Qualification and Training or University degree in Arts, Social Science and or Business
Experiences Working experience in related oil and gas operations in Timor-
Leste or Timor Sea region, social welfare, and community
development programs.
Basic knowledge of implementing community welfare
programs, Local Content project management, tender and
procurement.
Knowledge and Skill Technical Knowledge & Skills:
(Competences) High degree of self-motivation, ability to prioritize work/targets
and ability to work within a team environment

Communications skills:
 Ability to communicate fluently and effectively in
Tetum and English (Writing, listening, reading and
verbal)
 Ability to communicate in Portuguese or Indonesia.
Personal Attributes/quality Teamwork spirit, trustworthy, responsible, honest,

assertive, positive leadership skills, purposefulness, attention to
details, focus, well organized, communication skills and good
interpersonal skills.
1. Role:
Community Liaison Officer
2. Responsibilities:
2.1 Key responsibilities:
 Assist Project Manager in all activities related to assigned projects and being able
to undertake the assigned tasks in accordance with the requirements of the project
and the Unit.
 Maintain good relationship with local community, local businesses and vendors,
including government departments
 Accountable for performing tasks in a timely, disciplined and responsible manner
in accordance with internal procedures and policies.
 Able to work in a multidisciplinary and multicultural working environment team
alongside with Joint Venture partners and contractors.
2.2 Principal Regular Tasks

 Plan and execute Local Content Plans for all TG Pualaca Block’s Projects
 Assist TG Pualaca Block in preparing procurement policies and procedures for
effective local content programs .
 Assist TG Pualaca Block in maintaining Local Business Register and updating it
regularly.
 Understanding and managing an interface between the local businesses and
TIMOR GAP contractors and sub-contractors
 Maintain regular interaction with the respective ANPM department for Local
Content compliance
 Assist in preparing tender documents and guidelines suitable for Timor-Leste
businesses.
 Have periodic meetings with local vendors, conduct seminars and workshops for
local businesses.
 Have effective community relationships in project areas.
 Prepare periodic Local Content reports and presentations.
2.3 Other Tasks

In addition to the above key responsibilities and principal tasks, the following are part
of the duties of the Community Liaison Officer:
 Ensure to strictly follows TIMORGAP office time rule as set out in the Leave
& Working Hours Policy and note the absence and report to Project Manager
 Assist with community liaison and logistics for respective Upstream
UnitProjects
 Perform any other relevant duties which maibe required from time to time by
senior management.
3. Authority:
 Assign and delegate tasks to subordinates
4. Accountability:
 Accountable for perfoming multiple workloads with minimum suprevision

 Accountable for demonstrating a high level of confidentiality and business
ethics
 Accountable for possing a high level of self-motivation, eagerness to fast

learning and attentive to details.
 Accountable work effectiveness envrionment in the work place on daily
basis
