BAC RESOLUTION AND RECOMMENDING APPROVAL RESOLUTION NO. 2022-

Resolution Declaring the Highest Rated Bidder for the Procurement of Consulting
Services for the project Digitization of Land Parcel of Cajidiocan Romblon

WHEREAS, the Municipal Government of Cajidiocan through its Bids and

Awards Committee conducted a public bidding for the Procurement of Consulting
Services for the Digitization of Land Parcel of Cajidiocan, Romblon and posted the
requirement in the Philippine Government Procurement System (Phil-Geps) and LGU
Bulletin Board with an Approved Budget for the Contract (ABC) of Php 2,000,000.00

WHEREAS, in response to the posting, two (2) bidders submitted eligibility

documents on or before the deadline on October 17, 2022, to wit;

1. Octantis Land Surveying

2. Automators Technical Services and Trading Corporation

WHEREAS, in the evaluation of Eligibility Requirements, both firms were rated

“Passed” based on the approved Shortlisting Criteria per BAC Resolution No. 2022-105
dated October 18, 2022;

WHEREAS, after the Eligibility Check and Shortlisting procedure, two (2)
shortlisted consulting firms were invited for a Pre-Bid Conference on October 24, 2022
to discuss details of the Scope of Works in detail;

WHEREAS, during the opening of technical proposals on November 07, 2022,

the two (2) shortlisted firms were rated “Passed” based on the discretionary criteria
“PASS-FAIL” criterion on the absence or presence of documents of the checklist
included in the bidding documents;

WHEREAS, the Technical Working Group scrutinized and evaluated the

documents submitted by the two (2) Consulting Firms based on the prescribed Criteria
using Quality-Cost Based Evaluation Procedure with the following Weights, to wit;

1. Technical Proposal – 70%

2. Financial Proposal - 30%

WHEREAS, after the evaluation of the technical and financial documents

submitted by the bidders, the BAC concurred with the scoring made by the Technical
Working Group , the results and ranking are as follows;

 WHEREAS, based on the evaluation, AUTOMATORS TECHNICAL SERVICES
AND TRADING CORPORATION , garnered a higher score of 81.25 than its
competitor, Octantis Land Surveying, making it the highest rated bidder for the above-
mentioned project;

NOW, THEREFORE, We the members of the Bids and Awards Committee ,

hereby RESOLVED, as it is hereby RESOLVED;

1. To declare AUTOMATORS TECHNICAL SERVICES AND TRADING

CORPORATION as the HIGHEST RATED BIDDER;

2. To carry on the negotiation process with AUTOMATORS TECHNICAL

SERVICES AND TRADING CORPORATION;

3. To recommend the foregoing findings for approval of the HOPE

RESOLVED this November 09, 2022.
