1 General Supplier
1.1 All submittal shall include adequate descriptive literature, catalogue
cuts, shop drawings and other necessary for the engineer to ascertain
that the proposed equipment comply with specification requirements
of the system. Category cuts submitted for approval shall be legible
and clearly identify equipment being submitted.
1.2 The manufacturer shall regularly and presently produce, as one of the
manufacturers principal products, the equipment specified for this
supply, and shall have manufactured the items for at least three years.
Manufacturer shall be regularly engaged in the manufacture of such
items, for which replacement part shall be available.
1.3 The supplier shall be authorized distributor of specified manufacture.
1.4 The equipment and their accessories shall fully comply with or
exceed the requirements of ICAO Annex 10, International Standard
and Recommended Practices and its Attachments
1.5 The manufacturer of tendered equipment shall have as a minimum as
ISO 9000 (2002) quality certification or other similar qualification
recognized internationally. If not of ISO classification, the tenderer
shall suitably identify the other recognized standard
1.6 The bidder should provide his legal local agent name, address, e-mail and
telephone number
1.7 Failure to the above stated specification requirements disqualify from
the bid
2 ILS/DME – General Requirements
2.1 Operational Performance…… Category I-ILS of ICAO standard
2.2 Cabinet……………………… Dual equipment in each Localizer and
Glide path and DME cabinet with

2.3 Remote control ……………….The ILS /DME should incorporate a
remote control facility to enable
equipment functionality at technical

2.7 Status indicator for the ILS/DME equipment shall be equipped at control
tower
2.8 The DME equipment shall be designed for co-located with the
GLIDE SLOPE
2.9 Accessories:- All necessary Accessories must be supplied for the installation
of ILS/DME ( the required accessories such as connectors, cables, software,
etc.
2.10 Contractor shall provide a comprehensive interconnection diagram of
total installation clearly indicating the subassemblies, AC power
cables, RF cables and data cables after installing the system.
2.11 All RF cables and RF connections used in the installation shall be
low loss, high quality and shall be specified by the Bidder along with
the Bid.
2.12 The ILS Equipment shall operate on Remote Mode under normal
conditions and a facility shall be available to switch on to Remote,
Local and Maintenance modes as and when necessary.
2.13 Equipment shall be on Local mode to maintain the serviceability in
the event of remote control mode failure
2.14 There shall be a facility to repair the Standby (non-operational)
equipment while the Main transmitter in normal operation without
interrupting the services.
2.15 Installation and commissioning Shall be carried out by the bidder.
2.16 Cable distance between the proposed Localizer or proposed Glide
Path and between the NSC [Navigational Services Complex] in
which the Remote Control and Monitoring System to be installed is
about 4.5km.
3 Power supply system
3.1 The ILS/DME station shall be operated from local 220±20VAC, 50
HZ, single phase.
3.2 There shall be DC standby battery backup [Lead Acid, Maintenance
Free type] with an associated battery charger to energize the ILS &
DME battery for at least four(04) hours in the event of mains power
failure,
3.3 Surge and lightning arrester for the station supply (AC) power shall
be installed. The unit shall provide maintenance free service and
bypass the energy from direct lightning strike to incoming power
line without interrupt of the supply. Indicator lamp shall be provided
to indicate the failure of arrester.
3.4 The power supply system should be dual and Redundant,

5 Remote Control and Status Unit

function as the local unit. The unit shall provide the
remote site all equipment status through a PC.

6 Local control unit :-
The interface system with the operator consists of a local interface unit and
is should be capable of interfacing from one or more remote control system,
that may be Installed at equipment room and control tower

7.1 All equipment parameter setting measurements and checks shall be
performed through a pc: A login, user name and pass word shall be to gain
access to the equipment control.
7.2 The pc shall not be necessary for the normal service of the beacon, it should
be connected only when it is required by the operator (i.e for routine system
performance test, maintenance etc.)
7.3 The operator shall be driven by a simple menu to perform all the operations
he needs. All the data shall be displayed on the screen in a clear way for an

10 Portable Navigational Signal Analyzer (PNSA)


Portable Navigational Signal Analyzer shall be used for ground test of

11 Documentation:-
The Contractor shall provide the following drawings and manuals :
11.1 Three (03 )sets of mechanical and electrical ILS/DME drawings
essential for installation, maintenance and repair of the equipment,
including such drawings as needed to identify the components and
cable terminations within the equipment or its subunits;

11.2 The Contractor shall provide three sets of operational and


maintenance manuals for each equipment of the system including all
ancillary equipment.
The Manuals shall contain:
a. Theory of operations
b. Detailed circuit diagrams
c. Layout diagrams
d. Interconnection/wiring diagrams
e. Parts lists
f. Trouble shooting guide
g. Technical information recommended for corrective and
preventive maintenance.
11.3 The Contractor shall provide three sets of programming manuals and
other documents relevant to the software, if any.
11.4 Three (03) sets of ILS/DME units and sub-units configuration and
setting manuals for each equipment must be supplied.
11.5 Initial set-up and operational software in CD shall be supplied.
11.6 Test report shall be submitted with the equipment delivery
12 Spare parts:-
12.1 Bidders shall submit with proposal a list of manufacturer
recommended spare modules to be supplied for three (3) years of
operations.
12.2 Bidders shall guarantee the availability of all spare/modules for the
equipment under offer for a period of not less than 15 years.
13 ACCOMMODATION AND ENVIRONMENTAL CONDITION
13.1 The supplied equipment shall not cause radio interference and shall
not be interfered by the existing radio communication.
13.2 The bidder shall supply full details of the maximum ambient
temperature and humidity, which can be tolerated by the equipment
under working and non-working conditions.
14 Factory Training:-
14.1 Factory training for 4 technicians /engineers. The ILS/DME system
course should cover theoretical, practical, system programming,
software tools and installation training at the factory. Bidders should
state the topic covered, duration of the course student fee and
accommodation and other necessary issue relevant to the course.
14.2 Each trainee shall be provided with a separate training document
15 Warranty
15.1 Localizer, Glide Path, Distance Measuring Equipment (DME), power
supplies with back-up battery, remote control, display, antenna
systems and other associated circuits shall be guaranteed
comprehensively for a minimum period of two (02) years.
15.2 The Contractor shall undertake by the above guarantee to replace any
part/parts or the system as a whole which are found defective, at his
own cost during the warranty period.
15.3 The contractor shall provide a comprehensive design warranty for the
systems delivered for a minimum period of 15 years from the date of
commissioning.
