PARENT TEACHER ASSOCIATION – GENERAL ASSEMBLY AND OATH TAKING

The first Parent – Teacher Association General Assembly for school year 2022-
2023 was held last September 24, 2022, it started at exactly 9am and was held
at the NOHS Gym.

Mr. Ivan Togonon of the Night class department was the Masters of Ceremony
He acknowledged the arrival of some prominent visitors we had: Bacolod City
Councilor - Israel Salanga, Atty. Bong Dilag – as Mayor Albee Benitez’
representative & Mr. Nelson Escobin - Senior Education Program Specialist of
Deped, Negros Occidental.

The program started with the Pambansang Awit ng Pilipinas, followed by The
NOHSian prayer.

Mr. Udrick Magbanua had his Opening remarks, he acknowledged the guest
speaker Councilor Salanga & the outgoing & incoming officers.

Maam Josette S. Terrora shared her welcoming remarks and enlighten parents
of their responsibilities for their children. She said that she is looking forward
to a productive partnership to ensure that children could achieve their highest
potential because she believes that to be successful in school, our children
need support from both home and school.

Councilor Israel Salanga then delivered his inspirational message. He shared


true to life stories from his past which molded him to be the successful person
that he is today and that is with the help and guidance of his parents. He
quoted “The best gift we can give our children is to let them grow with respect”.

Councilor Salanga then led the Oath taking for the Newly Elected School PTA
Officers for school year 2022-2023.

Councilor Salanga was given the certificate of appreciation after his speech.

After that, Atty. Bong Dilag, the spokesperson of Mayor Albee Benitez delivered
his speech in behalf of our Mayor, who was then in Manila, so was unable to
attend the said assembly. Atty. Bong emphasized that a lot of things may fade
but the family must never ever fade.

A certificate of appreciation was also given to Atty. Bong Dilag in behalf of


Mayor Benitez.

Mr. Anthony H. Liobet, CESO VI. Schools Division Superintendent delivered his
speech and inspired everyone to guide children for their future.
He was then also given a certificate of appreciation along with Mr. Nelson
Escobin, Senior Education Program Specialist of Deped, Negros Occidental, for
gracing the said event.

Mrs. Given Jay B. Delubio, former GPTA secretary gave the minutes of the
General Parent Teacher Assembly for the School Year 2019-2020. That was the
last time we had a face to face GPTA because after pandemic hits we were only
able to have a GPTA again in 2022.

Mr. Jerry Alonzo moved the minutes of the meeting and was seconded by Mrs.
Eirla Joy Segun. There was no objection, it has been moved and seconded.

Mr. Udrick Magbanua then gave his President’s report for school year 2019-
2020, 2020-2021 & 2021-2022. Yes, they have been the GPTA officers for 3
consecutive years, and we are thankful that they never gave up despite the
many obstacles they have encountered. The position’s held, dates, activities
and events he attended were discussed, included there, ofcourse, is the
financial report for those 3 school years.

Mr. Jimmy Nepangue moved the meeting for the approval of the President’s
report, and it was seconded by Mr. Babes Gantalao.

Mr. Udrick Magnaua then gave his turning over speech, and turned over the
scepter as President to Mr. Babes Gantalao.

The service of the outgoing GPTA Officers were then acknowledge through the
giving of certificates.

Post humous award – an award granted after the recipients died, were also
given to our former principal Mr. Mario S. Amaca and our former bandmaster
Mr. Jerry S. Panisales.

Financial Reports from different school organizations were then reported by


their respective chairman, advisers and coaches.

First to give her financial report was Ms. Cecilia Gatoc, the SSG Adviser

After Ms. Gatoc’s presentation, Mr. Allan Pomada suggested for us to save time,
those who are tasked to state the financial report should only state the
disbursement instead.
Mr. Udrick Magbanua asked the parents if they agree to the proposition of Mr.
Pomada, everybody agreed. So, Mr. Allan Pomada at the same time moved the
meeting of the financial report from the SSG, and Mr. Edward Velasco
seconded the approval.

The following organizations then stated their financial reports


School Transitional Environment Program or STEP - Mrs. Mary Grace Bioneda
Ang Aninag – Mrs. Gira Delgado – Pabiona
Guidance – Mrs. Marylou Saban
Sports – Mr. Kenneth Serfino
Medical and Dental – Mrs. Given Jay Delubio
Campus Ministry – Mrs. Joan Mori
The Reflector – Mrs. Hanemar Ponteras – Cordero

Mr. Andrei Lunava suggested the allocated budget should be highlighted and
also asked if the budget is still in the bank. Reports should therefore be
transparent and proper documents should be prepared.

Mr. Udrick Magbanua said that they are going through all the reports and said
that most amounts were allocated to COVID related activities.

Mr. Rey Narciso, the elected Vice President for GPTA SY 2022-2023 suggested
to require each department or organization to submit the Quarterly report for
transparency, and it was duly noted by Mr. Udrick Magbanua.

Mr. Joseph Yanson suggested that the new set of officers will set their new
rules that would help the students and the school. He also suggested that
parents need not question anymore the three-year financial reports since they
know that the GPTA for those 3 years did their best to lend their helping hand
for the whole NOHS community.

There was a point of clarification from Mr. Anthony John Demisana about the
GPTA no collection policy, and asked why do we collect 400 pesos during
enrolment.

Mr. Udrick Magbanua clarified that that they are starting the collection only
after 3 months of the opening of the school year, and the collection is rightfully
distributed to each organization, and other help for the school. Mr. Nava is also
doing the consolidations of all the receipts.

They said that they held the releasing of funds for line items and they would
only give the fund if the organization already gave their consolidated report.
Mr. Joseph Yanson agreed not to base solely on Omnibus guidelines because
all collections are for the benefit of all the students. It was all agreed by the
body who were present.

Mrs. Marinette Lim asked regarding the report that she heard, there were 2
deficits so who are the people capable to pay those deficits?

Mr. Udrick Magbanua said that they were not able to release line items for 2
years because of the pandemic, and it will depend on the new set of officers to
set a new resolution.

Mrs. Coree Velez moved for the approval for whatever deficit to be charged to
the next level set of officer’s budget. Mrs. Cristine Pelinggon seconded the
motion.

Mr. Alonzo even joked to move to adjourn the assembly and was seconded by
everyone.

However, we still need to hear the speech of our incoming President of the
SPTA SY 2022-2023. Mr. Babes Gantalao quoted that “It’s our greatest
aspiration to cooperate, and to move forward”. He promised his 100%
commitment and support to all to all the projects of the school.

After his speech, Mrs. Teresa Tan, suggested to have enough water supply for
the comfort rooms of the school, since aside for the fact that toilets are not
clean enough, water supplies are also limited.

Mr. Udrick Magbanua answered that it is duly noted and the school is aware of
such problem. It is already in the list of plans and the officers are working on
it.

Mr. Babes Gantalao, as the new president of the SPTA, already noted that the
problem is being addressed. And aside from that plan, they would also like
SPTA officers to have their own office for them to stay, incase parents,
students and other school members have some questions and queries.

Mr. Jose D. Marañon delievered his inspirational closing remarks and hoped
that when we go home after this, may we continue this important job, launched
by this important project, and try to make these good ideas come true.

The meeting was adjourned at exactly 12 noon.
