AICTE Regulations on 7th CPC Pay Scales, Service Conditions and Minimum Qualifications for appointment of Teachers and other Academic Staff such as Library and Physical Education Personnel in Technical Institutions and Measures for the maintenance of standards in Technical Education- (Diploma) Regulations, 2019, vide Gazette Notification, Dated:1.3.2019 4. OM No.1-6/2016-IC / E.III(A), Dt.7.9.2016 of Dept of Expenditure, Ministry of Finance, Government of India (copy enclosed) In the G.O.1st cited, Government have issued orders for implementation of the AICTE Scales of Pay, 2016 for Teachers and other Academic Staff such as Library and Physical Education Personnel in Government Polytechnics, revising the Pay Scales extended in G.0.2 cited, in accordance with the AICTE Regulations 3" cited Therefore, the Principals of Government Polytechnics/Institutions in the State are informed to take further necessary action, duly following the detailed modalities of Pay Scales and Pay Fixation Formula under the revised AICTE Scales of Pay, 2016, fixing the pay of the existing Teaching Categories/Physical Directors/Librarians in their corresponding Levels of Pay, as shown in TABLE ~ I: Cadre Structure and Mode of Appointment of Appendix - A of G.O. 1" cited. In this regard, the following instructions / clarifications are issued herewith: 1. Pay fixation related issues: (a) Option may be given to an individual promoted / upgraded under Career Advancement Scheme (CAS) to have his/her pay fixed from the Date of Next Increment (either 1st July or 1st January, as the case may be) accruing in Level of the post from which he/she is promoted/upgraded, vide the OMs 4" cited. (b) The benefit of bunching of stages will be applicable for revision of pay of the individuals stagnating at the maximum of the Pay Band and Academic Grade() File No.CTE-ACD2/ACAD/121/2019-ACADEMIC-II Pay or scale in the pre-revised AICTE Scales of Pay, 2006 and the guidelines issued in OM 5" cited may be followed in this regard, Further, details Pay fixation/Bills preferred in Treasury/PAO may be shared with this office in the prescribed Google form for record / scrutiny by Dy. Director (NT) O/o CTE, Hyderabad. For any erroneous pay fixation, the respective Principals of Government Polytechnics / DDOs shall be held accountable. 2. Up-gradation of incumbent Lecturers of Sciences and Humanities who have cleared NET/SLET in Level 9A to 10: Permission is accorded to the Principals of Government Polytechnics for Up-gradation of the incumbent Lecturers of Sciences and Humanities from Level 9A to Level 10 on clearance of the National Eligibility Test (NET) conducted by the UGC or the CSIR, or a similar test accredited by the UGC, like SLET / SET or possessing Ph. D, in terms of G.O.1* cited; Further, in case of Lecturers possessing M.E. / M. Tech qualification and due to clear SQT, pay fixation may be done in Level 10 w.e.f. the date of acquiring/possessing M.E. / M. Tech qualification. 3. Sanction of Non-compounded increments for M.E. / M.Tech. qualifications: (a) (b) In terms of G.O.1st cited, there is no provision of the non-compounded increments for higher qualification of M.E. / M. Tech in the revised AICTE Scales of Pay, 2016. Hence, the Principals of Government Polytechnics in the State shall take further necessary action accordingly. DA & HRA on Non-compounded Increments: The allowances such as DA and HRA etc. shall be admissible on the non-compounded increments given as an incentive for higher qualifications, vide the clarification issued by the AICTE in F. No, 27-4/AICTE/RIFD/Pay Scale/2018-19, Dt. 20,5.2020. Therefore, the Principals of Government Polytechnics in the State are directed to take further necessary action accordingly, reporting compliance of the instructions issued herein.
