‘The committee shall perform the following functions:
1. Ensure that plans, programs, strategies and activities espousing the DILG Core Values are
implemented and reflected in the Regional SPMS;
2. Ensure that funds are appropriated for the implementation of activities, subject to existing
accounting rules and regulations;
3. Advocate and promote the DILG Core Values through culture building strategies in the (4) HR)
Systems: Recruitment, Selection and Placement, Learning and Development, Performance
Management and Rewards and Recognition;
4. Ensure that various media (Facebook Page, RO Website and publication) are made available for
the dissemination of DILG Core Values articles and IEC and AVP materials among all DILG
personnel and stakeholders through the Local Governance Resource Center (LGRC);
5. Submit an implementation plan to integrate the DILG Core Values, programs, strategies and
activities In the Regional Office for approval of the Regional Director;
6. Implement monitoring and evaluation of the responsiveness of the application of this Circular and
submit report/s thru the Office of the Assistant Secretary for Human Resource Development

SUBJECT : DILG CORE VALUES PROGRAM
4. Background
The Department of the Interior and Local Government (DILG) upholds the core values
of Integrity, Commitment, Responsiveness and Teamwork (ICRT) in the effective
and efficient delivery of its mandate pursuant to DILG Circular No. 2007-06 dated April
25, 2007 re: DILG Code of Conduct and DILG Circular No. 2021-19, dated October
20, 2021 re: Department's National Quality Management System (NOMS). The DILG
in its endeavor to further strengthen and inculcate these values in ifs officials and

2. Legal Bases
2.1 Section 1, Rule Vill of the Omnibus Rules Implementing Book V of Executive
Order No. 282, s. 1987 provides that "The development and retention of highly
competent and professional workforce shall be the main concern of every
department or agency, henceforth, a continuing program for the development
of skils, talents and values for better public service shall be established",
2.2 Section 12 of Republic Act No. 6713 of February 20, 1989 otherwise known as
Code of Conduct and Ethical Standards for Public Officials and Employees
highlights that ‘It is the policy of the State to promote a high standard of ethics
in public service. Public officals and employees shall at all times be
accountable to the people and shall discharge their duties with utmost
responsibility, integrity, competence and loyalty, act with patriotism and justice,
lead modest lives and uphold public interest over personal interest”;
2.3 Chapter 7 of the Philippine Development Plan 2017-2022 underscores the
need to “increase the level of cultural awareness, inculcate values for the
‘common good, cultivate creativity and amplify national pride among Filipinos.
These must be resonated in development plans across level of government,
supported by adequate resources, capacity building on culture-sensitivity, and

2.4 DILG Circular No. 2007-06 dated April 25, 2007 re: DILG Code of Conduct
25 DILG Circular No. 2016-05 dated March 1, 2016 re: Formal Adoption and
Guidelines for the Strategic Communications Brand, Brand Identity Manual,
and the Enhanced Functions of the Public Affairs and Communication Service;
and
2.6 DILG Circular No. 2021-19, dated October 20, 2021 re: Department's National
Quality Management System (NQMS).
3. Scope/Objectives
This program enjoins all DILG Officials and employees to:
3.1 Practice and ensure sustained implementation of DILG core values: “Integrity,
Commitment, Responsiveness, and Teamwork" (ICRT) aligned with the
Quality Policy, Mandate, Vision and Mission;
3.2 Adhere to the Brand Identity Manual by demonstrating the DILG brand of
Matino, Mahusay at Maaasahang Kegawaran para sa Mapagkalinga at
Maunlad na Pamanalaan,
3.3 Provide documented standard behavior guidance/practices to officials and
employees;
3.4 Generate support for continuous implementation of value-driven programs and
activities; and
3.5 Develop a module that will raise the awareness of officials and employees on
the DILG Core Values.
4. Development Strategies
4.1 Awareness of DILG Core Values in Department Activities
4.4.4 Core Values programs shall be included in the following DILG activities
to raise awareness and remind officials and employees to display DILG
core values and ethical standards in the performance of their duties
and functions:

accordance with the PPAs.
4.1.2. Display of DILG Core Values
The DILG Vision and Mission, Quality Policy, and Core values shall be
posted in conspicuaus places and in every office serving as reminder
to officials and employees on how they should properly behave and
act in the performance of their duties and functions.
4.1.3. Use of standard presentation on the core development programs of
the Department to be shown during programs and activities

correspondences, written notices (as provided in Department Circular
No. 2021-16 dated July 19, 2021 re: Guidelines and standard formats
for Correspondences and Policy Issuances) bearing the core
values/branding.
4.2 Recruitment and Selection Process
‘The DILG core values shall form part of the selection criteria to determine the
alignment of the applicant's values with the DILG's. The applicants shall be
assessed through Behavioral Interview Questions and other assessment
methods, using the “Situation, Task, Action and Result’ (STAR) approach to
be able to determine if they possess or embody the DILG core values.
The DILG core values shall be included as one of the selection criteria. in
choosing the best office or official/employee in the DILG Program on Awards
Incentives for Service Excellence [PRAISE] to encourage creativity,
innovativeness, efficiency, integrity and productivity in public service
4.4 Strategic Performance Management System (SPMS) of the DILG
Coaching and Mentoring sessions under the Department's SPMS shall be
conducted in order to provide guidance to employees on how to behave and
act in accordance with the DILG core values. These shall be given emphasis
to provide an enabling environment to improve individual and team
performance as well as manage and develop individual potentials.

a )4.5 DILG Core Values in the Workplace
4.5.1 Learning and Development (L&D) needs of the employees shall be
identified based on their self-assessment and the
recommendation/feedback of their respective supervisors/superiors.
4.5.2 Core Values Development modules, programs and activities shall be
designed and included in the Department's L&D Plan and shail be
developed in line with identified L&D needs.
4.6 Dissemination, Posting and Sharing of Information regarding the DILG
Core Values
A communication plan shall be established for the widest dissemination of
information regarding the DILG core values aligned with the Department's
Code of Conduct, Quality Policy, Mandate, Vision and Mission.
4.8.1 Approved copy of DILG Core Values program shall be disseminated
and posted in the DILG Website to ensure awareness,
understanding and its relevance to the roles and functions of all
officials/employees in the Department; and
4.62 Articles on Values Development shall be featured and printed in the
DILG Digest, posted in the Official Facebook Page, and other
Information, Education and Communication (IEC) materials
4.7 Core Values in the Department's Feedback Mechanism
The DILG Core Values shall be added as criteria in the evaluation of
services provided by the Department to its external and internal clients as
stipulated in the Citizen’s Charter and Quality Management System
5. Roles and Responsi
‘The advocacy, support and implementation of the various activities and programs
that are aimed to strengthen the manifestation of the Department's core values and
‘embed them in the culture of the organization shall be a collective undertaking of
the DILG management, support units in the CO and RO, designated value
advocates and the entire DILG workforce.
5.1 Central Office
CENTRAL CORE VALUES COMMITTEE
‘The DILG Central Office Core Values Committee shall be created and

OPCR of every operating unit in the Department,
Appropriate funds in the implementation of activities, subject to
existing accounting and auditing rules and regulations;
- Advocate and promote the DILG Core Values through culture
building strategies in the four (4) HR Systems: Recruitment, Se-
lection and Placement, Learning and Development, Performance
Management and Rewards and Recognition;
~ Ensure that an effective communication pian shall be in place and
various media (DILG Facebook Page, DILG Website, DILG Di-
gest) are made available for the dissemination of DILG Core
Value articles, IEC and AVP materials among all DILG personne!

the application of this Circular and submission of report to the Un-
cersigned thru the Office of the Undersecretary for Local Govern-
ment and the Assistant Secretary for Human Resource Develop-
ment (ASHRD);
- Oversee the review of the sustainability and responsiveness of
each program and activity and provide updates in the implemen-
tation of the DILG core values and its behavioral indicators, at
least every five (5) years; and
- Ensure that the DILG Quality Policy, strategic direction and core
values are aligned.

5.2.1 Regional Core Values Program Committee
The DILG Regional Offices shall create a Regional Core Values
Committee, which shall be headed by the Assistant Regional Director
and may be composed, but not limited, to the following members:
- Chief, Finance and Administrative Division
~ Chief, Local Government Capability Development Division
- Chief, Local Goverment Monitoring and Evaluation Division
- Human Resource Management Officer
- Regional Legal Officer
- Representatives from Provincial/HUCs Offices
Said committee shall perform the following functions:
- Ensure that plans, programs, strategies and activities espous-
ing the DILG Core Values are implemented and reflected in
the regional SPMS;
- Ensure that funds are appropriated for the implementation of
activities, subject to existing accounting rules and regulations;
- Advocate and promote the DILG Core Values through culture
building strategies in the four (4) HR Systems: Recruitment,
Selection and Placement, Leaming and Development, Per-
formance Management and Rewards and Recognition;
- Ensure that various media (Facebook Page, RO Website and
publication) are made available for the dissemination of DILG
Core Values articles and IEC and AVP materials among all
DILG personnel and stakeholders through the Local Govern-
ance Resource Center (LGRC);
= Submit an implementation plan to integrate the DILG core val-
ues, programs, strategies and activities in the Regional Office
for approval of the Regional Director: and
- Implement monitoring and evaluation of the responsiveness of
