1.0 Background:
Harboi is a mountain range located in the Kalat District of Balochistan, Pakistan. It is located at
29°3'0N 66°43'0 E and is 9,000 feet high, and unlike most of the mountains in the area, which are
black and barren, the Harboi contains juniper trees and picturesque scenery The local people living in
these areas are not provided with the basic necessities of life. So, they exploit the forest resources for
fuel, shelter and uses as firewood for daily use; timber for construction of hutment and hedges around
agricultural fields by the local communities is resulting in change in the environment and endangering
the rare species of wildlife.

The proposed project is located in district Kalat .
F. PROJECT WORKS
The C&W Department intends to hire private consultant to undertake a detailed Design study for the
construction of road from Kalat to Harboi on new alignment so that connectivity & distance between
kalat to Harboi to Guzg can be improved and minimized.
A Committee comprising of the following members for open and evaluate the bids for the project. The
Committee comprises of the following members.
1.3 Proposals
Expression of Interest for the work at serial No. 1.2 above i.e hiring of consultancy services were
invited from reputable and experience firms having relevant experience, duly registered with Pakistan
Engineering Council in and registered with Income Tax department. Copy of advertisement is
attached as Annexure-B
(f) Client’s satisfaction certificates (Performance Reports) for the last three relevant
assignments from the respective Clients. Moreover, any adverse report regarding
performance of consultant on major projects. Failure to provide this will result in zero
marking for the past performance of the consultant in the marks sheet. The projects must
be of more than 500-million-rupee construction cost.
(g) Man-months of staff and Project Duration as per TOR.
(h) BRA Registration with monthly reconcile statement.

Based on above the technical evaluation has carried in the following table.
M/S Cameos Consultants Quetta firms have the experience in the Field of Transportation
Planning. Firm Completed the mega projects like Construction/ Up-Gradation of Dirgi
Shabozai (N-70) to N-50, Zhob Mir Ali Khel. Firm have good experience in the Bridge and
Flyover design.
Strengths
- The firm has proposed a good Technical Approach and Methodology for meeting with TORs.
- Organization and Staffing proposed by the Firm are generally compatible for doing the
assignment.
- Out of 08 (Eight experts) 05 Experts having the Master degree in the relevant field.
Weaknesses
- Some experts did not have attended the trainings to improve their technical capabilities.
Comments & Suggestions on The Terms of Reference, Counterpart Staff, and Facilities to be
provided by the Client
Form Tech-3 has been provided in RFP inviting comments and suggestions on the Terms of
Reference that could improve the quality / effectiveness of the assignment; and on
requirements for counterpart staff and facilities which are provided by the Client, including
administrative support, office space, local transportation, equipment, data etc.
3.0 CONCLUSION
The Bid Evaluation Committee concluded that the Technical Proposal submitted by M/S
Cameos Consultant Quetta is eligible and substantially responsive to the requirements of
the RFP Document and both firms qualified for opening of financial proposal.
4.0 RECOMMENDATIONS
The Committee unanimously recommends that the Financial Proposal of the above-mentioned
firm would be accepted.
The financial proposal of the technically qualified bidders was opened on 13th January, 2019
by the Consultant Selection Committee.
As per criteria mentioned in RFP document the combined technical and financial score
computed as follows: - Formula S = ST x T% x SF x F%, T= 80% & F= 20%

6. RECOMMENDATIONS
The Procurement process has been carried out in line with B-PPRA rules/ regulation and By-laws of
Pakistan Engineering Council. The Bidding was done on QCBS method with 80:20 Technical and
Financial proposal ratio.
After undertaking combined evaluation, it is concluded that M/S Cameos Consultant scored highest
mark i.e 93.620 for providing consultancy services for project “Consultancy Services for Feasibility
Study of Black Top Road from Kalat Harboi To Guzg, District Kalat (Length 54+000 Km)”.
The consultant selection committee considered the Proposals for evaluation submitted by above
named consultancy firm in light of BPPRA rules 43 which is reproduced as follow: -
(1) The bidder with the lowest evaluated bid, if not in conflict with any other law, rules,
regulations or policy of the Government, shall be awarded the procurement contract, within
the original or extended period of bid validity.
2) Single bid may be considered for acceptance if it meets the evaluation criteria expressed in
bidding documents and is not in conflict with any other rules, regulations or policy of the
Government. The price may be compared with the prevailing market prices, if so required
(3) In case of forfeiture of bid security under Rule 29(5) the Procuring Agency may award the
procurement contract to next lowest evaluated bidder
After having undertaken Technical evaluation the financial proposal submitted by the consultancy
firm was evaluated and the cost for provision of consultancy services as quoted by the firm is Rs.
9,925,800/- and the quoted rates was found reasonable.
Keeping in view the aforementioned facts the committee unanimously arrived at this conclusion that
the name of consultancy firm “M/S Cameos Consultants” for quoting the cost of consultancy services
to the tube of Rs: 9,925,800/- (Nine Million and Nine Hundred Twenty Five Thousand and Eight
Hundred Only) be forwarded to competent authority for perusal and accordance of approval
