II. RATIONALE/BACKGROUND

Short Description
The State recognizes the vital role of the youth in nation-building
in accordance with the Republic Act 8044 also known as The
Youth in Nation-Building Act which states that the youth should
be given opportunities to be involved in different aspects of
development. Thus, promotes and protects their physical, moral,
spiritual, intellectual, and social well-being, inculcate in them
patriotism, nationalism and other desirable values, and encourages
their involvement in public and civic affairs.

Comprising about 30% of the Philippine population, it is of crucial


importance to ensure the participation of youth in their respective
societies and democratic practices.

The future of good governance rests on the shoulders of the youth.


It is then imperative that the youth actively participate in the
development of the communities to which they belong.

Thus, the OMSYP proposes to conduct Mindoro Youth Parliament


or also known as the Provincial Parliament of Youth Leaders, a
simulated legislative process where participants present, discuss,
and craft policy recommendations that will address pressing issues
that directly affect various sector. This is another valuable
opportunity for empowering the youth of Oriental Mindoro. This
aims to develop knowledge on the legislation process and increase
the level of youth participation in local governance. This program
will be participated by different youth sectors, namely, in-school-
youth, out-of-school youth, religious organizations, working youth
and, youth with special needs.

Thus, it is imperative to provide a platform for young leaders on


deeply understanding not just their mandate, but also empower
them by providing avenues of to create advocacy-based
legislations.

Goals/Output and Objectives

Goals:

1. Youth leaders who are guardians of good governance.


2. Youth leaders who are capacitated to be young legislators.
3. Youth leaders who are able to propose impactful advocacy-
driven policies.

Objectives:

1. To gather Sangguniang Kabataan officials, youth leaders, and


youth advocates to be trained in parliamentary procedures and
policy-making.
2. To increase awareness of the participants on youth-related laws,
and instill principles of democracy towards a deeper understanding
of the role of youth in governance.
3. To provide a platform and venue for the exchange of views and
perspectives among the youth on key policy issue areas affecting
them.
4. To harness the skills of the youth leaders in developing relevant
and issue-based policies in the province.

Output:

1. 70 youth leaders in Oriental Mindoro with increased capacity in


parliamentary procedure and policy-making.
2. 70 youth leaders with a deeper understanding of creating
impactful advocacy-driven legislation.
3. Committee ordinances that could possibly be forwarded and
adopted by the Sangguniang Panlalawigan of Oriental Mindoro.

III. PROGRAM COMPONENTS

PHASE 1: Call for Participants Conduct of online announcement thru publication materials and
(Social Media) memoranda on the opening for application to the Mindoro Youth
Parliament

PHASE 2: Online screening Conduct of screening and selection for the official delegates to the

PHASE 3: Pre-Parliament A two-day Online Training and Workshop on Parliamentary


Training and Workshop Procedures, Policy-making/Ordinance Crafting and the Policy
Cycle

PHASE 4: Immersion A one-day immersion of committee members to different


government agencies and grassroots communities to assess their
various needs and gather relevant data to create a basis for policy
proposal.

PHASE 5: In-person Workshop A one-day workshop and dry-run about their learned skills in
and Parliamentary Procedure parliamentary procedure and technical writing. It also includes

PHASE 6: Parliament Proper Conduct of 3-day Plenary session where participants present
proposed policies that will be lobbied to the Sangguniang
Panlalawigan

V. Partner Organization Roles and Responsibilities
