1. Introduction
ADO is going to support the dialysis center in Abs under the SIRY project. .

2. Section (1) General Description


2.1. General Climatic and Site Conditions:
The de-rating for electric power generator sets shall be provide at following conditions:
1. Ambient temperature Max. 45°C. Min -5°C.
2. Relative Humidity Max. 60%.
3. Pollution type: Dust and Sand Storm.
4. Altitude: 160-meter ASL.

2.2. Scope of Work:


The scope of work in this document shall include, but not limited to Supply, Install, delivery, Testing,
Commissioning, operating and handing over new soundproof (Canopy) (Prime) Power Diesel
Generators for Abs Dialysis Center in Shafer city, Abs district, Hajja governorate . Including all required
civil and electrotechnical works, construction of generator, Electrical works/ cabling and auto transfer
switch panel ATS between new diesel generator and existing Power supply include all devices and
equipment specified herein or required for the service:
• Daily fuel storage tanks complete with all accessories as BOQs.
• Electric fuel transfer pumps complete with all accessories as BOQs.
• Necessary fuel pipes, fittings, valves and all accessories for connection from the main fuel
tanks to daily fuel tanks and to engines if any.
• Power and control cables connection, testing and commissioning. according to technical
specification and BOQ.
• Earthing Networks erecting , testing and commissioning according to technical specification
and BOQ.
• Integrating the new DG with the new Control Panels and existing power supply.

The scope of the work shall include any other works required to ensure a well-functioning Diesel
Generator and other equipment but not explicitly mentioned shall be the responsibility of the bidder:
1. Supply of adequately rated cables, lugs, connectors, screws, nut bolts etc. required for retrofitting and
other accessories, which are necessary for satisfactory operation of the DG though not individually or
specifically mentioned herein.
2. All Civil and electromechanical works as per CIVIL Specification required for correct mounting and
installation of DG and other equipment, taking in consideration the existing generator is placed on
paved ground and concrete blocks and other existing equipment which must be dismantled safely.
3. The unit shall be automatically and manually start and stop. The power supply system shall be complete
in all respect for supply, installation and should be deliver ready for operation, complete with necessary
fuel, coolant and lubricant to run the unit for 72 hours.

Program of work
The Contractor is to provide a construction program for Civil and Electromechanical works which has the
following information:
• Sequence of work.
• Holidays.
• Activity inter-relationships.
• Periods within which various stages or parts of the work are to be executed. Time scale: Working
days.

Update the program weekly. Identify changes since the previous version, and show the estimated
percentage of completion for each item of work.

2.3. Inspection and Testing.

2.3.1. Inspection
The generator set and materials shall be subject to inspection by the ADO engineer, at any stage of
project on site prior installation.
Approval by any of the above inspectors shall not relieve the contractor of his commitments under
the terms of the reference and this specification.
2.3.2. Factory Testing
The generator set manufacturer shall perform a complete operational test on the generator set prior
to shipping from the factory, for which a certified test report shall be provided. All testing shall be
performed with calibrated metering. This factory testing may be witnessed by the client, given a
minimum of two weeks’ notice.
Generator set factory tests on the equipment shall be performed at rated load and rated power
factor, as well as 1.0 power factor. Tests shall include, but are not limited to: run at full load, maximum
power, voltage regulation, transient and steady-state governing, and function of safety shutdowns.
A certified test report, in English, shall be provided documenting the results of these tests.

2.4. Materials and Equipment


Materials and equipment that to be supplied shall be standard and the manufacturer shall be also
well – known and equipment is commonly used .
The contractor shall give Name, address and Telephone number of the agent,
The tenderers are requested to state in their bid clearly and in separate letter all the deviations from the
contract specification if any.
2.5. Safety Protection for Personnel
Belts, pulleys, chains, flywheels, couplings, projecting set screws, shaft keys, and other rotating parts,
so located that any person can come in close proximity thereto, shall be fully enclosed or otherwise
properly guarded. Engine local control panels shall be "dead format" and shall have suitable barriers
or screens, wherever necessary, to protect personnel from contacting live electrical parts during
normal routine use. Removable panels that, when removed will expose live electrical parts, shall have
warning declare thereto.
- Diesel generators housing shall have fire detection system suitable for use in an area containing diesel
fuel. The fire detection system shall cut off the fuel supply from the tank in the event of a fire. The fire
detection system shall operate an alarm system.

2.6. General Requirements


• The diesel engine shall be directly couple to the alternator. The diesel engine, alternator, lubrication
Oil filters, fuel oil filters, lubrication Oil strainers, fuel oil strainers, and lubrication Oil coolers and other
accessories deemed necessary by the manufacturer shall be mounted on a common steel fabricated
base plate of sufficient strength to adequately support all equipment mounted on it, without
distortion, either during operation or shipment.
• The generator set shall be provided with a sound attenuated housing which allows the generator set
to operate at full rated load in the ambient conditions. The enclosure shall reduce the sound level of
the generator set while operating at full rated load to below 85 dBA at 1 meter from the generator
set. Housing configuration and materials used may be of any suitable design which meets application
needs, except that acoustic materials used shall be oil and water resistant. No foam materials shall be
used.
• The steel base plate shall be support on steel springs, working as vibration isolators specifically
designed for the weights involved. The isolators shall be furnished as a part of the equipment. All pipes
connections between the engine and accessories such as air intake and exhaust: shall be flexible
connections. These flexible shall be furnished as a part of the equipment. Owing to elastic suspension,
the set should always have the possibility to move freely surrounding structures.
• The diesel engine exhaust pipe shall be complete with silencer to eliminate noise and flexible joints to
eliminate transport of vibration.
• The diesel engine generators shall be factory-enclosed in a standard steel enclosure. The enclosure
shall have large, removable and hinged-access doors to allow complete access to the engine,
alternator and control panel. Each door shall be fitted with stainless steel, lockable hardware with
three sets of identical keys, and shall include retainers to hold the door open during service. Openings
shall be screened to limit access of rodents into the enclosure. The enclosure shall come equipped
with a heater for the prevention of condensation within the enclosure, and pre-installed lifting eyes
to enable movement of the whole unit.
• All as built drawings and layout shall be prepared using AutoCAD including but not limited to:
- single line diagram (SLD), DG layout, cable routing, civil and structural design.
• The contractor will be responsible for providing training course focusing on system operating,
maintenance and management, the scope of training and schedule shall be proposed by the
contractor and approved by ADO engineer.
• Maintenance period for the entire system shall be at least two years, including replacement for
components if needed, contractor shall supply all required materials, tools, devices, service, operating
and maintenance manuals and any requirements.
• It is the contractor responsibility to set a protection strategy to protect the system against lightning,
any equipment fails due to lightening will be replaced by the contractor and on his own cost.
• Guarantee for further period of 24 months of all equipment supplied under this contract from the
date of commissioning and handed over.
• Spare parts for 8,000 operating hours including all consumable emergency and maintenance
materials.
• The offer should include the local taxes, sales tax, customs duty and transportation to sites.
• All Equipment mentioned in this tender document shall be brand new.
• A comprehensive tool kit should be provided for each generator and other equipment to enable
regular maintenance and repair to be carried out for all likely scenarios for at least a two (2) year
period.
• The responsibility of the contractor to build all aspects of the project as submitted in the project
drawings and documents, such as cable routing, Panel(s) and earthing system.
• Contractor shall implement its standard Quality Assurance / Quality Control plan for construction
activities on the Project Site.
• The contractor shall supply all labour, tools, machinery, equipment and equipment transportation for
all work.
• The contractor shall keep the site clean and orderly throughout the duration of construction.
• The contractor shall provide permanent equipment marking, labelling and signage for the project.
• The contractor shall fully comply with all applicable notification, safety and work rules when working
with ADO.
• It is the contractor responsibility to clean the equipment once the construction work is completed.
• The contractor shall provide a time plan and test procedure for the process of commissioning.
• The contractor shall prepare a commissioning report and carry out all needed test procedures of
commissioning. The commissioning process should be witnessed and approved by ADO.
• The Contractor shall complete any required document or list, clean up the construction site and
remove any temporary structures, equipment or services, and construction debris. - Copies of all final
approvals and certifications shall be provided to ADO.
• The Contractor shall provide three (3) hard copy sets and one soft copy of the final Project as-built
documentation

2.7. Submittals

Bidders shall submit data sheets for the proposed materials with detailed technical specifications of the
DG and system components such as control panels, cables etc
Submittals for approval for DG shall be include but not be limited following:
- Component List - A breakdown of all components and options.
- Technical Data - Manufacturer produced generator set specification or data sheet identifying make
and model of engine and generator, and including relevant component design and performance
data.
- Auxiliary Equipment - Specification or data sheets, including, transfer switch, battery charger,
jacket water heater, main circuit breaker etc.
- Drawings - General dimensions drawings showing overall generator set measurements, mounting
location, and interconnect points for load leads, fuel, exhaust, cooling and drain lines.
- Warranty Statements - Warranty verification published by the manufacturer.

2.8. System Warranty

Bidders shall include in their offers system maintenance for One year’s/ 8000hrs, bidders shall provide
necessary equipment and components to run the system safely for such period including replacement of
components when needed at his own expense.
Bidders shall also carry out periodic preventive maintenance visits, the frequency, scope and nature of
such visits shall be consulted and agreed with ADO engineer, but it shall include the following as
minimum:

2.9. Technical support

2.9.1. Training
1. The contractor will be responsible for providing training course focusing on system operating,
maintenance and management, the scope of training and schedule shall be proposed by the
contractor and approved by ADO engineer.
2. The contractor shall also outline the content, and various levels, of their training courses.

2.9.2. Training program


The contractor shall include in his tender cost of training of operators and maintenance staff and local
focal point.
• The training should focus on three major topics which are listed below, and it shall be provided at
the site level to ensure competence in the operation and maintenance of the system provided, it
shall include hands on training.
The training program shall include but not limited to the following elements and activities for both
electrical and mechanical aspects:

✓ Generation Station safety and Operation,


✓ System description including system features, components and their functions, system software and
interface.
✓ Running DG safely.
✓ System operating procedures.
✓ System operating characteristics.
✓ System limitations.
✓ On-site system operation.
✓ System Maintenance
✓ System components and emergency troubleshooting, suitable tools and equipment’s.
✓ On-site inspection , operation and maintenance.
✓ Schedule of maintenance, safety checks and procedures
✓ Types of alarms and notifications.
✓ Energy Efficiency
✓ Contractor should provide basic training to all staff on energy efficiency best practices and energy
efficient alternatives.
✓ Customized basic energy management session for each site to all users on which appliances they can
run using the solar system.
✓ Printed leaflet should be available in Arabic presenting system on/off operation, simple
troubleshooting and basic maintenance.
✓ Bidders are encouraged to assign local focal.
2.9.3. Guarantee
The contractor shall state and guarantee of following:
- Fuel usage rates at 110%, 100%. 75% and 50% prime rated output (g/kWe)
and corrected values as noted.
- Maximum net output (kWe) of each diesel generator -
- prime net output (kWe) of each diesel generator .

2.9.4. Manuals, Catalogues and Electrical Drawings

Manuals, catalogues and drawings and any other documentation supplied shall be available in English
language, Service Manuals detailing operating instructions, a parts book, preventative maintenance
instructions, routine test procedures, troubleshooting chart and wiring diagrams shall be in the Arabic
Language, where possible. The following manuals and catalogues shall be supplied with each generating
set:
- Engine and alternator Manuals.
- Generating set operation Manual.
- Control installation and operation manual
- Maintenance Manual.
- Troubleshooting Manual.
- Workshop and Spare Parts service Manuals and catalogues.
In particular, the appended manuals should contain the following information:

2.9.4.1. Operating Instructions:

The Instruction Manual shall include detailed Operating Instructions and, as a minimum, should cover
starting, stopping, protection of circuits, automatic controls, battery charging, safety considerations,
method of adjustment of speed, output voltage, control timers, etc.

Performance parameters of the generator set shall be detailed for the operator's guidance and as a
minimum should cover output voltage, frequency, load, engine temperature and oil pressure nominal
values and acceptable limits. Circuit drawings with component identifications shall be included for
reference purposes.

2.9.4.2. Maintenance Recommendations:

The contractor shall provide complete maintenance procedures for all the equipment supplied. Schedules
for maintenance to be affected on a daily, weekly, monthly, etc. or on hourly run basis should be included.

Guidelines for the selection of fuel oil, lubricating oil, use of water treatment additives and anti-freeze if
applicable.
2.9.4.3. Troubleshooting:

Troubleshooting procedures shall be available to enable the timely diagnosis of a defect considered
likely to occur in service. Reference outputs and conditions shall be quoted to facilitate diagnosis.

Note:
It is mandatory that Two set of above manuals, catalogues, and electrical drawing/diagram, general
arrangement drawings, pipe works & layout, terminal point's details, foundation drawing and single
line logic diagram shall be supplied under this contract for each category of the offered equipment is
supplied with the bid (electronic versions). Bids shall not be acceptable unless the offer includes these
items.

2.10. Experience:
✓ The contractor must have experience of installing and maintaining Diesel Generators
of a similar size and scope. The contractor must provide details of five reference
projects (With International Organization) within the last seven years;
✓ provider of Statement of Satisfactory Performance from the Top 3 Clients in terms
of Contract Value the past 7 year;

2.11. Project staff: -


The bidder Should provide the following key personnel under the project.
• Project Manager: With at least (10) years of experience in electrical, civil or construction works
management including a minimum of (5) years of works in similar (Diesel generator project)
nature and magnitude of works described in this ITB in the region of Yemen. The Project
Manager shall be responsible for the successful management of assigned project, its technical
quality, schedule, logistics, project staff coordination, client communications, negotiating scopes
and fees, billing and client follow-up maintenance.
• Project Engineer: With a Bachelor’s Degree in Electrical Engineering from a reputable University;
with at least (5) Years of experience of work in electrical, civil or construction works
management including minimum of (3) years of works in similar nature and magnitude of works
described in this ITB in the region of the Middle East. The Project Engineer shall perform field
engineer duties including all setting out and applies the design as well as liaising with and
working alongside the engineers and sub-contractors. He shares responsibility for site security,
health and safety, and the organization and supervision of material and human resources in the
field. Ensure that material and placement comply with the technical specifications, will analyze
failure, and implement corrective and preventive action to ensure contracted quality is
provided, creates and maintains quality documentation, such as quality manuals, quality
procedures, etc., is responsible for planning, and carrying all required tests for using quality
material and their placement, continuously improving QA receiving inspection process and
procedures, and prepares QA/QC reports.
