CONSTRUCTION METHOD STATEMENT
Introduction
The purpose of the Outline Method Statement is to outline Intergreen Technologies W.L.L.
(Contractor) approach to managing the installation, construction and commissioning works for the
proposed rooftop solar PV system at BWWP. (Client), Bahrain. This document includes specific
comments on the site establishment, logistics, and the process of managing the overall environment
surrounding the project. It will also ensure that the construction works cause the minimum
disruption to Client’s business operations. The agreed contents of the Outline Method Statement
will form part of the development plan and will be agreed with the Client. This document will
constantly be reviewed and any changes or improvements will be added and agreed with Client and
the document will be re-issued. This Outline Method Statement is subject to third party approvals
and therefore amendments are likely. Formal approvals and activity methodology approaches will be
addressed in detailed submissions to the design team and the Client. Liaison with the interested
parties will continue throughout the project, as information is updated and as the project develops.
Particular attention will be paid to ensure that the Client is kept appraised of progress and future
works on the project. Generic statements contained herein are to be further developed into plans,
procedures, and detailed method statements as the project develops. This document is to inform
interested parties and will be used as the background for the detailed construction method and risk
assessments, and will be included in all specialist trade contractor portions of the works.

About the Project


The Client is installing a rooftop solar PV system at their premises in Askar, Bahrain and have invited
the Contractor to bid for installation & Commissioning of the system. IGT has studied the provided
site details and conducted site visit then submitted the proposal. The Client shall supply all the
materials required for the project. The Contractor’s scope of work includes installation, testing and
commissioning of the system. The system will be interconnected to the national grid of the
Electricity and Water Authority (EWA) as per Bahrain’s net metering and grid connectivity guidelines.

Scope of Work
Our scope of work includes Installation and Commissioning (I&C) for the rooftop solar system. Our
activities will include:
 Installation and Commissioning of the Proposed Solar System includes,

o Mounting Structure assembly using specific glue.


o PV Panel Integration into the Mounting structure.
o DC wiring and cabling with all required devices and accessories.
o Installation of DC side isolating and protection devices with all safety factor
considerations issued by EWA.
o System Earthing Installation.
o Installation of string inverters with DC and AC terminations.
o Installation of Sub main Panel (Solar SMP) with all necessary safety devices.
o AC Cable terminations to complete the system with adequate ECC installations as
per EWA regulations.
o Installation of walkways and lifeline.
o Supply of cable ties, cable markers and silicon sealant.
o Testing and commissioning the system.

Exclusions to scope of work Include

Duration of Works
The expected duration of works is 5-6 weeks

General Precautions
The Contractor will ensure

 Personnel have a responsibility to conduct work in a safe manner.


 Appropriate warning signs will be used on site were relevant – these may include, but are
not limited to:
o Hard Hats To Be Worn
o No Entry to Unauthorized Persons
o Works in Progress
 All operatives will be made aware of the site specific fire evacuation procedures during the
site induction.
 All routes will be kept free of obstacles and trip hazards during the period of installation.
 Appropriate PPE will be worn by all individuals on site during the period of works, including
hard hats, high visibility vests, and safety footwear, as well as gloves and goggles where
required.
 Two or more people will carry larger or heavier items.
 The scaffolding will be checked weekly to ensure safety.
 All personnel are to sign in and out of the site.
 All areas of work will be left in a clean, orderly condition.
 All items of equipment are to be stored appropriately on site..

PV Specific Health and Safety

 A PV panel is live when exposed to light. A PV panel cannot be switched off.


 DC voltages are more hazardous than AC voltages due to the nature of the shock, which
causes contraction and can lead to the victim of a shock holding onto the conductor.
 Arcs created when attempting to break a DC current can be alarming and can damage test
equipment. Test leads with PV shielded connectors at one end must be used, not standard
multi-meter test probes.
 All persons overseeing the installation work will be experienced with, or have had specific
training on, working with such systems.

Operatives / Competence

 All personnel on site will be required to attend the on-site induction prior to beginning of
works;
 All electrical works to be undertaken by qualified electricians;

Welfare
The client is responsible for providing adequate washing, toilet, drying and refreshment facilities for
Intergreen Technologies staff and subcontractors; Intergreen Technologies are responsible for
ensuring that such welfare facilities are maintained in a clean and wholesome manner.

Working at Height

Falls from height remain the one of the biggest causes of work-related death in the Solar PV
Industry. Due to the nature of this work falls from height are an obvious and ever present risk. All
employees have been made aware of the dangers and consequences of falling from height;
therefore, all working at height will be properly planned, organized and supervised. Only competent
members of staff will be allowed to work at height and it is the responsibility of the site
foreman/senior person to ensure conditions are safe before allowing any work at height to take
place.

The foreman/senior person will carry out a risk assessment before allowing work at height and put in
place equipment and measures to prevent falls occurring. Where he/she cannot eliminate the risk of
a fall, he/she will put in place measures and equipment to minimize the distance and consequences
of a fall, should one occur.

Ladders
Operatives are trained and competent in ladder use; ladders will only be used without fall protection
where the work is light and of short duration AND where the operative can complete his task by
maintaining 3 points of contact on the ladder i.e. both feet and at least one hand.
Ladders must be Class 1 or EN 131 Industrial grade and be in good condition, and located properly
prior to use, i.e. the foot of the ladder should rest on a firm, level, non-slippery surface, and should
be footed or tied on the stiles to prevent slipping. Proprietary stabilizers and other equipment could
be used where there is a risk of ladders slipping, or if it is uneven ground. Ladder stand offs could be
used where access to the roof is required, and the ladder will extend a minimum of 1.05 meters
above the gutter. Ladders should be set at a base to height ratio of 1:4. Ladders are to be locked
away or removed from site at the end of each working day.

Scaffold

The Contractor will ensure that all working platforms, supporting structures and edge protection are
erected by competent personnel who possess the adequate training, knowledge and experience.
Where required, the hand rail will extend a minimum 0.95 meter above the working area and a mid-
rail max 0.47 meter gap will also be in place. The site foreman will ensure a handover certificate is
received from the contractor prior to allowing access to the scaffold. During the works access to the
scaffold will be via ladder, which will be tied off at the top, ladders will be removed or boarded off at
the end of each shift to prevent unauthorized access. All scaffolding is to be left at the end of each
working day in a manner to prevent unauthorized access and use.

Mobile Elevating Work Platforms (MEWPs) to include cherry pickers, scissor lifts, self-propelled
booms, vehicle-mounted platforms etc.
MEWPS will be supplied by a competent company. The site foreman/senior person will ensure that
only competent members of staff are allowed to use the MEWP; competent means someone with
the necessary knowledge, training and experience to operate the MEWP safely and without risk to
himself or others, i.e. PAL / IPAF card holders. Where specified, a safety harness and attached
lanyard will be worn whilst working in the MEWP. All staff will be trained to operate the MEWP from
the ground controls.

Aluminium Tower Scaffold


The site foreman will ensure that Aluminium tower scaffolds are erected in compliance with
manufacturer instruction by a competent person. Aluminium tower scaffolds must be used on flat
level ground and the stabilizer riggers must be fully deployed and secured prior to working from the
tower.
Daily visual checks will be carried out by the competent senior person on all the above items and
defects reported immediately. Any equipment suspected of being unsafe for whatever reason will be
withdrawn from service for repair or replacement.

Contractor/Visitor Safety
Contractor will liaise with other contractors' staff on a day-to-day basis and ensure they are aware of
the risks present during the works. Staff and contractors will not leave any area of work in a
dangerous condition or with risks to themselves, other contractors, tenants, or visitors; all tools and
equipment will be cleared to secure storage at the completion of each shift. Scaffold, ladders and
any other access to height will be made inaccessible.

Tools and Electrical Equipment


All items of tools and equipment will be visually inspected on a regular basis and prior to use,
defective or damaged equipment will be removed from service. Electrical tools will be 230V
maximum, battery powered tools will be used where possible. Subcontractors will not be allowed to
bring on to site any damaged or defective tools, the site foreman is responsible for ensuring all tools
and equipment brought on the site are fit for purpose.

Installation Methodology
Access
Client has to provide a permanent access to the roof using suitable ladder system installed prior to
commissioning of works. A temporary scaffolding system will be installed throughout the duration of
the works for access of workers to the roof and transportation of materials to the rooftop.

Working Hours
The core working hours will be restricted to 07:30am to 4:30pm Saturday to Thursday. No work shall
be carried out on Fridays and other public holidays. Any works outside these hours will require
WCC’s approval. It is envisaged the solar PV installation will be staged over approximately 5-6 weeks
and will include periods of site preparation, installation, testing/commissioning prior to completion
and project handover. Once operational, site visits (for maintenance) typically occur during normal
working hours, unless there is an emergency. The site will be remotely monitored and therefore
access will only be required for routine maintenance (typically every 3-4 months) and to respond to
any fault alarms or emergencies during the Defect Liability Period.

Indicative Programme of Works
 Week 1 will see initial deliveries to site including walkways, trays etc., excluding inverters
and solar panels. There will be a number of other deliveries to the site including cabling,
machinery and temporary site welfare with office.
 Week 2 will see items on site to be marked out. Modules are expected to begin installation
towards end of this week
 Weeks 3 – 5 will initially see installation of cable ducting and PV modules. Remaining
modules will then be distributed across site, and installed.
 Weeks 5 – 6 will see inverters installed and the commissioning.

Installation Working Environment


• The site is exposed to the elements, being outside.
• All personnel will be required to wear appropriate PPE to protect them from adverse
weather conditions and will be encouraged to stay hydrated.
• Works should cease in bad weather (persistent heavy rain, storm, high winds) as instructed
by the site manager.

Distribution of Goods
• PV modules should remain in their packaging until they are installed onto the module
mounting support structure framework. All packaging will be removed from site daily.
• The support framework and modules will need to be manually handled; protective gloves
should be used for this.

Storage
• Solar modules and framework will be protected from the elements and securely stored at
site.
• PV module packaging should be kept dry to avoid collapse or compression of the packaging
which might lead to damage to the modules or other equipment.
• All other equipment will be stored and secured until ready to be installed.

Installation
• Gloves are to be worn by personnel whilst installing the module mounting support structure
to protect against sharp edges and hot / cold surfaces and final connections to complete
works.
• Gloves should be worn when lifting and carrying modules to protect against sharp edges and
corners.
• Modules are fixed to the mounting structures.
• PV modules only weigh approximately 25kg, but have a large wind uplift area and so should
be handled by 2 persons. Works may need to be discontinued in adverse weather
conditions.
• PV modules are made of glass, and are there for at risk of fracture or cracking. Care of
handling is to be a priority.
• Any damaged modules are to be wrapped and repackaged to avoid any further damage and
risk of injury to persons. They are to be clearly marked as damaged and returned to a
storage area. The site manager must be notified.
• Once a module is exposed to daylight, it generates a DC voltage.
• The modules are pre-wired with touch-proof connectors which isolate the current, but care
must be taken not to interfere with or expose the terminals. The voltage generated from
one module is not considered dangerous (approximately 48 Volts). As the modules are
connected to each other, the voltage increases and so does the risk of a harmful shock.

• Before each module is fixed into the framework, a simple voltage check should be carried
out to ensure that the module is operating.
• Any suspected faulty modules should be set aside for return.
• Protect the cables from stress (i.e. ensure they are not trapped or trodden on) during
installation as well as during storage prior to installation.
• All cables must be fitted with multi-contact shielded connectors (MC4s) at both ends before
connection to the modules is made to prevent the possibility of personnel being exposed to
bare live conductors.
• Keep the DC connectors dry where possible.
• As the modules are installed, they will be cabled up in series-connected ‘strings’. As each
string is connected, a string voltage and polarity check will be carried out to ensure that all
connections are sound, and findings recorded on a DC test sheet.
• All DC cables are to be labelled at both ends with the string number.
• All DC cables will be tested and logged on test sheets.

Discovery of Asbestos Based Materials


• Should any materials be discovered during the course of any works, which are considered to
possibly contain asbestos fibres, then works in that area will stop immediately.
• No materials will be disturbed or removed by site personnel at any time.
• If asbestos based materials are found to be present on site the client shall be informed
accordingly

Noise
• Best practice means to minimize noise and vibration from the site will be employed at all
times
• Work will only be undertaken between the hours specified in Duration of Works, to avoid
noise at unreasonable hours
• Care will be taken when loading and unloading vehicles, installing and dismantling
scaffolding, etc. to minimize noise impact

Waste Disposal
• Contractor shall remove all debris and rubbish from site, and dispose of it appropriately.
Relevant waste and resource management procedures will be communicated to all
operatives during the initial site induction. This will include details on the appropriate
segregation, handling, recycling, reuse and return methods to be used at all appropriate
stages of the project.
• A specific area shall be laid out and labelled to facilitate the separation of materials for
potential reuse, recycling, and disposal. Recycling and waste receptacles are to be kept clean
and should be marked clearly in order to avoid contamination of materials.
• Potential waste streams during the construction process includes the following:
o PV module packaging material: PV modules typically arrive on wooden pallets and
these will be either returned to the manufacturer or forwarded to a pallet
management company for reuse. These pallets are often encased in either wood
crates or cardboard boxes; this material will be segregated and then removed from
the site on a regular basis.
o Packing materials for other various components, such as screws, cabling, and
mounting frames. Any non-recyclable waste will be segregated for regular removal
to an appropriate disposal site.

o Food waste from workers. Personal rubbish will be collected along with non-
recyclable packaging materials, for disposal at an appropriate disposal site.
o Appropriate welfare facilities including toilets will be hired for the duration of the
construction period.

Dust
• The installation of PV panels on to the roof of the building is unlikely to result in a dust
nuisance.

RISK ASSESSMENT STATEMENT
Staff Information Sheet
The following method statement has been developed to provide a safe system of work and must be
adhered to at all times, any significant deviation from this system must first be authorized by your
manager or safety representative.

Please read the entire sheet before beginning the procedure, if you have any questions please
contact your manager or safety representative.

The main hazards to your safety and health are:

6. You must not lift beyond your capabilities, get help if necessary.
7. You must follow all directions given by the manager or his agents.

Task Description
Supply, installation and commissioning of Solar PV system for Housing units

Step-by-Step Process Preparation


1. Report to client or site office and inform site manager of arrival, collect permit to work
where necessary.
2. Attend any induction as required by the Principal Contractor.
3. Put on your personal protective equipment.
4. Take tools and equipment to work area.
5. Cordon off work area, if required to do so.
6. Ensure the area to be worked and exit points are clear of obstruction and that safe access
and egress is maintained.
7. Check any electrical or hand tools for damage or faults, faulty or damaged tools must be
removed from service immediately.
8. Ensure water system is isolated before work starts.
9. Do not leave tools and equipment unattended at any time.
10. Ensure area is left safe at the end of each shift.

Installation Procedures
1. Liaise with client, other contractors and facilities manager to arrange work schedules.
2. Use stairs to access loft space, carrying light equipment and tools.
3. Solar panels to be hoisted to roof using access equipment and safe handling techniques.
4. Aluminium support structure to be installed as per manufacturer instructions.
5. Carefully unpack solar wires and fixings.
6. Follow manufacturers' installation guidelines at all times.

7. Mount solar panels to the structure using fittings provided by manufacturer, and carry out
the necessary cabling (AC & DC) works, abiding by the attached Installation Quality Checklist.
8. Correct PPE is to be used during the entire installation procedure.
9. Conduct thorough quality check of the installation as per the Installation Quality Checklist.
10. Carry out any pre-commissioning tests as required by EWA and international best practices.
