But he also warned that the Russian President's "attempted annexations, partial mobilisation and reckless nuclear rhetoric"
represent the most significant escalation since the start of the war.

energy infrastructure with a price cap on oil and gas experts from Russia.
He's released a statement on the Telegram messaging app, saying there must be "zero profit for the terrorist state".
