3. FACULTY DEVELOPMENT

True to the nobility of its name, Don Honorio Ventura State University (DHVSU) remains

resplendent in its mission to produce graduates who are globally competitive but remains committed to

their own roots and compassionate toward people of all walks of life. DHVSU was established as a

comprehensive State University by virtue of R.A. No. 9832 as amended by RA No. 11169 dated January 3,

2019.

DHVSU is envisioned as a lead university in producing quality individuals with competent

capacities to generate knowledge and technology and enhance professional practices for sustainable

national and global competitiveness through continuous innovation. It commits itself to provide an

environment conducive to continuous creation of knowledge and technology towards the transformation

of students into globally competitive professionals through the synergy of appropriate teaching, research,

service and productivity functions in the light of its core values – Professionalism, Excellence, Good

Governance, Gender Sensitivity and Responsiveness, and Disaster Resiliency.

To achieve its vision and continue to its mission, DHVSU incessantly offers equally relevant and

time-sensitive courses both in the undergraduate and graduate school. The Graduate School (GS) which is

considered as the apex of learning boasts about its competent faculty line-up, comprehensive programs,

holistic approach to teaching, and quality services since its commencement in 1981. At present, DHVSU-

GS offers two doctoral programs; Doctor of Public Administration and Doctor of Education major in

Educational Management and 11 master’s programs, to wit: Master in Business Administration, Master of

Public Administration, Master of Arts in Education Major in Educational Management, Master of Arts in

Education Major in Mathematics, Master of Arts in Education Major in English, Master of Arts in
Education Major in Filipino, Master of Arts in Education Major in Social Studies, Master of Arts in

Education Major in General Science, Master of Science in Social Work, Master of Arts in Education Major

in Physical Education, AND Master of Arts in Education Major in Technology and Livelihood Education.

The GS is envisioned as the lead school in the region for advanced studies in creating knowledge

and technology, and continuously improving professional competences and practices for sustaining

national and global competitiveness. It commits itself to provide sustained learning environment through

interconnectivity between instruction, research, service and productivity for competent capacity

enhancement of students toward responsible agents for national and global development. To do all these

is to live to its objectives of motivating graduate students to commit themselves to a meaningful and

dynamic participation in the pursuit of educational goals; inculcating sense of self-reliance and

independent thinking on graduate students so as to be capable of devising new and imaginative

awareness for the enhancement; and, developing leadership and expertise in their chosen fields of

specialization through actual researches as part of graduate educational requirements. DHVSU-GS stands

still to its goals of: Quality and Excellence, Relevance and Responsiveness, Access and Equity, AND

Efficiency and Effectiveness

Believing that the human resource is the most important resource in any organization, DHVSU-GS

gives high premium on the holistic development of its teaching force in the areas of instruction, research,

extension, production, internationalization, physical and spiritual, health and safety, AND gender and

development. Thus, the GS Faculty Development Plan was crafted.

The Graduate School Faculty Development Plan is a contextualized and more specific version of

the University’s commitment to its faculty relative to the latter’s holistic development. It contains six
columns for Indicators/Areas, Specific Objectives, Actions, Persons/Office Involved, Resources/Materials,

and Indicators per Cover Period.

I. Well-defined Objectives

The DHVSU-GS ensures that its programs, projects, and activities are anchored on

the objectives of the University translated into the specific objectives of the Program’s

PPAs. The Doctor of Education major in Educational Management has been preparing

educators and district, regional and national-level leaders for multiple decades. With its

challenging and innovative curriculum, taught by outstanding faculty, it prepares Doctor

of Education students to assume central office leadership roles in schools by cultivating

to them the knowledge, skills, and dispositions that help educators navigate the practical

demands of leading effective schools and education systems. Specifically, it aims to:

prepare educational leaders to lead excellent, equitable, and responsive educational

systems; provide intellectual leadership around educational issues for school leaders,

policy makers, politicians, community leaders, and other interested stakeholders;

convene forums for democratic deliberation of educational, social, and economic issues

so as to play an active role in redevelopment efforts in the country while also preparing

students to be agents for change within their own districts or areas; and, support high

caliber collaborative action research that puts innovative solutions to work while

advancing outreach, engagement, and economic development.

In terms of its faculty, DHVSU-GS commits for the holistic development of its

faculty through the provision of meaningful programs along the quadrology functions of

the university, internationalization, physical and spiritual, health and safety, and gender

and development.

II. Adequate and Relevant Projects/Activities to Achieve Objectives


The DHVSU-GS makes it a point to involve all its faculty in various engagements

be it in the areas of research, extension, production, internationalization, and other

related areas. Aside from scholarship opportunities and attendance to seminars and

trainings here and abroad, faculty are also encouraged to conduct their researches in

their respective lines of expertise, have it presented internationally and published in

highly reputable journals. Their research outputs are then translated and implemented

into extension projects so that communities may benefit from its results.

Aside from the research-extension inter-connecting functions, strong partnership

with the various agencies of the government, civil society groups, non-governmental

organizations, and people’s organizations were forged as part of its “corporate social

responsibility” advocacy. Due to the recognition of the University’s stature and

reputation, the GS served as the host unit for the DELTA (Developing Excellent Leaders

and Teachers Academic Achievement) scholars of the Province of Pampanga. In 2017,

there were 144 public schools teachers (Batch 1) who enjoyed scholarship benefits and

other related fees. While 83 public school teachers (Batch 2) were enrolled in 2018. The

Project KIKO: (Keeping the Innovative Knowledge Outstanding) of Mayor Francis Garcia,

sponsored an initial of 30 scholarship grants for the public school teachers of Bataan.

While Candaba Mayor Rene Maglanque sponsored scholarship privileges for the 75

public school teachers to take Master of Arts in Education major in Educational

Management. The Project KIKO and Maglaque Scholarship Program commenced in

October 2020.

In recognition of the strong need for a broad-based improvement of the

readiness, capabilities and capacities of public service professionals in education to

ensure the attainment of producing competitive graduates at different levels of


education, innovative engagement is put into fore. Hence, “Cross-Institutional

Complementation for Advanced Program Capacitation” is conceived, a joint academic

venture between DHVSU and Dr. Yanga’s Colleges and a Commission on Higher Education

(CHED) endorsed program.

To provide international opportunities to its faculty and students, DHVSU forget a

number of MOUs and MOAs with various international institutions in the areas of faculty

and student exchanges, research collaborations, fellowships, short term courses, and

language and culture programs.

In addition, activities relative to faculty physical and spiritual well-being, health, and safety, AND
gender and development advocacies are regularly conducted, too by the University.

III. Systematic and Effective Procedures

The Don Honorio Ventura State University is ISO accredited (ISO 9001:2015 -

QMS Certified). The Graduate School through the Quality Assurance office follows a

standard and systematic procedure from hiring to retiring a faculty member. Internal and

external auditors are evaluating the ISO process. A systematic procedure for instruction,

research, extension, production, internalization, physical and spiritual, health, and safety,

and gender and development are followed.

IV. Reasonable Budget

To facilitate the conduct of various PPAs and implementation of the same towards

the personal and professional growth of faculty, the DHVSU-GS is allotted significant

budget per academic year by the University. Budget allotted per area is flexible depending

upon the availability of funds and the need of each area for faculty development. The

following is the table for the budget allotted to various areas in the GS from 2019-2022.

V. Provision of Materials and other Resources

Aside from financial resource, the DHVSU-GS practices that the right people are

tapped for the right programs, projects, and activities. Defining “right” here means using

objective and effective procedures in selection like area of specialization and expertise

needed. Faculty who are known experts I their respective fields are usually tapped to

provide assistance where and when necessary. They are encouraged to be speakers,

provider of technical assistance and coaching, including mentoring and guidance. Aside

from the availability of human resource, material resources are also available in the

Graduate School. Faculty who are producing their own instructional materials are given

non-monetary incentive through the provision of writing materials like bond paper and

printing assistance. They are asked to submit their IMs to the Graduate School for

submission to the University TIMD. After ensuring the readiness of the material, the GS

will then take charge of the printing of the Faculty IMs. All the material resources of the

University are also at the disposal of the GS when the need arises.
VI. Participation of Significant Number of Faculty

The faculty in the Doctor of Education major in Educational Management are

given the equal opportunity to engage in various programs, projects, and activities of the

University whether local or international. Because of this, they are able to satisfy the

quadrology functions of the University including some areas leading to their holistic

VII. Awards of Distinction and Achievement and Grants of this Program, “Best Practices”
Adopted

True to its commitment of providing quality education to its clientele, the Doctor

of Education major in Educational Management program received its Certificate Of


Program Compliance (COPC) in 2019 after complying with all the prescribed minimum

requirements by the Commission on Higher Education in accordance with the pertinent

provisions of Republic Act (RA) No. 7722, otherwise known as the “Higher Education Act

of 1994,” and by virtue of Resolution No. 556-2019 by the Commission en banc.


Meanwhile, on September 10, 2021, DHVSU signed a Memorandum of Agreement with the

Commission on Higher Education Region III making the former the first SUC-Delivering Higher Education

institution in the Region of the CHED-SIKAP or the Scholarships for Instructor’s Knowledge Advancement

Program. The MOA is a testament to the commitment, standard, and known capacity of the University in

the delivery of Graduate School programs like EdD in Educational Management in the country.
