Preparedness Reminders

1. References:

c. PAGASA Tropical Cyclone Advisory No. 5 Issued at 11:00 AM, August


31, 2022.

2. This pertains to the PAGASA Tropical Cyclone Advisory No. 5 issued at


11:00 AM, August 31, 2022, wherein the super typhoon is forecasted to decelerate
while tracking generally west-southwestward or southwestward over the sea
southeast of Ryukyu Islands within the next 24 hours. On the track forecast, with its
international name of ‘’HINNAMNOR” may enter the PAR region tonight. Once inside
the PAR, the domestic name “HENRY” will be assigned to this tropical cyclone.
Further, deceleration is forecasted to occur over northern Philippine Sea. By late
Thursday through Friday (2 September) ‘’HINNAMNOR” may become almost
stationary.

3. In this regard, Technical Support Company and all Maneuver Companies


are directed to Implement policies and general procedures to intensify safety
preparations for this rainy seasons in coordination with different government
agencies, thus, you are directed to conduct the following:

a. Coordinate with respective LCEs to convene Local Disaster Risk


Reduction and Management (LDRRM) Councils and conduct a Pre Risk
Reduction Assessment (PDRA) for floods, flash floods, rain-induced
landslide, debris flow, storm surges, strong winds, and other hydro
meteorological hazards. The PDRA is Vital in the protection of the
people who can get victimized by natural calamities during the rainy
season and remind all LCEs to update and revisit their Local
Contingency Plans for hydro meteorological hazards;

b. Also emphasize to the LGU to conduct assessment for structural
integrity and capacity of vital capacity of vital facilities, especially those
used as evacuation centers and multi-purpose buildings must be
assessed to ensure top-shape functionality;

c. Coordinate and collaborate with the Department of Science and


Technology (DOST) Regional Offices, to ensure the functionality of all
hydro meteorological devices (hydromet) and warning stations installed
in selected hazard areas and in the country to collect weather risk data
to be used in aiding real-time disaster mitigation efforts;

d. Encourage all LGUs for employment of alarm and warning systems


under DILG MC 2009-165, the use of portable warning systems
producing loud walling sound;

e. Coordinate with LGUs and identify evacuation centers;

f. Prepare your Search and Rescue, and Retrieval (SRR) assets an SRR
personnel, this is to ensure proper prepositioning and appropriate
deployment of assets prior to the occurrence of a hazard;

g. Ensure that during the calamity every evacuation center must have an
stablished Women’s Desk in coordination with PNP-WCPD, DSWD and
other stakeholders;

h. Advise LGUs to prepare for the impacts of rainy season to vital facilities
for them to increase capability to stockpile food and non-food items and
other essential logistical requirements;

i. Coordinate LGUs in prepositioning of resources and other preparedness


activities for easier administration on proper distribution of relief goods
on identified and designated evacuation areas;

j. Coordinate and Liaise with LGUs and RDRRMCs/PDRRMOs for the


conduct of Search, rescue, and Retrieval (SRR) training;

k. Advice the public to monitor the weather news updates, warnings, and
advisories. Encourage them to mandatorily prepare ‘’go bag” that has
food packs, clothes, whistle, flashlight, and other important emergency
items;

l. Monitor flood advisory, hydrological dam stationer and dam discharge


warning operations;

m. Coordinate with LGUs, DPWH and other related government agencies


for rigorous clean-up drive and de-clogging of canals and water-ways to
avoid and or minimized the effect of flooding; and

n. Continuous production, distribution, and posting of IEC materials on


social media for disaster resilience.
