Local Climate Change Action Plan

MONITORING AND EVALUATION

The Local Climate Change Action Plan (LCCAP) is a long term plan in which
Monitoring and Evaluation Activities are very essential. The LCCAP Core Group as planners
of the municipality shall check whether efficiency and effectiveness of the implementation
are being observed. Since, these are mainstreamed in the Executive and Legislative Agenda
and in the Annual Investment Plan, the group shall do monitoring phase every year and the
evaluation shall be done every three years. Programs, Project and Activities shall also be
prioritized according to its urgency and it shall be ensured that the impacts and
sustainability are greatly considered.

Monitoring and Evaluation are needed to be performed basically to assess how

effective the plans are in mitigating and adapting climate change phenomena. All must lead
to the improvement of the quality of life of the entire residents in the municipality.

Should there are delinquencies, ineffectiveness of the projects, the LCCAP Core
Group can make recommendations to the decision makers of the municipality to avoid
wasting of funds and all other factors.

Evaluation shall be conducted during the implementation of the different programs,

projects and activities to ensure that problems and hindrances in the implementation shall
be immediately addressed along the way. More importantly, after the establishment or
implementation of the said undertakings, evaluation shall also be done by the Core Group
to assess whether all is in accordance to what is planned or there are lapses which need to
be corrected in the future actions to be taken.
