1.

INTRODUCTION OF THE ORGANIZATION


Before explaining the task that has been given, which is the type of
compensation given by the chosen organization and how it can be used to
motivate and retain its employees to continue to serve in the organization, I
would like to take you to see the background and history of the establishment of
the chosen organization me for the assignment this time. The organization in
question is the Royal Malaysian Police [PDRM] which is one of the oldest
organizations in Malaysia.The history of policing in Malaysia began with the
signing of the Charter of Justice in Pula u Pinang in 1807. Now the age of the
policing organization in Malaysia has reached 214 in 2020 and will be celebrated
on March 25 every year throughout Malaysia. The ``Royal'' award is also an
appreciation of the Government and the people of this country for the main role
and importance played by the police force in suppressing the communist
rebellion during the first state of emergency (1948-1960).. Until today, the
Malaysian Police Force has as many as137,574 senior police officers, junior
police officers and civil servantsall over the country. Maintaining security and
peace in the country and enforcing national laws and powers as stipulated in the
police act section 20 which states that the duty of police officers is the 'Core
Business' of the Royal Malaysian Police. The PDRM management department is
the main pillar in this organizationThe Management Department is headed by a
Director with the rank of Police Commissioner and assisted by four Deputy
Directors namely Deputy Director of Management (Training), Deputy Director of
Management (Administration), Deputy Director of Management
(Services/Staffing) and Deputy Director of Management (Human Resource
Policy Division) In order to launch all affairs of this organization. This
department also manages recruitment, service record, confirmation, promotion,
transfer, salary / allowance and retirement.(KPN's Fiduciary Administration,
2020).
1.2 Vision And Mission of PDRM
PDRM's vision is to be a leader in keeping Malaysia safe, peaceful and
prosperous and PDRM's mission is to provide professional and quality services in
protecting the country to ensure a safe, peaceful and prosperous society. Structure
in PDRMhas 4 layers of organizational structure which is at the central level
located in Bukit Aman Kuala Lumpur, then at the state level [contingent and
brigade] and at the district level and at the station level. In Section 20 of the
Police Act, the duties of police officers are listed as follows:-
1. arrest all persons whom he is authorized by law to arrest;
2. process security intelligence;
3. conducting prosecutions;
4. to assist in the execution of any laws relating to revenue, excise, hygiene,
quarantine, immigration and registration;
5. assist in maintaining order in Malaysian ports and airports, and in
enforcing maritime and port regulations;
6. execute summons, subpoenas, warrants, arrest orders and other processes
validly issued by any competent authority;
7. display information;
8. protect unclaimed/lost property and find its owner;
9. confiscate stray animals and place them in public enclosures;
10. provide assistance in protecting life and property;
11. protect public property from loss or damage;
12. attend criminal courts and if specially ordered, civil courts, and
13. keep order in it and
escorting and guarding prisoners and other persons in police custody.
Section 21 is the task of organizing, controlling and maintaining traffic on public
roads.(KPN's Fiduciary Administration, 2020).
2. COMPENSATION NOT INSIDE SHAPE
MONEY INSIDE POLICE ROYALMALAYSIA
The Royal Malaysian Police (PDRM) is an organization established to
protect the country to ensure a safe, peaceful and prosperous society. In addition
to needing sophisticated equipment to perform their duties, the police members
themselves need to be given attention in the aspect of self-maintenance. Self-
maintenance means that policemen need to be given interesting benefits in
raising morale and motivation to perform their duties. The Malaysian
government today, has offered attractive benefits comparable to other
government services. This aspect has successfully attracted the interest of young
people to venture into the field of policing, in addition to their patriotic spirit.
The Royal Malaysian Police indeed has many benefits that are not in the form of
money in addition to attractive rewards to improve the morale of members and
also attract individuals to join. Benefits not in the form of money obtained cover
a wide field and have their own advantages. The determination of non-monetary
interest that is practiced now is determined by the top management of PDRM. It
is because of the party

The management knows what is best to give to its members. The aspects of
uniformity and smoothness in the granting of benefits are very important factors
why the benefits are determined by the top management of the PDRM. However,
this does not mean that the suggestions from the lower level are not taken into
account in the granting of the benefits. The suggestions from the lower level
through certain channels are indeed taken into account in improving the existing
benefits and also introducing new benefits that are found to be suitable for the
current situation. The policy used by the PDRM in determining salaries, rewards
and allowances is based on the New Remuneration Scheme for Public Employees
which was approved by the Cabinet Powers in 1992.
2.1 Types of Non-Financial Benefits
Among the types of non-monetary benefits in the Royal Malaysian
Police are such as retirement benefits, insurance and non-working time
payments. The benefits intended in the said category are as in table 2.1.1

Leave According to Spouse Due to Courses/Duty

2.1.1 Retirement Related Benefits


In an effort to secure the future of police officers and members, especially
in old age, retirement benefits are very important. PDRM like other government
agencies have a retirement scheme that has the same goal.Retirees will be paid
benefits such as monthly pension, gratuity, giving cash in lieu of Rest as per
Service Circular Number 23 of 2007. The formula for calculation is as follows :-
•Reward = 7.5% X service period that can be taken into account X actual
salary of the month

•Pension = 1/600 X service period that can be taken into account X actual
salary of the last month
•GCR =1/30 X accrued vacation X emolument (final salary including fixed
remuneration). If the recipient of this pension dies, the payment will be given to
dependents.
Dependents of retirees who are eligible to be paid issued pension are:-
• Widow or widows or widowers (for widowers, their wives must
still be serving on or after 1.7.1980)

• Children under the age of 21 and unmarried. For disabled children who
are mentally disabled or physically disabled permanently and are unable to
support themselves, there is no limit
age is set. Children who are currently studying at a higher education institution
are eligible to continue to receive issued pension payments beyond the age of 21
until they complete their studies at the first degree level.
2.1.2 Vacation Pay
PDRM requires that every officer and member must spend their annual
leave according to the qualifications that have been set in order to maintain and
restore the physical and mental health of the member. Due to service
requirements, some of the members were unable to spend their annual leave.
Accumulation of annual leave that cannot be used in the current year is allowed
to be carried over to the following year. Allowed paid leave replacement service
is only for 150 days.
2.1.3 Group Insurance
All officers and members must participate in the Group Insurance Scheme
organized by the Police Cooperative. The premium payment for one unit is as
much as RM 13.00 and is required to join at least one unit. They are also
encouraged to take more than one unit and the maximum is 10 units. This
insurance covers members who die or are injured while on duty and also as a
result of accidents outside of duty.
2.1.4 Officers' Trust Fund Donation
This donation is for officers and members who died and were
injured during operations only. The total compensation is RM10,000.00
which is paid to the next of kin or the next of kin.
2.1.5 Time Not Working Payment
The Government pays in the form of salaries, allowances and benefits that
are not in the form of money to members who are on leave for the well-being of
officers and members. Leave for example is allocated for various purposes.
Annual leave, for example, provides an opportunity for officers and members to
rest after performing heavy work throughout the year. In addition, they also need
to meet relatives who have been left behind. Therefore, the PDRM is very
concerned about the holiday aspect. The various types of leave provided in
PDRM are:-
• Annual leave.Annual leave is intended to give them a break
after tired work. Officers and members should be on vacation in their
hometowns. He was able to give good news to his family after a long time
abroad. However, in the times that have changed members also follow the times.

Annual holidays are spent in family favorite vacation spots. This leave can be
taken all at once or can be taken in stages. It depends on the official who supports
and approves it. Remaining leave that cannot be used due to reasons of service
interest can be carried over to the following year.
• Medical leave.Sick leave can be granted to officers and members
upon permission
a Medical Officer, but cannot exceed 14 days except after obtaining the
permission of the Medical Board. When an officer or member is sick and needs
to be moved from one place to another, all travel expenses to and fro for one trip
will be fully borne by the government, this includes the wife and children not
exceeding three people accompanying him.
• Hajj Holiday.An officer or member who is Muslim, may
once during his service he was given leave by the Ministry of Internal Security,
to perform Hajj in Mecca. Such leave may be granted for a period not exceeding
six months or for the completion of Hajj work, whichever is less. Officers or
members who want to take this leave must have served no less than 3 years.

• Holiday Huiung Sunday.Weekend leave is at the discretion


of the Commanding Officer of the team due to the implementation of an
overtime task or reasons for the welfare of members.

• Maternity leave. Female officers and members are eligible to


receive maternity leave in addition to sick leave. Allowed maternity leave is
not more than 60 days. Maternity leave is given only 5 times during the
service period.
• Wife Maternity leave. Maternity leave is given to officers
and members for managing their wives who have given birth. Leave is for 3
days without record. Even though the member's annual leave is still there,
there are still members who are still eligible for the leave.
• Leave without pay.Officers and members who follow their
spouses on duty or on courses abroad can apply for unpaid leave. The
duration of the spouse serving or taking a course abroad is more than 6
months. The period of leave without pay for an applicant does not exceed 3
years.
• Cuti Welfare.This leave can be given to officers and members
not exceeding 28 days. This leave may be granted by the Commanding
Officer. If this holiday is to exceed 28 days
it must get permission from the Ministry of Internal Security. Officers and members
who are allowed to take this leave are as follows:-

- Death may be the death or serious illness of a wife, children,


parents or immediate family.

- Things that are considered important and important and necessary


for a person to attend to avoid hardship on themselves.

2.1.6 Other Benefits


Among the other benefits given to officers and members are as follows:

• Government Housing Loans . The Public Sector Housing Financing


Authority (LPPSA) is a statutory body responsible for managing public sector
housing financing facilities. The establishment of LPPSA which was
previously known as the Housing Loan Division (BPP), Ministry of Finance
Malaysia was fully effective on 1 January 2016.

• Government Residence Home is an important facility for officers and


members and their families. Adequate and comfortable residential facilities will
increase their morale to perform their duties perfectly. Imagine if married officers
and policemen had to rent a slum in the Kuala Lumpur area. An aspect that is
taken into account in the construction of the accommodation facility is that it is
close to the Police station. this is because it is very easy for the member to be
contacted in an emergency. The family houses built are close to each other. In
addition to the economic aspect, the social aspect that is the relationship between
military families is emphasized. The spirit of helping each other if a neighbor
faces a problem while her husband is away is very important.

3. ASSESSMENT OF COMPENSATIONNOT IN THE FORM OF


MONEY IN PDRM FORENCOURAGE AND RETAIN EMPLOYEES
WITHIN THE ORGANIZATION

It is the duty of an organization to give rewards and benefits to their


employees commensurate with the labor that has been poured. The importance of
these rewards and benefits is undeniable. If the employees are not satisfied with
the rewards and benefits given, then this will cause the existence of problems
such as absenteeism, high employee turnover rate, decreased productivity and
lack of commitment to work. The assessment of non-monetary benefits in PDRM
to encourage and retain its officers and members to loyally serve the organization
is as follows :-

2.1 Virtue Satisfying

Employees certainly feel valued when their welfare is not neglected. The
management should not take the welfare of the workers for granted. Employees
who are satisfied with the rewards and benefits given to them will not cause
problems for employers. On the other hand, they will continue to work hard and
indirectly productivity will certainly increase. Examples that can be taken from
non-financial benefits in the PDRM organization given to officers and members
such as retirement benefits, non-working time payments and other benefits as
listed in 2.1.1 above, can improve the morale and productivity of the officers and
members. in carrying out the tasks that have been entrusted.
2.2 Guaranteed Future

The rewards and benefits given by the PDRM organization are very
important as a guarantee and savings for an employee's old age. The reward given
guarantees that the children's daily needs and learning can be met. Meanwhile,
benefits provide protection to employees if the employee suffers a disaster or
accident while working. With this, the benefits offered will help employees
maintain their standard of living. For example, when the officers and members
have retired, the PDRM organization still cares about the officers and members
even though they are no longer serving by requiring all retired officers and
members to register with the Police Retirement Affairs section which was
established on 9 August 2012.Official events such as Police Day, Heroes' Day,
Independence Day Celebrations, National Heroes' Service Medal Awarding
Ceremony and meeting sessions

with the leadership of the Government or the team is the basis for closer
friendship between retirees and the Team. Thus, police retirees will continue to
remain part of the Royal Malaysian Police.

2.3 Motivating Incentives

Attractive and satisfying benefits and rewards motivate every employee and
potential employee in an organization. It also plays a very important role to
motivate and retain employees in the organization. Therefore the PDRM has
provided benefits which can be said to be one of the ways to motivate its officers
and members to be loyal to the organization to continue serving until the end of
service. This is because any retired police officer and member of the PDRM will
receive rewards, such as monthly pension payments, rewards, cash in lieu of rest
and other benefits.

2.4 Facilities For Family Members


Among the factors for the officers and members to encourage and continue to
remain in the PDRM organization is because their family members can also enjoy
some of the benefits provided such as insurance protection, educational facilities
for children, safety factors, a comfortable place to live, health treatment facilities
and medical and welfare of family members are also not neglected.

4. SUGGESTIONS FOR IMPROVEMENTEXISTING COMPENSATION

The facts show thatGood benefits and compensation play a very


important role in ensuring that employees or potential employees of an
organization continue to remain loyal and each want to do their best for the
organization to achieve the organization's goals. Here are my 3 suggestions to
further improve rewards and benefits in the PDRM organization which are :

• Individual versus Group Incentives

Among individual incentive plans, several approaches can be identified,


including

compensation based on merit (commonly known as merit compensation),


discount incentive programs (where people are paid according to the quantity of
output), bonus systems of various kinds, and commissions. In each case, rewards
are tied directly to individual performance levels.

• Skill Based Incentives expanded

Incentives based on skills in PDRM should be extended to other


departments. Currently there are only a few units in the PDRM that offer
incentives based on skills introduced for example from the PDRM Special
Actions Unit branch, the VAT69 Elite Commando Unit where only a small
number of PDRM officers and members are eligible to receive this incentive. If
you look at the development of technology that is seen to be increasingly rapid
and challenging, the skills to operate high-tech equipment are very necessary.
Most officers and members of the PDRM who have these skills do not get the
existing incentives. So with that it is necessary to think under many more skills
that exist in the PDRM organization should be given incentives based on their
skills.

• Retirement Bonus value addition

The increase in the value of retirement rewards for PDRM officers and
members needs to be considered by the government. This is because the value of
the existing reward is seen as if it is no longer commensurate with the burden of
duty borne by them. The average retiree must reach 30 years of service. This is
the best reward for those who can be said to have spent half of their lives and
lives in this country's security organization to maintain public safety and order so
that the community is safe wherever they are regardless of the risks they face.

5. CONCLUSION

The conclusion that can be formulated about compensation and benefit


planning is that it needs to be balanced and fair to every layer of employees to allow
employees to enjoy the positive effects that exist from the best compensation and
benefit planning, given by the organization to each of its employees. In addition to
that, as an employee, you will definitely feel more secure when you are in an
organization that cares about its employees. This comfort causes every employee to
concentrate on every detail of the work that needs to be done without having to think
or feel doubt about the compensation and benefit planning that will be provided by the
organization when the situation forces it to do so. Every detail is relevant
