1. PURPOSE‌  ‌

  impairments‌‌ affect‌‌ the‌‌ ability‌‌ to‌‌ detect‌‌ and‌‌ respond‌‌ to‌‌ fires.‌‌ It‌‌ is‌‌ essential‌‌ 
that‌‌ appropriate‌‌ measures‌‌ of‌‌ fire‌‌ protection‌‌ devices‌‌ are‌‌ in‌‌ place‌‌ to‌‌ mitigate‌‌ risks‌‌ associated‌‌ with‌‌ the‌‌ 
isolation‌‌
  and‌‌
  impairment.‌‌
  This‌‌
  Policy‌‌
  and‌‌
  Procedure‌‌ has‌‌ been‌‌ developed‌‌ by‌‌ the‌‌ Safety‌‌ and‌‌ Security‌‌ 
Department‌‌to‌‌ensure;‌  ‌
● The‌‌requirements‌‌for‌‌fire‌‌protection‌‌system‌‌impairments‌‌are‌‌defined;‌  ‌
● Early‌‌and‌‌accurate‌‌notification‌‌of‌‌impairment‌‌to‌‌Fire‌‌Protection‌‌systems‌‌and;‌  ‌
● Appropriate‌  ‌risk‌  ‌management,‌  ‌rectification‌  ‌and‌  ‌recording‌  ‌of‌  ‌all‌  ‌fire‌  ‌protection‌  ‌system‌‌ 
impairments‌‌in‌‌areas‌‌under‌‌the‌‌managed‌‌property.‌  ‌
2. SCOPE‌  ‌
2.1. This‌‌ document‌‌ is‌‌ applicable‌‌ to‌‌ all‌‌ First‌‌ Oceanic‌‌ Property‌‌ Management‌‌ (FOPM)‌‌ managed‌‌ properties‌‌ 
and‌‌all‌‌third-party‌‌service‌‌providers,‌‌fire‌‌protection‌‌systems‌‌in‌‌place,‌‌including;‌‌   ‌
● Fire‌‌detection‌‌systems‌  ‌
● Fire‌‌Indicator‌‌Panels‌  ‌
● Fire‌‌alarms‌  ‌
● All‌‌suppression‌‌systems‌  ‌
● Smoke‌‌alarms‌  ‌
● Fire‌‌sprinklers‌  ‌
● Thermal‌‌detectors‌  ‌

3. DEFINITION‌‌OF‌‌TERMS‌  ‌
a) EWIS‌‌‌-‌‌Emergency‌‌Warning‌‌Intercommunication‌‌System‌  ‌
b) Extended‌‌Impairment‌‌‌-‌‌An‌‌impairment‌‌of‌‌duration‌‌greater‌‌than‌‌12‌‌hours‌‌   ‌
c) FIP‌‌‌-‌‌Fire‌‌Indicator‌‌Panel‌‌(FDAS)‌  ‌
d) Fire‌  ‌Watch‌  ‌- ‌ ‌Continuous‌  ‌and‌  ‌systematic‌  ‌surveillance‌  ‌of‌  ‌a ‌ ‌defined‌  ‌area‌  ‌for‌  ‌the‌  ‌purpose‌  ‌and‌‌ 
detection‌‌of‌‌unwanted‌‌fire‌‌   ‌
e) Impairment‌  ‌- ‌ ‌Operating‌  ‌condition‌  ‌is‌  ‌wholly‌  ‌or‌  ‌partially‌  ‌disabled‌  ‌– ‌ ‌in‌  ‌the‌  ‌context‌  ‌of‌  ‌this‌‌

5. PROCEDURAL‌‌CONTENT‌  ‌
5.1. Fire‌‌Protection‌‌System‌‌Impairment‌  ‌
All‌‌attempts‌‌must‌‌be‌‌made‌‌to‌‌avoid‌‌the‌‌isolation‌‌and‌‌impairment‌‌of‌‌Fire‌‌Protection‌‌Systems.‌  ‌
Fire‌‌
  Protection‌‌
  Systems‌‌
  may‌‌ only‌‌ be‌‌ isolated‌‌ if‌‌ an‌‌ alternative‌‌ means‌‌ of‌‌ conducting‌‌ required‌‌ works‌‌ 
is‌‌not‌‌achievable.‌  ‌
Where‌  ‌a ‌‌fire‌‌
  protection‌‌
  system‌‌
  isolation‌‌
  is‌‌
  inevitable,‌‌
  if‌‌
  possible,‌‌
  only‌‌
  one‌‌
  fire‌‌
  protection‌‌
  system‌‌ 
should‌  ‌be‌  ‌impaired‌  ‌at‌  ‌any‌  ‌given‌  ‌time‌  ‌to‌  ‌ensure‌  ‌the‌  ‌property‌  ‌has‌  ‌some‌  ‌form‌  ‌of‌  ‌fire‌  ‌protection‌‌ 
system‌‌in‌‌place‌‌at‌‌all‌‌times.‌  ‌
Once‌‌it‌‌has‌‌been‌‌determined‌‌that‌‌the‌‌isolation‌‌and/or‌‌impairment‌‌of‌‌a‌‌fire‌‌protection‌‌system‌‌is‌‌   ‌
unavoidable‌‌or‌‌if‌‌it‌‌is‌‌unplanned,‌‌the‌‌following‌‌process‌‌must‌‌be‌‌followed:‌  ‌
5.2. Receive‌‌Written‌‌Request‌  ‌
A‌  ‌request‌  ‌either‌  ‌written‌‌
  or‌‌
  via‌‌
  online‌‌
  from‌‌
  the‌‌
  relevant‌‌
  Tenant‌‌
  or‌‌
  Tenant’s‌‌
  Contractor(s)‌‌
  must‌‌
  be‌‌ 
submitted‌‌to‌‌the‌‌property‌‌manager‌‌providing‌‌the‌‌following‌‌information:‌  ‌
● Type‌‌and‌‌extent‌‌of‌‌works‌‌being‌‌carried‌‌out;‌  ‌
● Fire‌‌Protection‌‌System‌‌and‌‌location‌‌impacted;‌  ‌
● Reason‌‌for‌‌the‌‌isolation‌‌/‌‌impairment‌‌of‌‌the‌‌Fire‌‌Protection‌‌System;‌‌and‌  ‌
● Duration‌‌and‌‌timing‌‌of‌‌the‌‌isolation‌‌/‌‌impairment.‌  ‌
The‌  ‌request‌  ‌will‌  ‌be‌  ‌reviewed‌  ‌to‌  ‌ensure‌‌
  that‌‌
  sufficient‌‌
  details‌‌
  are‌‌
  provided‌‌
  and‌‌
  confirm‌‌
  whether‌‌ 
the‌‌isolation‌‌/‌‌impairment‌‌is‌‌inevitable.‌‌   ‌

5.3. Confirm‌‌Impairment‌‌Details‌‌(Property‌‌Manager)‌ 
● Ensure‌  ‌a ‌ ‌copy‌  ‌of‌  ‌the‌  ‌‘Fire‌  ‌Protection‌  ‌Impairment/Reinstatement‌  ‌Notice’‌  ‌(refer‌  ‌ATT‌  ‌1)‌  ‌is‌‌ 
available‌‌or‌‌issued‌‌to‌‌the‌‌Tenant‌‌requesting‌‌/Contractor‌‌engaged‌‌to‌‌perform‌‌the‌‌works;‌  ‌
● Ensure‌  ‌the‌  ‌Contractor‌  ‌to‌  ‌fill‌  ‌up‌  ‌the‌  ‌‘Fire‌  ‌Protection‌  ‌Impairment/Reinstatement‌  ‌Notice’‌‌ 
properly.‌  ‌
● Review‌‌the‌‌Impairment‌‌Notice‌‌to‌‌ensure‌‌the‌‌required‌‌information‌‌has‌‌been‌‌provided;‌  ‌
● Return‌‌a‌‌copy‌‌of‌‌the‌‌form‌‌to‌‌the‌‌requesting‌‌party‌‌and;‌  ‌
● Ensure‌‌the‌‌Contractor‌‌completes‌‌and‌‌provides‌‌a‌‌Site-specific‌‌Risk‌‌assessment‌‌and‌‌JHA.‌  ‌
Note:‌  ‌Sections‌  ‌1 ‌ ‌and‌  ‌2 ‌ ‌of‌  ‌the‌  ‌‘Fire‌  ‌Protection‌  ‌Impairment‌  ‌/ ‌‌Reinstatement‌‌
  Notice‌‌
  must‌‌
  be‌‌
  completed‌‌
  and‌‌ 
authorized‌‌prior‌‌to‌‌the‌‌commencement‌‌of‌‌works.‌  ‌
5.4. The‌  ‌approved‌  ‌Impairment‌  ‌Notice‌‌
  must‌‌
  be‌‌
  retained‌‌
  by‌‌
  PMG,‌‌
  sent‌‌
  to‌‌
  the‌‌
  Engineering‌‌
  Department‌‌ 
and‌  ‌Safety‌  ‌and‌  ‌Security‌  ‌Department‌  ‌and‌  ‌reissued‌‌
  to‌‌
  the‌‌
  Contractor‌‌
  for‌‌
  completion‌‌
  of‌‌
  Section‌‌
  3 ‌‌
once‌‌the‌‌required‌‌works‌‌have‌‌been‌‌finalized.‌  ‌
5.5. Record‌  ‌details‌  ‌in‌  ‌fire‌  ‌protection‌  ‌impairment‌  ‌and‌  ‌reinstatement‌  ‌register‌  ‌prior‌  ‌to‌  ‌the‌‌ 
commencement‌  ‌of‌  ‌the‌  ‌work,‌  ‌the‌‌
  contractor‌‌
  must‌‌
  ensure‌‌
  the‌‌
  ‘Impairment‌‌
  Details’‌‌
  are‌‌
  entered‌‌
  in‌‌ 
the‌‌
  ‘Fire‌‌
  Services‌‌
  Isolation‌‌
  Register’‌‌
  is‌‌
  complete‌‌

5.6. Notify‌‌Related‌‌Parties‌  ‌
In‌‌the‌‌case‌‌of‌‌an‌‌Extended‌‌Impairment,‌‌notification‌‌to‌‌the‌‌following‌‌is‌‌needed:‌  ‌
● Local‌‌Fire‌‌Brigade‌  ‌
● Tenants‌  ‌
● Client‌  ‌
● Safety‌‌and‌‌Security‌‌Department‌  ‌

5.7. Commencing‌‌Risk‌‌Management‌‌Plan‌  ‌
Where‌  ‌the‌  ‌duration‌  ‌of‌  ‌the‌  ‌impairment‌  ‌exceeds‌  ‌twelve‌  ‌(12)‌  ‌hours‌  ‌or‌  ‌overnight‌  ‌or‌  ‌an‌  ‌isolation‌‌
  / ‌‌
impairment‌  ‌results‌  ‌in‌  ‌the‌  ‌affected‌  ‌area‌  ‌being‌  ‌without‌  ‌any‌  ‌form‌  ‌of‌  ‌automatic‌  ‌fire‌  ‌protection‌  ‌or‌‌ 
alarm,‌‌
  a ‌‌Risk‌‌
  Management‌‌
  Plan‌‌
  (ATT‌‌
  7)‌‌
  must‌‌
  be‌‌
  developed‌‌ and‌‌ implemented.‌‌ In‌‌ the‌‌ case‌‌ the‌‌ Risk‌‌ 
Management‌‌Plan‌‌calls‌‌for‌‌a‌‌fire‌‌watch‌‌the‌‌following‌‌must‌‌occur:‌  ‌
● Notification‌‌to‌‌the‌‌Contractor‌‌that‌‌a‌‌Fire‌‌Watch‌‌is‌‌required;‌  ‌
● Ensure‌  ‌that‌  ‌the‌  ‌Contractor‌  ‌provides‌  ‌appropriately‌  ‌trained‌  ‌personnel‌‌

5.8. Commence‌‌Works‌  ‌
Once‌‌
  all‌‌
  of‌‌
  the‌‌
  documentation‌‌ has‌‌ been‌‌ completed‌‌ and‌‌ approved,‌‌ the‌‌ Contractor‌‌ shall‌‌ be‌‌ notified‌‌ 
that‌‌the‌‌applicable‌‌works‌‌may‌‌commence.‌  ‌
5.9. System‌‌Restoration‌  ‌
Upon‌‌
  completion‌‌
  of‌‌
  the‌‌
  works,‌‌
  the‌‌
  Contractor‌‌
  must‌‌
  ensure‌‌
  that‌‌
  all‌‌
  Fire‌‌ Systems‌‌ are‌‌ restored‌‌ to‌‌ a ‌‌
fully‌‌operational‌‌status.‌  ‌
Note:‌‌Under‌‌no‌‌circumstances‌‌is‌‌the‌‌partial‌‌restoration‌‌of‌‌a‌‌Fire‌‌Protection‌‌System‌‌acceptable.‌  ‌
The‌‌following‌‌shall‌‌then‌‌take‌‌place:‌  ‌
● The‌  ‌applicable‌  ‌‘Fire‌  ‌Protection‌  ‌Contractor;‌  ‌Impairment‌  ‌/ ‌ ‌Reinstatement‌  ‌Notice’‌  ‌shall‌  ‌be‌‌ 
returned‌‌to‌‌the‌‌Contractor;‌  ‌
● The‌  ‌Contractor‌  ‌shall‌  ‌complete‌  ‌Section‌  ‌3 ‌ ‌of‌  ‌the‌  ‌‘Fire‌  ‌Protection‌  ‌Impairment‌  ‌/ ‌‌
Reinstatement‌‌Notice;‌  ‌
● Verify‌  ‌that‌  ‌steps‌  ‌to‌  ‌restore‌  ‌system/s‌‌
  to‌‌
  service‌‌
  have‌‌
  been‌‌
  undertaken‌‌
  and‌‌
  the‌‌
  system/s‌‌ 
are‌‌fully‌‌functional‌‌and‌‌operational;‌  ‌
● Notify‌‌the‌‌Property‌‌Management‌‌Group‌‌in‌‌writing‌‌that‌‌the‌‌Fire‌‌System‌‌has‌‌been‌‌restored;‌  ‌
● Complete‌  ‌the‌  ‌‘Insurer‌  ‌Notification’‌  ‌section‌  ‌of‌  ‌the‌  ‌‘Fire‌  ‌Protection‌  ‌Impairment‌  ‌/ ‌‌
Reinstatement‌‌Notice’;‌  ‌
● Complete‌‌
  the‌‌
