1.0 Background:
1.1 Brief Description of Works
Government of Balochistan planning to construct consultancy services for construction and
widening bt road ghus pur via gandakha to village ghulam muhammad jamali from jaffarabad to
saif shakh via kirthar canal (31 km) psdp no. 945/ z2020.1465 district jaffarabad (105.000 km) .
C. PROJECT OBJECTIVES:
The project will help in the boost of local economy;
Safe, speedy and easy transportation of trade & farm goods and passengers can be ensured;
Law & order will be properly maintained;
Reduction in the poverty level;
Additional revenue generation in terms of provision of services;
It will bring more population into the stream of benefits, which in turn will change the social
fabric of people around this.
In addition to the saving of time, the proposed project will transform the entire pattern of
transportation in the surrounding areas resulting in the uplift of economic conditions of local
community.
The proposed project shall provide an alternate short route for the transportation of goods;
With the opening of proposed project, the volume of vehicles in terms of transportation of
goods and passengers will be increased;

1.3 Proposals
Expression of Interest for the work at serial No. 1.2 above i.e hiring of consultancy services were
invited from reputable and experience firms having relevant experience, duly registered with Pakistan
Engineering Council in and registered with Income Tax department. Copy of advertisement is
attached as Annexure-B

3.1 Eligibility Criteria
Any firm meeting the following requirements:
(a) Valid Registration Certificate of Pakistan Engineering Council with code of, 1203,
1215(ii), 1222, 1226.
(b) Firm Should Have experience 03 Similar nature projects completed in last 10 years.
(c) Affidavit in original bearing the subject with project name on stamp paper duly attested
by the Oath Commissioner to the effect that the firm has neither been blacklisted nor any

(d) Facilities available with the Consultant to perform their functions effectively (proper
office premises in Balochistan, software (i.e Eagle point, ARCGIS, AutoCAD), hardware
computers, Total Stations, record keeping etc.)
(e) Financial Credibility.
Average Annual Turnover of Consultancy Services for last three years should not be less
than PKR 200.00 Million. The supporting documents include income Tax Return copies
(f) Client’s satisfaction certificates (Performance Reports) for the last three relevant
assignments from the respective Clients. Moreover, any adverse report regarding
performance of consultant on major projects. Failure to provide this will result in zero
marking for the past performance of the consultant in the marks sheet. The projects must
be of more than 500-million-rupee construction cost.
(g) Man-months of staff and Project Duration as per TOR.
(h) BRA Registration with monthly reconcile statement.

2.0 COMMENTS ON THE SELECTION OF FIRMS
4.1 Strengths and weaknesses of Consulting Firms
i) M/S Cameos Consultants Quetta,
M/S Cameos Consultants Quetta firms have the experience in the Field of Transportation
Planning. Firm Completed the mega projects like Construction/ Up-Gradation of Dirgi
Shabozai (N-70) to N-50, Zhob Mir Ali Khel. Firm have good experience in the Bridge and
Flyover design.
Strengths
- The firm has proposed a good Technical Approach and Methodology for meeting with TORs.
- Organization and Staffing proposed by the Firm are generally compatible for doing the
assignment.
- Out of 08 (Eight experts) 05 Experts having the Master degree in the relevant field.
Weaknesses
- Some experts did not have attended the trainings to improve their technical capabilities.
Comments & Suggestions on The Terms of Reference, Counterpart Staff, and Facilities to be
provided by the Client
Form Tech-3 has been provided in RFP inviting comments and suggestions on the Terms of
Reference that could improve the quality / effectiveness of the assignment; and on
requirements for counterpart staff and facilities which are provided by the Client, including
administrative support, office space, local transportation, equipment, data etc.
No Comments & Suggestions provided on the request for proposal.

M/S Cameos Consultants Quetta meeting the technical evaluation criteria.
3.0 CONCLUSION
The Bid Evaluation Committee concluded that the Technical Proposal submitted by M/S
Cameos Consultant Quetta is eligible and substantially responsive to the requirements of
the RFP Document and both firms qualified for opening of financial proposal.
