Annex E: Financial Offer Form – Bill of Quantities

Supply and Installation of Solar Power Operation System for 10 Water Boreholes Pumps in
Darashakran, Kawergosk, Qushtapa and Basirma Camps in Iraq

The Bidder is required to prepare the Financial Offer as indicated in the Invitation To Bid.

1. All prices/rates quoted must be exclusive of all taxes, since the UNHCR is exempt from taxes.

2. The rates shall be used for the price analyses and evaluation purposes or any other
requirements during the project implementation and shall be fixed and firm for the duration
of the contract and any claim for price adjustment will not be entertained. The prices shall be
inclusive of all facilities, office running cost, communication, transportation, and company
overheads etc.

3. The price of the items in the BOQ shall include all what is necessary to provide best quality
workmanship required for the respective works.

4. Offers are expected to reflect realistic prices. Any gross deviations from the prevailing market
prices or unethical manipulations may cause the offeror to be disqualified.

5. UNHCR has the right to increase or decrease for any item quantity or minor modifications to the
structures for the same unit price in the BOQ or to omit any item / structure considered not
necessary without any compensation to the contractor.

6. All the work items should be done according to IRAQI General Technical Specifications
(IGTS) and the instructions of the supervisor Engineer.

7. All materials must be NEW from best type, approved by supervisor Engineer.

9. The contractor shall provide samples for all materials to be used in the project prior to using
them in order to get approval from supervisor Engineer.

10. It is the duty of the contractor to check the designs for accuracy and adequacy, otherwise the
Employer take no risk of the contractors failure to accomplish the work.

11. The contractor shall provide all required manpower, transportation, equipment, tools, machinery
and whatever necessary to provide best quality workmanship required for the respective works
unless otherwise stated below.

12. In case of any difference between BOQ, designs and/or drawings; the instruction of
supervisor Engineer will govern.

13. After all works finished the site must be cleaned from all debris and neglected materials must be
removed to anywhere define by municipality.

14. All works should be tested and approved by the supervisor engineer upon completion.

15. Any damage resulted from defect in execution by the Contractor on the executed works during
the defects liability period (3 years after Substantial completion of the work) should be repaired by
the contractor and at his own expense and during a week after receiving a notice in writing from
UNHCR.

16. If the Contractor fails to deliver the services within the time period(s) stipulated by the
contract, UNHCR shall, without prejudice to its other remedies under the contract, invoke claim for
Liquidated Damages.

NOTES:
1. The work described here represents: provision of materials, equipment, labour by the contractor to the
project site to build and install a Photovoltaic Solar Panel System to operate TEN of the existing bore holes
in Erbil Refugee Camps (Qushtapa, Kawergosk, Darashakan and Basirma) - Erbil Governorate. All the work
should be done according to the International & Iraqi General Technical & Specifications and Work Safety
Regulations.
2. The Contractor shall submit samples/certificate of origin and quality of the materials to be used in the
project to the Supervisor Engineer, for approval, before commencement of works. The Supervisor Engineer
can reject any material that will not comply with the specifications, and should be replaced by the contractor
without extra cost, also the Supervisor Engineer can ask for any Laboratory Test, Certificate of Origin &
Quality to insure the quality of the material used and work on the contractors own. All the solar system
(equipment's and accessories) should be warranted for 24-months minimum, from the date of installation for
failures caused by faulty design, materials and workmanship.

3. The Contractor shall install TWO steel sign board 1.2 x 1.8 m with calligrapher wages to achieve visibility
of the Project.

4. All the mentioned quantities are estimated ones & should be subjected to actual measurements after
completion of the project

5. The Contractor shall appoint a qualified site engineer and surveyor to represent him on site with FIVE
years of professional experience to work in such project full time on the sites during the contract period.

6. The Contractor shall repair all damages happen to the (exist pipeline, electric poles & cables, houses,
streets & sewerage channels) during implementation of the project in the area. The contractor shall remove
all debris and site waists after completion of works to dump sites that approved by the municipality.

descriptions/specifications. All the provided below materials should be of
Western Origin of approved quality by supervisor Engineer (Certificate of
Origin and Quality should be provided). The System/driver should always
work on solar, but if the production is too low or sun not available, it should
has an automatic compensation/changeover to work on grid/generator with
possibility of fully programming.
1.1 Solar Panels, Polycrystalline PV Solar Modules 315 W, No. 105
internationally certified by TUV Rheinland to ISO, BS
and UV standards with required certificates.
1.2 PV panel connection box, Earthling & Protection System Set 1
1.3 Mild Steel Structure/Tower, Module Support Structure Set 1
and Concrete Foundation for Solar Panels of required
high (according to the site requirements and supervisor
Engineer instructions) for mounting the solar panels
required to power the submersible pumps and designed
to BS5950. The structure will be made of square hollow
galvanized steel with vandal proofing. The structure
steel for the support of the PV module will be made of
galvanized medium gauge square hollow sections and
angle iron anchored to the RC base in 600 mm deep
hole 450 mm diameter.

1.4 All required types & sizes of Electrical Cables with all Set 1
connections between Solar Panels, Inverter,
Submersible Pumps, Generator and Terminal Electrical
Boxes. 4, 2 cores DC, Copper Earth Cables with all
required accessories.
1.5 Pumping Controller System (Including Smart Inverter, Set 1
MPPT, Pump Controller, Frequency Drive, Dry Running
Sensor, Filter/Sine Wave Filter, Circuit Breakers (9
Strings Min.) Surge Protection & Protection System with
all other fittings, accessories and required works.
