Under the Philippine Labor Code, employees are entitled to
monetary benefits such as the minimum wage, 13th-month
pay, and overtime pay, among many others.

In addition, the Labor Code also requires employers to


become members of the Pag-IBIG Fund, PhilHealth, and
GSIS/SSS, as well as remit monthly contributions on behalf of
their employees to these government offices. This ensures
that employees have access to affordable house financing,
health insurance, and social security benefits, as mandated by
the law.

include salary increases, step increment, incentive and service


fees, commutation of vacation and sick leaves, retirement and life
insurance premiums, compensation insurance premiums, health
insurance premiums, HDMF contributions, hospitalization and
medical benefits, scholarship and educational benefits, training
and seminar expenses, all kinds of allowances, whether
commutable or reimbursable, in cash or in kind, and other
personnel benefits and privileges authorized by law, including
the payment of retirement gratuities, separation pay and terminal
leave benefits.

Wage and Wage-Related Benefits

– At least the minimum wage per region and/or

It’s a monetary bonus mandated by law. According


to the law, the 13th month pay is given either in 2
installments (May and December) or in full before
December 24.

Upon the age of 60 years or more, an employee


who has served at the establishment for at least
five years may be granted a retirement pay
equivalent to at least one-half month of salary for
every year of service. A fraction of at least six
months is considered as one whole year.

employee who has worked for a year is entitled to
five (5) SILs with full pay. These can be used for

Personnel Economic Relief Allowance (PERA)

The personnel economic relief allowance (PERA) is


granted to government personnel stationed in the
Philippines in order to supplement their salaries due
to the rising cost of living. The PERA, in the amount
of Two Thousand Pesos (P2,000) per month,
shall be granted to civilian government personnel
whether occupying regular, contractual, or
casual positions

Uniform or Clothing Allowance

The appropriations provided for each department,


bureau, office or agency may be used for uniform
or clothing allowance of employees at not more than
Five Thousand Pesos (P5,000) each per annum

workers and scientists, engineers, researchers, and

Payment to officials and employees who are actually

or embattled areas

Hazard duty pay shall only be granted for the


duration of such assignment.

Honoraria

Honoraria shall be paid to the following:

(a) Teaching personnel of the DepEd, TESDA,


SUCs and other educational institutions, engaged in
actual classroom teaching, whose teaching load
is outside of the regular office hours or in excess of
the regular load;

(b) Those who act as lecturers, resource persons,


coordinators and facilitators in seminars, training
programs, and other similar activities in training
institutions, including those conducted by entities
for their officials and employees wherein
no seminar fees are collected from participants;

logical activities who render services beyond their
regular workload;

Representation and Transportation Allowances

Monthly commutable representation and transportation


allowances are authorized for the following at the
rates indicated below:
(a) P11,000 for Department Secretaries;
(b) P8,700 for Department Undersecretaries;
(c) P7,800 for Department Assistant Secretaries;
(d) P7,000 for Bureau Directors and Department Regional Directors;
(e) P6,500 for Assistant Bureau Directors

Official Vehicles and Transport

Government motor transportation may be used by the


following officials with costs chargeable to the appropriations
authorized for their respective offices:
(a) The President of the Philippines;
(b) The Vice-President;
(c) The President of the Senate;
(d) The Speaker of the House of Representatives;

Government motor transportation may be used by the
following officials with costs chargeable to the appropriations
authorized for their respective offices:
(e) The Chief Justice and Associate Justices of the
Supreme Court;
(f) The Presiding Justices of the Court of
Appeals, Court of Tax Appeals, and the Sandiganbayan;
(g) The Department Secretaries, Undersecretaries,
Assistant Secretaries
EMPLOYEE BENEFITS

Year-End Bonus and Cash Gift

The year-end bonus equivalent to one (1) month basic salary


and additional cash gift of Five Thousand Pesos (P5,000)
provided under R.A. No. 6686, as amended by R.A. No. 8441,
shall be granted to all National Government officials and
employees, whether under regular, temporary, casual or
contractual status, on full-time or part-time basis, who have
rendered at least a total of four (4) months of service including
leaves of absence with pay from January 1 to October 31 of
each year, and who are still in the service as of October 31 of
the same year.

To recognize and reward officials and employees,
individually or in groups, for their suggestions,
inventions, superior accomplishments, and other
personal efforts which contribute to the efficiency,
economy, or other improvement in the operation of the
organization, or for extraordinary acts or services in the
public interest and for exemplary service and conduct.
Recognitions and Awards
1. To encourage creativity, innovativeness for an
efficient, responsive and progressive public service;

2. To foster among the officials and employees the


awareness and desire to maintain or sustain exemplary
performance and superior accomplishments;

3. To motivate the officials and employees to contribute


the national development through increased
productivity.
LINGKOD BAYAN

The Presidential or Lingkod Bayan Award which shall be given


to an individual or group of individuals in recognition of highly
exceptional or extraordinary contributions resulting from an
idea or performance the effect is of which nationwide and
principally affects the national interest, security and patrimony.
This award consists of a gold medallion and a plaque
containing the citation and signature of the President of the
Philippines.
CIVIL SERVICE COMMISSION OR PAGASA AWARD

Shall be conferred to an individual or group of individuals for


contributions of an idea or performance resulting in direct
benefits to more one department or agency. Consistent
dedicated than performance exemplifying the best example in
any of the profession or occupations in the public service shall
be considered for this category.
This award consists of a gold medallion and a plaque
containing the citation and signature of the Chairman of the
Civil Service Commission.
OUTSTANDING PUBLIC OFFICIAL/EMPLOYEE
AWARD OR DANGAL NG BAYAN AWARD

Shall be granted to an official or employee in the


government who has demonstrated exemplary service and
conduct on the basis of their observance of one or more of
the eight (8) norms of conduct and behavior provided for
under Republic Act No. 6713 and its Implementing Rules.
PERFORMANCE INCENTIVE AWARD

Shall be given to an employee who has obtained an


Outstanding or Very Satisfactory rating based on the
organization's approved Performance Evaluation System
for the last two successive evaluation periods.

This award shall be in the form of step increments


LENGTH OF SERVICE INCENTIVE AWARD

Shall be given to an employee who has rendered at least


three years of continuous satisfactory service in a particular
position and shall consist of step increments.

In addition to step increments, the Length of Service Award


shall consists of a lapel or pin differentiated as follows:
20 years–bronze service pin
30 years–silver service pin
40 years–gold service pin
LOYALTY AWARD

Shall be granted to an employee who has completed at


least ten (10) years of continuous and satisfactory service
in the organization. This award shall be in the form of cash
bonus and a lapel emblem or loyalty pin differentiated as
follows:
10 – 15 years–bronze service pin
20 – 25 years–silver service pin
30 – 35 – 40 years–gold service pin
LOYALTY AWARD

Shall be granted to an employee who has completed at


least ten (10) years of continuous and satisfactory service
in the organization. This award shall be in the form of cash
bonus and a lapel emblem or loyalty pin differentiated as
follows:
10 – 15 years–bronze service pin
20 – 25 years–silver service pin
30 – 35 – 40 years–gold service pin
