1 Introduction
This document covers the installation ,commission and testing of the ELV system at
Jumeirah Lake Tower at Plot F1.

2 Prerequisites to Procedure
2.1 Installation & Cabling

All activities for all instruments and controllers as mentioned in Pre-


Commissioning Procedure mentioned above to be complete and
documented.

2.2 Permanent Power


Permanent power to be available at controller and field instruments.

2.3 MCC Commissioning


MCC to be powered and commissioned. All switchgear operations
checked for start-up, shutdown and interlocks in Hand-Off-Auto
Modes. This is checked during the MCC commissioning by the panel
manufacturer and is included in their method statement. The BMS will
also check these interlocks and will be tested during sequence of
operation tests. The satisfactory operation will be checked off against
the SOP sign off sheets.

2.4 Equipment Commissioning


All mechanical/electrical equipment connected to DDC controller to be
powered tested and commissioned. This includes AHU’s, all extract fans,
secondary chilled water pumps etc.

2.5 Air & Water Balancing


Air and water balancing of the system should be complete.

5 Pre Start Checks/Pre-commissioning


5.1 Precommissioning

5.1.1 Installation

 Check installation of all field instruments for correct location and


position as instructed in the installation details of each instrument as
well instructions from Honeywell.

5.1.2 Cabling

 Check all field instruments cable for end-to-end continuity, breaks and
shorts before termination at field instruments.
 Check all field instruments for correct number of cables as mentioned
in Cable Schedule given by Honeywell.
 Check all field instruments for correct wiring termination of field
instruments as instructed in the installation details.
 Check all field instruments for dressing, ferruling and crimping of
wiring of field instruments as instructed by Honeywell.

5.1.3 Pre-Commissioning Checks-DDC Controller

 Install DDC Controller Housing, CPU, Power Supply, MMI and I/O
modules as per installation details provided by Honeywell.

5.1.4 Cabling

 Check all internal wiring as per panel wiring diagram.


 Check for all field instruments cables including cables between DDC
controller and MCC to be available in DDC controller cabinet
with proper ferruling, dressing and crimping.

6 Commissioning/Test Procedures
6.1 Power-up Controller

 Check DDC Power Supply On/Off Switch is in OFF position.


 Check for 220Vac at MCB.
 If 220Vac available at MCB’s switch on MCB’s to provide power at
CRT6 & CRT6-6. If 220 Vac not available, inform to check and rectify.
 Check 24Vac output at CRT6 & CRT6-6.
 If 24Vac available at transformers, switch DDC Power Supply Module
to ON position. If 24Vac not available, check transformer fuses and
windings. Replace fuse or transformer as applicable.
 When power supply module is switched on, check controller OS
version, generate default data to check I/O modules. Verify the
number and type of modules connected on the LON bus.

6.2 Download Software at Controller


 Set controller number to 1.
 Set controller Date & Time.
 Download DDC controller application software.
 Check for any system alarms.

6.3 Connect Field Wiring at DDC Controller & Check

 Start connecting field instrument cables in the following


sequence:

 Digital Inputs: Check all DI cables coming from field for


VOLT FREE condition. Connect each pair of field instrument
cable at the appropriate terminals as per the drawing. Short
the wires and disconnect the wires at the field end and check
for appropriate LED status at the DI Module. Check for text
change at MMI (Man-Machine Interface – Laptop).

 Digital Outputs: Check all DO cables coming from field to


be without voltage before termination. Connect each pair of
field instrument cable at the appropriate terminals as per the
drawing. Change all equipment Hand-Off-Auto selector
switches AUTO position. Use MMI to manually energize/de-
energize all digital outputs.

 Analog Outputs: Connect all cables of field instruments for


Analog Outputs at the appropriate terminals as per the
drawing. Check for availability of 24Vac at each valve motor.
Use MMI to manually energize/de-energize all Analog
outputs by giving 0-10Volts DC to physically open the field
device to various percentage.

 Analog Inputs: Connect all cables of field instruments for


Analog Inputs at the appropriate terminals as per the
drawing. Check for availability of 24Vac at each field
instrument wherever applicable. Check for Analog signals at
MMI for correct engineering units, and values.

The detail Test report for each system / item of plant will be submitted as
per the Inspection and Test Plan.

6.4 Sequence of Operation Check

When all field have been verified and checked, check the
sequence of operations as described in the Engineering
Submittal and the O&M Manual. The detail check (Like
Temperature control loop, Heat exchanger valve control loop
etc.) for each system / item of plant will be checked as per the
sequence of operation. The computer printouts of the alarms
and data logs will be submitted as part of the sign off
documentation.

6.5 Network Check

When all field DDC Controllers have been verified and checked,
Network connection of the controllers shall be done.
Before connection Al habtoor will make sure for the network
cable continuity.

7 Interface Procedure
MEP contractor to terminate the 3rd party equipment as per the BMS
data point schedule.

8 Documentation
8.1 Commissioning Test sheets ( see attachement)

9 Demonstration Procedures
Precommissioing and commissioning shall be carried out as per the
procedure in 5&6

Test sheets shall be submitted for witnessing.

10 Instrumentation
10.1 Multimeter & Laptop for DDC software downloading

10.2 Calibration

10.2.1 All instruments used will carry current calibration


certificates/certificates of conformance to the tolerances
specified in the referenced standards.

10.2.2 Instruments will be properly maintained and protected


against damage.

10.2.3 Calibration periods for all instruments are as


recommended by the instrument manufacturers and are
in line with the requirements of the Commissioning
Specialists Association.

10.2.4 Certificates will be available for presentation prior to


commencement of the works.

11 Staffing
11.1 Responsibilities

11.1.1 The company manager is responsible for issuing final


guarantee certificates.

11.1.2 The contract manager will be responsible for overseeing


the project.

11.1.3 Systems Engineer – Will have the overall responsibility of


the Project for execution, quality and safety. Also he will
maintain the planning progress and coordination of works
with Main Contractor. In addition he will carry out the
following duties: - To advice and help the main contractor
on wiring details for different circuits and installation of
the devices at site, so that it is done in accordance with
the shop drawing. While installing the device at site care
should be taken during installation so as to save the
devices from dust and dirt. Demonstrate the working of
equipment wise and as a network system as a whole to
the client/consultant. All ELV equipment and panels will
be tested to ensure the full functionality of the equipment.
Once all the System is passed or inspected by the
consultant, training is conducted for the Facilities
management personals and the system is handed over.
We provide warranty for a period of one year from the
date of commissioning the ELV.

11.1.4 The system commissioning engineers is responsible for


writing the software, monitoring the assembly of the
panels.

11.1.5 The ELV technicians are responsible for assembling the


panel, device testing, and interface testing.

12 Safety Aspects & Permit to Work Requirements


Health and Safety procedures by the Main Contractor will be
implemented for this job.

12.1 Safety Rules during testing:


In order to ensure safe conditions during testing the following rules have
to be followed:

12.1.1 Persons engaged with inspection and testing have to be


skilled and have received proper and adequate training
related to procedures and test equipment utilized for the
particular testing activity.

12.1.2 Safety procedures for energisation of BMS panels are to


be covered by others method statement for Tag On &
Lock Out Procedures .

12.1.3 Test instruments and test leads should be maintained in a


safe condition and the test methods not to create danger
either for the operator or for other persons.

12.1.4 Ensure that warning labels are installed on ELV panels.

12.2 Safety Lighting.

12.2.1 Adequate lighting shall be provided to ensure the good


illumination on the working area.

12.3 Emergency Arrangements.

12.3.1 General: Site general safety procedures will be followed.


In case of emergency the Safety Officer or the most
senior employee present will stop the work, and make the
necessary emergency arrangements and report to the
assembly points as described during Site Induction
Course.

12.3.2 Fire Precautions: No significant fire risks associated with


this activity but general fire precaution measures will be
taken .

12.3.3 Communication from site areas to Site Office via mobile


phones issued to all engineers. In emergency situations
the users of handheld 2-way radios to be notified if
deemed that this can speed up notification of relevant
personnel and Site Clinic.
