The management knows what is best to give to its members. The aspects of
uniformity and smoothness in the granting of benefits are very important factors
why the benefits are determined by the top management of the PDRM. However,
this does not mean that the suggestions from the lower level are not taken into
account in the granting of the benefits. The suggestions from the lower level
through certain channels are indeed taken into account in improving the existing
benefits and also introducing new benefits that are found to be suitable for the
current situation. The policy used by the PDRM in determining salaries, rewards
and allowances is based on the New Remuneration Scheme for Public Employees
which was approved by the Cabinet Powers in 1992.
2.1 Types of Non-Financial Benefits
Among the types of non-monetary benefits in the Royal Malaysian
Police are such as retirement benefits, insurance and non-working time
payments. The benefits intended in the said category are as in table 2.1.1

• Children under the age of 21 and unmarried. For disabled children who
are mentally disabled or physically disabled permanently and are unable to
support themselves, there is no limit
age is set. Children who are currently studying at a higher education institution
are eligible to continue to receive issued pension payments beyond the age of 21
until they complete their studies at the first degree level.
2.1.2 Vacation Pay
PDRM requires that every officer and member must spend their annual
leave according to the qualifications that have been set in order to maintain and
restore the physical and mental health of the member. Due to service
requirements, some of the members were unable to spend their annual leave.
Accumulation of annual leave that cannot be used in the current year is allowed
to be carried over to the following year. Allowed paid leave replacement service
is only for 150 days.
2.1.3 Group Insurance
All officers and members must participate in the Group Insurance Scheme
organized by the Police Cooperative. The premium payment for one unit is as
much as RM 13.00 and is required to join at least one unit. They are also
encouraged to take more than one unit and the maximum is 10 units. This
insurance covers members who die or are injured while on duty and also as a
result of accidents outside of duty.
2.1.4 Officers' Trust Fund Donation
This donation is for officers and members who died and were
injured during operations only. The total compensation is RM10,000.00
which is paid to the next of kin or the next of kin.
2.1.5 Time Not Working Payment
The Government pays in the form of salaries, allowances and benefits that
are not in the form of money to members who are on leave for the well-being of
officers and members. Leave for example is allocated for various purposes.
Annual leave, for example, provides an opportunity for officers and members to
rest after performing heavy work throughout the year. In addition, they also need
to meet relatives who have been left behind. Therefore, the PDRM is very
concerned about the holiday aspect. The various types of leave provided in
PDRM are:-
• Annual leave.Annual leave is intended to give them a break
after tired work. Officers and members should be on vacation in their
hometowns. He was able to give good news to his family after a long time
abroad. However, in the times that have changed members also follow the times.
Annual holidays are spent in family favorite vacation spots. This leave can be
taken all at once or can be taken in stages. It depends on the official who supports
and approves it. Remaining leave that cannot be used due to reasons of service
interest can be carried over to the following year.
• Medical leave.Sick leave can be granted to officers and members
upon permission
a Medical Officer, but cannot exceed 14 days except after obtaining the
permission of the Medical Board. When an officer or member is sick and needs
to be moved from one place to another, all travel expenses to and fro for one trip
will be fully borne by the government, this includes the wife and children not
exceeding three people accompanying him.
• Hajj Holiday.An officer or member who is Muslim, may
once during his service he was given leave by the Ministry of Internal Security,
to perform Hajj in Mecca. Such leave may be granted for a period not exceeding
six months or for the completion of Hajj work, whichever is less. Officers or
members who want to take this leave must have served no less than 3 years.
Employees certainly feel valued when their welfare is not neglected. The
management should not take the welfare of the workers for granted. Employees
who are satisfied with the rewards and benefits given to them will not cause
problems for employers. On the other hand, they will continue to work hard and
indirectly productivity will certainly increase. Examples that can be taken from
non-financial benefits in the PDRM organization given to officers and members
such as retirement benefits, non-working time payments and other benefits as
listed in 2.1.1 above, can improve the morale and productivity of the officers and
members. in carrying out the tasks that have been entrusted.
2.2 Guaranteed Future
The rewards and benefits given by the PDRM organization are very
important as a guarantee and savings for an employee's old age. The reward given
guarantees that the children's daily needs and learning can be met. Meanwhile,
benefits provide protection to employees if the employee suffers a disaster or
accident while working. With this, the benefits offered will help employees
maintain their standard of living. For example, when the officers and members
have retired, the PDRM organization still cares about the officers and members
even though they are no longer serving by requiring all retired officers and
members to register with the Police Retirement Affairs section which was
established on 9 August 2012.Official events such as Police Day, Heroes' Day,
Independence Day Celebrations, National Heroes' Service Medal Awarding
Ceremony and meeting sessions
with the leadership of the Government or the team is the basis for closer
friendship between retirees and the Team. Thus, police retirees will continue to
remain part of the Royal Malaysian Police.
Attractive and satisfying benefits and rewards motivate every employee and
potential employee in an organization. It also plays a very important role to
motivate and retain employees in the organization. Therefore the PDRM has
provided benefits which can be said to be one of the ways to motivate its officers
and members to be loyal to the organization to continue serving until the end of
service. This is because any retired police officer and member of the PDRM will
receive rewards, such as monthly pension payments, rewards, cash in lieu of rest
and other benefits.
The increase in the value of retirement rewards for PDRM officers and
members needs to be considered by the government. This is because the value of
the existing reward is seen as if it is no longer commensurate with the burden of
duty borne by them. The average retiree must reach 30 years of service. This is
the best reward for those who can be said to have spent half of their lives and
lives in this country's security organization to maintain public safety and order so
that the community is safe wherever they are regardless of the risks they face.
