DNV has the following reply to your question (ref below):

Dear Sir,

Thank you for contacting DNV's DATE® service.

Since Inmarsat-C no.1 & no.2 as the primary/duplicated equipment

for sea area A3 are inoperative, we can only support to approach the flag
for issuance of a short term Safety Radio Certificate for sea area A1+A2
and CA valid until next convenient port (i.e valid for one month) subject
to following conditions:

1. The ship operation is limited to sea area A1+A2;

2. In case LIRT is integrated with Inmarsat-C, the managers agree with

the flag about sending ship's position to the flag designated
database/email manually on regular basis;

3. Risk Assessment to be carried out by ship master and mitigating

actions to be put in place; and

4. Coast/port state authorities are duly informed of the deficiency prior

to arrival at and departure from port.

If SSAS is connected to Inmarsat-C, the following points and risk

assessment for the interim period should be taken into consideration:

1. Security message stored in draft on email;

 2. Emergency contact numbers are displayed at the side of all Inmarsat
phones;

3. Inmarsat phones to be pre-programmed and emergency numbers to

be on speed dial;

4. All officers re-familiarised to use the fax, email and Telephones; and

5. Vessel contacts company at regular intervals.

Due to urgency of this case, you may approach the flag directly based on
above recommendations from DNV. Meanwhile, please keep us updated
on flag's response.

Re: SAT C#1, #2 trouble

Vessel is currently underway to Hazira; ETA 12.09.2022; ETD 13.09.2022

Kinldy note that vessel has suffered damage to her SAT#1 and #2 due to Lightening strike.
Currently the SAT C#1 and #2 is inoperational. The trouble and repair of the SAT C is being
arrange at Hazira, however due to paucity of time prior departure, it is highly like that the repair
cannot be completed prior departure.

The subject issue has been reported to Flag Admin and dispensation has been sought.

Kindly provide with class recommendation regarding the subject defect for Flag review
