EXECUTIVE ORDER NO. 2016- 09 RE- ORGANIZATION OF THE MUNICIPAL POVERTY REDUCTION ACTION TEAM (MPRAT) IN THE MUNICIPALITY OF MARILAO, PROVINCE OF BULACAN. WHEREAS , the Duterte Administration is continuously pursuing the goal of inclusive growth and poverty reduction by 2022; WHEREAS, Grassroot Participatory Budgeting Process (GPBP], a strategy of reforms in governance is being implemented to ensure the inclusion of the funding requirements of the development needs of LGUs in the budget proposals for FY 2017 of _ Participating agencies; WHEREAS, to effect the GB implementation, Local Paverty Reduction Action Teams {LPRATs) will have to be organized to spearhead the formulation and monitoring of the Local Paverty Reduction Action Plan (LPRAP); WHEREAS, the LGU plans will contain programs and projects to be collectively drawn through a participatory process with Civil Society Organizations (CSOs) and other stakeholders, which will directly address the needs of the poor constituents and marginalized sectors in the municipality; NOW, THEREFORE, |, JUANITO H. The LPRAT shall perform the following duties and responsibilities: 2.1. Identification of the poverty reduction projects and formulation of LPRAP; 2.2 Agree on the list of poverty reduction projects for 2017 based on the LPRAP and submit to the Regional Paverty Reduction Action Team (RPRAT); and 23 Conduct quarterly meetings to monitor the status of the approval and integration of the priority poverty reduction projects into the budgets of the participating agencies. SECTION 3. Endorsement of CSOs. The list of priority projects that will be forwarded to the Sanggunian shall be signed by the elected Co- Chairman and two (2) signatories of the LPRAT. SECTION 4. Approval of the Local Sanggunian. The Local Sanggunian must also approve the list of priority projects before it is submitted to the national government, through the issuance of the Sanggunian resolution. SECTION 5. Submission of the list of Priority Poverty Reduction Projects. The list of priority poverty reduction projects shall be submitted to the RPRAT through the Department of Interior and Local Government (DIL.G) Regional Office on or before December 16, 2016. ‘The submission should include: ‘© Cover letter signed by the city/municipal mayor; ‘= List of Priority Projects to be considered for funding in the next proposed budget, using the attached format (Annex B) and with all pages signed by the 3.CSO representative identified in Section 6.1.3; and ‘= Project brief for each proposed project (using template in Annex C) ‘* Report on compliance with the required participatory processes under GPB as detailed in Section 6.4.3, which include the following: CSO Assembly Evidence ~ attendance sheet of CSO assembly; = Photo of participants of CSO assembly; - Highlights of the CSO assembly; = Documentation of Election Results - LGU report on status of GPB projects, including LGU implemented projects (Si. 3) 2nd Floor, Municipal Hall, NLEX Rd. The list of priority projects must be submitted in both PDF and word/excel format. SECTION 6. Repealing Clause. All executive orders, rules and regulations that are inconsistent herewith shall be deemed revoked, amended and/ or amended accordingly. SECTION 7. Effectivity.
