APPROVING THE PROPOSAL TO GRANT SONA INCENTIVE AWARD

CHARGEABLE AGAINST THE HLURB INCOME

WHEREAS, Section 9 of Executive Order No. 648, Series of 1981, as amended by

Executive Order No. 90, Series of 1986, authorizes this Board to directly utilize its income
generated from fees, fines charges and other collections in the performance of its functions
to defray operating expenses and provide allowances to its personnel;

WHEREAS, Rule XI, Section 2 of the Omnibus Civil Service Rules implementing Book
V, Subtitle A of Executive Order No. 292, otherwise known as the Administrative Code of
1987, underscores the responsibility of the heads of agencies for the establishment of units
to look into the welfare of employees;

WHEREAS, the Chairman of HUDCC has favorably considered the memo, dated
September 1, 2003 of the Key Shelter Agency Employee's Association on the grant of
SONA Incentive Award citing the aforementioned Omnibus Civil Service Rules in view of
the recognition of the efficient and effective contributions and untiring efforts of all officers
and employees of the housing agencies in the successful attainment of its goals as
mentioned in Pres. Gloria Macapagal Arroyo's State of the Nation Address;

WHEREFORE, BE IT RESOLVED AS IT IS RESOLVED to APPROVE the

proposal to grant SONA Incentive Award at a reasonable amount, the funding of which
shall be charged against the HLURB income.

APPROVED, subject to availability of funds and existing accounting and

auditing rules and regulations.
