Republic of the Philippines Province of Antique MUNICIPALITY OF BARBAZA EXECUTIVE ORDER NO. 16 Series of 2020 AN ORDER REORGANIZING THE MUNICIPAL INCIDENT COMMAND SYSTEM. (MICS) OF THE MUNICIPALITY OF BARBAZA, ANTIQUE WHEREAS, Pursuant to Republic Act (RA) 10121otherwise known as the Philippine Disaster Risk Reduction and Management (DRRM) Act of 2010, the Office of Civil Defense (OCD) has been mandated to establish the Incident Command System; WHEREAS, the new law mandates the provision of emergency services and public assistance during or immediately after a disaster in order to save lives, reduce health impacts, ensure public safety and meet the basic subsistence needs of the people affected; WHEREAS, the new law has restructured the roles of key players during disaster giving local government units the capacity to manage disaster as “first responders and manage the adverse effects of emergencies and carry out recovery activities”; WHEREAS, in the implementation of such roles requires the structuring of an incidence command system that will govem responses and appropriate actions for pre- disaster, during disaster and post disaster responses; NOW THEREFORE, I, GERRY C. NECOR, Municipal Mayor of the Municipality of Barbaza, Antique by virtue of the powers vested in me by law, do hereby reorganize the Municipal Incident Command System (MICS) of the Municipality of Barbaza, Antique to be composed of the following: Section 1. The Municipal Incident Command System (MICS) shall be composes of the following personnel but in any event the incident commander varies depending on the type of occurrence Incident Commander HON. GERRY C. NECOR, Municipal Mayor Deputy Incident Commander MR. ISIDRO A. MAGTULIS, LDRRMO II MDRRM Officer Information Assistant : MRS. LUZ J. MISSIONERO, MDRRMA MPIO Liaison Officer MR. JUAN H. Basic Functions of the Municipal Incident Commander and Command Staff. The Incident Commander is responsible for overall management response operations. The Incident Commander is selected by qualifications and experience, Determines incident objectives and strategies. Establishes priorities in consultation with the staff. Establishes Incident Command Post (ICP). Establish appropriate ICS organization based on the situation Ensures planning meeting is scheduled as required. Approves and authorizes the implementation of the Incident Action Plan. Ensures that adequate safety measures are in place. 10, Coordinates with key people and officials 11, Has overall authority and responsibility for conducting incident operations. 12, Ensures availability of resources and will serve as link to higher authorities. 13. Authorizes release of information to the news media SENDA Section 3. Effectivity. This Executive Order shall take effect immediately and shall be valid until revoked or amended.
