WHEREAS, today, more than any other period of our history, there is a need for a re-dedica-
tion to the ideals of freedom and nationalism for which our heroes lived and died;
WHEREAS, it is meet that in honoring them, particularly the national hero and patriot, Jose
Rizal, we remember with special fondness and devotion their lives and works that have
shaped the national character;
WHEREAS, the life, works and writing of Jose Rizal, particularly his novels Noli Me Tangere
and El Filibusterismo, are a constant and inspiring source of patriotism with which the minds
of the youth, especially during their formative and decisive years in school, should be suf-
fused;
WHEREAS, all educational institutions are under the supervision of, and subject to regulation
by the State, and all schools are enjoined to develop moral character, personal discipline,
civic conscience and to teach the duties of citizenship; Now, therefore,
SECTION 1. Courses on the life, works and writings of Jose Rizal, particularly his novel Noli
Me Tangere and El Filibusterismo, shall be included in the curricula of all schools, colleges
and universities, public or private: Provided, That in the collegiate courses, the original or un-
expurgated editions of the Noli Me Tangere and El Filibusterismo or their English translation
shall be used as basic texts.
The Board of National Education is hereby authorized and directed to adopt forthwith mea-
sures to implement and carry out the provisions of this Section, including the writing and print-
ing of appropriate primers, readers and textbooks. The Board shall, within sixty (60) days from
the effectivity of this Act, promulgate rules and regulations, including those of a disciplinary
nature, to carry out and enforce the provisions of this Act. The Board shall promulgate rules
and regulations providing for the exemption of students for reasons of religious belief stated in
a sworn written statement, from the requirement of the provision contained in the second part
of the first paragraph of this section; but not from taking the course provided for in the first
part of said paragraph. Said rules and regulations shall take effect thirty (30) days after their
publication in the Official Gazette.
SECTION 2. It shall be obligatory on all schools, colleges and universities to keep in their li-
braries an adequate number of copies of the original and unexpurgated editions of the Noli
Me Tangere and El Filibusterismo, as well as of Rizal’s other works and biography. The said
unexpurgated editions of the Noli Me Tangere and El Filibusterismo or their translations in
English as well as other writings of Rizal shall be included in the list of approved books for re-
quired reading in all public or private schools, colleges and universities.
The Board of National Education shall determine the adequacy of the number of books, de-
pending upon the enrollment of the school, college or university.
SECTION 3. The Board of National Education shall cause the translation of the Noli Me Tan-
gere and El Filibusterismo, as well as other writings of Jose Rizal into English, Tagalog and
the principal Philippine dialects; cause them to be printed in cheap, popular editions; and
cause them to be distributed, free of charge, to persons desiring to read them, through the
Purok organizations and Barrio Councils throughout the country.
SECTION 4. Nothing in this Act shall be construed as amendment or repealing section nine
hundred twenty-seven of the Administrative Code, prohibiting the discussion of religious doc-
trines by public school teachers and other person engaged in any public school.
SECTION 5. The sum of three hundred thousand pesos is hereby authorized to be appropri-
ated out of any fund not otherwise appropriated in the National Treasury to carry out the pur-
poses of this Act.
SECTION 6. This Act shall take effect upon its approval.

Ang Batas Pambansa bilang 229 ay inaprubahan ng Kongreso ng Pilipinas noong Hunyo
9, 1948 na nagtatadhana ng pagbabawal ng paglalaro ng jai-alai, pagsasabong at karera ng
kabayo tuwing ika-30 ng Disyembre. Ang lalabag sa batas ay makukulong ng hindi lalabis sa
dalawang taon at magmumulta ng dalawang daan piso (200).
Ito ay isang patunay na bago pa ipinatupad ang Batas Rizal ay kinikilala na at binibigyan
ng pagpapahalaga ang ginawang kadakilaan ni Rizal sa Pilipinas.
Pagkapili ng Bayani
Itinalaga ni Pangulong William McKinley ng Estados Unidos noong Marso 16, 1900 si
William Howard Taft na maging tagapangulo ng Ikalawang Komisyon ng Pilipinas na
magsagawa ng batas na pumili ng isang bayani na maging huwaran ng mga Pilipino.
Ang naging katulong tekniko ng komisyon na si Dr. H. Otley Beyer, isang Dalubhasa sa
Anthropolohiya, napagkasunduan ng lupon na ang maging pamantayan sa pagpili ay ang
mga sumusunod:
1. isang Pilipino
2. yumao na
3. may matayog na pagmamahal sa bayan 4. may mahinahong damdamin.
Ang mga naging pinagpipilian para maging pambansang bayani ng mga Pilipino ay sina
1. Marcelo H. del Pilar
2. Hen. Antonio Luna
3. Graciano Lopez Jaena
4. Emilio Jacinto
5. Jose P. Rizal.
Noong Disyembre 26, 1994, nagpalabas ng isang Memorandum Order 246 ang dating
Pangulo na si Fidel V. Ramos para ipag-utos sa Kalihim ng Departamento ng Edukasyon,
Kultura, at Isports, at sa Tseyrman ng Commission on Higher Education na ipatupad ang iti-
natadhana ng Batas Pambansa 1425.
Ang Commission on Higher Education ay naglabas ng memorandum bilang 3, s. 1995,
noong ika-13 ng Enero para sa mga pinuno ng mga State Colleges and Universities, Private
Schools, Colleges and Universities, ng agarang pagsunod sa Memorandum Order#247 na
ipinatupad ni Pangulong Fidel V. Ramos.
Dahil dito, ang Tseyrman ng Commission on Higher Education na si Alfredo C. Alcala ay
naglabas ng isang memorandum bilang 6, noong 1996, na naglalayon na ilagay sa kurikulum
ng lahat ng paaralan, kolehiyo at pamantasan na kumukuha ng kursong batsilyer ang bukod
na tatlong (3) yunit na kurso para pag-aralan ang buhay, gawa at sinulat ni Rizal. ( Cruz,
1996)
Bayaning pinili ng mga Amerikano?
Sa likod ng mga paratang na mga Amerikano ang pumili kay Rizal bilang Pambansang
Bayan, ( Constantino, 1970) mas marami pa rin ang mga katibayan na magsasabing ang
mga kababayan nating Pilipino, ang mas naunang nagbigay halaga sa mga nagawa ni Rizal
sa ating bansa, bago pa man pumili ng Pambansang Bayani ng Pilipinas ang Komisyong Taft.
Ang pagpapahalagang ito ay natatangi lamang sa mga bayaning dakila at huwaran para sa
kanyang mga kababayan.
Ang pagdakilang iginawad ng Kataas-taasang , Kagalang-galangang Katipunan ng mga
anak ng Bayan (KKK) sa pangunguna ni Gat Andres Bonifacio kay Rizal ay malinaw na patu-
nay ng pagpapahalaga ng KKK sa mga nagawa ni Rizal sa bansa. Ang paggamit ng Rizal bi-
lang kontrasenyas ng mga Bayani o mga opisyal ng KKK, at ang paghirang kay Rizal bilang
sang Pangulong Pangdangal ng KKK ( Ocampo 2000), ay malinaw na katibayan ng ganitong
kataas ng pagpapahalaga.
Nilagdaan ng dating Pangulong Emilio Aguinaldo noon Disyembre 20, 1898, sa Malolos,
itinatakda ang ika-30 ng Disyembre bilang isang Pambansang Araw ng Pagluluksa, bilang
pag-alala sa pagkamatay ni Rizal, at iba pang biktima ng pananakop ng mga Kastila sa Pilip-
inas. Ipinag-uutos din na ang lahat ng bandilang pambansa ay kinakailangang itaas nang
hanggang kalahati lamang, mula ika-12 ng tanghali ng Disyembre 29, bilang tanda ng paglu-
luksa. Pinag-uutos din ang pagsasara ng lahat ng opisina ng Pamahalaang Rebolusyonaryo
ng buong araw sa ika-30 ng Disyembre. Ang kautusang ito ay nalathala sa wikang Tagalog at
Kastila sa pahayagan ng Pamahalaang Rebolusyonaryo, ang El Heraldo dela Revolucion
noong Desyemare 25, 1898.
Ipinagdiriwang ang kauna-unahang araw ni Rizal sa Maynila noong Disyembre 30, 1898
sa pangunguna ng isang samahan sa Club Filipino, at sa bayan ng Daet, sa lalawigan ng
Camarines Norte at ang pagpapasinaya ng kauna-unahang monumento para sa pagkilala sa
kabayanihan ni Rizal sa Pilipinas.
Paglalagom
Ang Batas Republika Blg.1425 ay naipasa para muling buhayin ang diwa ng nasyonalismo
at ng kalayaan na nakaukit sa buhay at mga akda ni Rizal. Makakatulong din ang batas na
ito para ipaalala sa bawat mamamayang Pilipino ang kadakilaang nagawa ni Rizal at para
maging inspirasyon ng mga kabataan sa kasalukuyang panahon. Nararapat lamang na ating
bigyan ng parangal si Rizal bilang pag-alala sa kabayanihang nagawa niya para sa ating
bayan. Sa kasalukuyan, ang kanyang naging ambag sa sambayanang Pilipino ay mayroong
epekto sa kaisipang pulitikal, sosyal, at kultural nating mga Pilipino.
