 31 in preparation for local tourists who will travel by sea for recreational

purposes. 

For inquiries, concerns, and clarifications regarding sea travel protocols and regulation

for this year’s Lenten season and summer vacation, PCG encouraged the riding public

to coordinate with them.

PHONE SUMMIT TALK

On Friday, Malacañang said that during the telephone summit of President Rodrigo

Duterte and Chinese President Xi Jingping, issues involving Russia’s invasion to

Ukraine and guards over the West Philippines Sea were discussed.

In a statement, Malacañang also said that both leaders agreed to ensure peace and

stability in the rivalry for water territory and push for a “mutually aggreable framework for

functional cooperation” in the region long debated by China, Philippines, and other

Southeast Asian countries.

Duterte and Xi both aired their concerns about the Russia’s invasion to Ukraine which

was considered as an ally of them.

Both also saw the needs to open the economy and borders amidst the fight against

Covid-19, agreed that other countries should have access to the vaccines as well.
Aside from these issues, the Palace said that the two heads of state also talked about

the economic and infrastructure growth and cooperation including the Build, Build, Build

program, two way trade investments, trade of goods and services, and climate change.

Headline:  Attack on Ukrainian train station, at least 50 was killed.

ATTACK ON UKRAIN

Last April 8, 2022, Authorities say a rocket attack in train station in eastern Ukrainian

killed at least 50 people including five children. 

According to Ukraine’s state-owned railway corporation, two Russian rockets attack the

station in Kramatorsk in Donetsk Oblast on Friday morning, calling that the attack is

intentional strike on railway’s passenger infrastructure and the citizen of the city of

Kramatorsk. 

Pavlo Kyrylenko, the governor of Donetsk Oblast, reported that 38 of the 50 individuals

died at the scene, while 12 died in hospitals. According to the governor, at least 100

individuals were injured. 

On the ground near to the station’s main building, the remains of a big rocket with a

words of “for our children” in Russian written on the side were also visible. As reported

by Ukrainian President Volodymyr Zelenskyy, the attack on April 8, 2022 was carried

out by a Tochka-U short-range ballistic missile. 


The Russian government has refuses any involvement in the strike. According to

Kremlin’s spokesman Dmitry Peskov, the Russian Ministry of defense had already ruled

out Russian involvement based on the type of missile launched, a Tochka-U short-

range ballistic missile. 

Peskov also added that their armed forces did not used this type of missiles and there

are no combat task set in Kramatorsk. 

White house press secretary Jen Psaki called the attack as “yet awful atrocity”, however

refrained from declaring it a war crime without any pending investigation. 

In addition, Jen Psaki stated that targeting of civilians would certainty a war of crime and

they already condemned a number of action that they seen however they will continue

to figure out what exactly happened.

Headline: UNICEF is trying to provide health facilities to the affected cities in Ukraine,

especially for the Ukrainian children.

UNICEF SUPPORT

Today, April 4, the United Nations Children's Fund (UNICEF) spoke to Euronews about

continuously trying to provide health facilities to the affected cities in the conflict in

Ukraine, especially for Ukrainian children.

UNICEF's director of emergency programs, Manuel Fontaine stated in the interview that

they are still working in the subway station of Kharkiv to help the children who have

sought shelter but that it’s not enough.

Fontaine also stated in the interview that health facilities needed to be resupplied to

ensure that the delivery of babies and the care of young children are in good place.

Through the support of UNICEF, by giving help to the young people, it will lessen the

suffering and trauma of this war.

Headline: Comelec seek more voting precincts in Hong Kong.

PRECINCTS IN HONG KONG

Commissioner  George Erwin Garcia said yesterday that the Commission on Election

(Comelec) will push extra voting precincts in Hong Kong following the “chaotic” election

system on the first day of absentee voting for overseas Filipinos. 

Filipinos in Hong Kong claimed that the Philippine consular office are unable to hold the

influx of individuals who are scheduled to vote on Sunday. 

According to Garcia on ABS-CBN News Channel’s Headstart, by April 12, 2020, they

will have banc meeting and they will tackled and also push for a larger number of

precincts to allow Filipino voters to vote while not offending the Hong Kong authorities’

sensibilities, especially since they are all aware of the COVID-19 situation in the

territory. 

Garcia states that the Comelec-Hong Kong station chose to only five out of 10 vote-

counting machines and establish five precincts. He also added that they are hopeful to
increase by eight or even by the 10 numbers of precinct available for voting in Hong

Kong.

The progressive organization Bayan Muna asked for an immediate investigation  of

Hong Kong’s “chaotic and disorganized” election system. 

1.69 million Filipinos have registered to vote in the May 9 elections around the world

and the city of Hong Kong is home 93,000 voters.

The overseas voting period will take place from April 10 until May 9.

were recorded.

British authorities warned the public to take precautionary step about the Kinder

products because of its potential link to a salmonella outbreak on Saturday, April 2.

63 Salmonella cases in Britain was recorded on Tuesday April 5.

According to French Public Health Service, 21 cases in France have been reported with

an average age of 4, and 15 of those are indicated having eaten Kinder products.

British and French cases involved the same genetic strain of salmonella that associate

with Kinder products made at Arlon factory that has put on sale in Belgium, Britain,

France, Germany, Netherlands and Sweden, according to French Health Authorities. 

But according to Ferrero Company’s spokeswoman, none of the Kinder products put on

market have tested positive for salmonella, after they recall total several hundred metric

ton products. 
 However the delivered products in March for Easter holiday have already been

removed from store shelves.

Headline: Hollywood’s Film Academy gives Will Smith a 10-year ban.

BANNED for 10 YEARS

After the best actor winner, Will Smith smacked presenter Chris Rock on stage at the

Academy Awards ceremony 12 days ago, Hollywood's film academy banned him from

attending the Oscars for ten years on Friday.

The move was taken by the Academy of Motion Picture Arts and Sciences' board of

governors during a meeting held one week after Smith's resignation.

“I accept and respect the Academy’s decision,” Actor Will Smith says in a released

statement. He also apologized to Rock, the Oscars producers, nominees and viewers.

Smith has been forbidden from attending any other academy events or activities, in

person or online, for the next ten years, in addition to the Oscars.
