AND RECOMMENDING FURTHER POST-
QUALIFICATION BAC Resolution No. UA-

WHEREAS, the OFFICE OF THE MUNICIPAL ACCOUNTANT intends to procure for
the “SUPPLY AND DELIVERY OF RADIO SETS TO BE USED IN CONDUCT OF
SCHOOL-ON-THE-AIR under PEACE AND ORDER AND PUBLIC SAFETY PLAN with
an Approved Budget of the Contract (ABC) of ONE MILLION THREE HUNDRED
THOUSAND PESOS ONLY (PHP 1,300,000.00);

WHEREAS, Section 10 Rule IV of the IRR-A of the RA 9184 provides that all
procurement shall pass through competitive bidding except as otherwise provided for
under the Rule XIV;

WHEREAS, the LGU MARAGONDON CAVITE Bid and Awards Committee (BAC)
resorted to Negotiated Procurement pursuant to Section 53.1 of the IRR of RA 9184
(also known as “The Government Procurement Reform Act”) after having two-failed
biddings on the same project;

WHEREAS, on May 13, 2022, an Invitation for Negotiated Procurement for the
procurement of the above-mentioned project was posted on PhilGEPS Website
(7689113);

WHEREAS, in response to the said advertisements, (1) Prospective Bidder (RADIO

GAGA ENTERPRISE) acquired Negotiation Documents upon presentation of their
Letter of Intent.

WHEREAS, Preliminary Negotiation/Pre-Bid Conference was held on May 17, 2022

with the presence of (2) Observers and (1) Prospective Bidder;

WHEREAS, on May 20, 2022, during the Submission and Opening of Bid, the BAC
received only one (1) bidder, namely, RADIO GAGA ENTERPRISE;

WHEREAS, below is the result of the opening and evaluation of its financial proposal:

WHEREAS, the Technical Working Group (TWG) declared the Bid of RADIO GAGA
Enterprises as the SINGLE CALCULATED BID;

NOW THEREFORE, We the Members of the Bids and Awards Committee hereby
RESOLVE as it is hereby RESOLVED:
a) To confirm and adapt to declare RADIO GAGA Enterprise with the Single Calculated
Bid for the SUPPLY AND DELIVERY OF RADIO SETS TO BE USED IN CONDUCT OF
SCHOOL-ON-THE-AIR;
b) To recommend further that the TWG will conduct the Post-Qualification of the Single
Calculated Bid (SCB) – RADIO GAGA Enterprise and the bidder with SCB to prepare
additional post-qualification documents pursuant to Section 34.2 of the 2016 Revised
Implementing Rules and Regulation of the RA 9184.
