Recommended Motion: To approve an Ordinance of the City of Kirksville, Missouri authorizing the
Mayor to execute a Water Tower Agreement between the City of Kirksville and Hannibal Regional
Healthcare Systems, Inc. (HRHS) for the transfer of city-owned land to accommodate HRHS
development in exchange for a location and access for the placement of a city-owned water tower.

Background: Hannibal Regional Healthcare Systems, Inc. (HRHS) is acquiring land on Illinois Street
that includes approximately 240 acres with a portion of this property, 170± acres for the development
of healthcare facilities. The City owns easements through the middle of this property that were
acquired for the future location of a water tower, and a proposed roadway. HRHS approached the
City about selling the City’s approximate 5 acres in return for HRHS providing an alternative location
for the City’s future water tower, and access.

Because of other concerns expressed by the City, HRHS is willing to establish a relationship with A.T.
Still University to assist in providing quality critical hospital and clinical training specialties to
accommodate clinical rotations, and will commitment to acquiring the existing hospital facility should
the opportunity present itself so that Kirksville is not left without a hospital.

Citizen Impact: This approval of this Ordinance is in line with Chapter 1: THINK Community Identity.
Objective 1.3: Improve access to quality, integrated, and supportive resources, so they are available
for all members of the community.

Fiscal Impact: The City purchased this property over 20 years ago with a long-range plan to construct
a roadway and a new water tower. HRHS will compensate the City $10,000 per acre and ensure the
City will not incur additional expenses to raise the tower and relocate the water main to accommodate
this land transaction.
