1. 10th Consultation Meeting for Evolving Transmission Schemes in Northern Region was held on 30/08/2022 at NRPC office, Delhi.
The List of participants is enclosed at Annexure-A.
2. CGM (CTU), welcomed all the participants to the 10th Consultation Meeting for Evolving Transmission Schemes in Northern Region
and after that the agenda was taken up for discussion.

3. Confirmation of minutes of the 9th Consultation Meeting for Evolving Transmission Schemes in Northern Region.
It was informed that minutes of the 9th Consultation Meeting for Evolving Transmission Schemes in Northern Region constituents
held on 28/07/2022 were issued vide letter dated 11/08/2022. Regarding the grant of Connectivity to Tidong HEP (150 MW), it is to
mention that in present meeting, revision in Connectivity & LTA grant of Shongtong HEP is also being discussed which will need
review of Connectivity system of Tidong HEP, utilizing the common corridor.
With above modifications, the minutes were confirmed as circulated.

A. Application related matters in Northern Region

1. Proposal for grant of Connectivity to the applications received in July’22 from Renewable Energy Sources
It was deliberated that following 01 No. of Stage-I Connectivity application was received in the month of July’22 and was agreed to
be granted as per the details below:

➢ It was mentioned that the grant of Stage-I Connectivity shall not create any right in favour of the grantee on ISTS infrastructure
including bays. Stage-I Connectivity grantee shall be required to update the development of their generation project and associated
transmission infrastructure as per format RCON-I-M (available on CTU website>>Stage-I / Stage-II Status Monitoring Portal) by 30th
day of June and 31st December of each year.
➢ Further Stage-I Connectivity grantee is required to secure the Stage-II Connectivity for physical connectivity with the ISTS grid within
24 months. The Stage-I Connectivity grantees who fail to apply for Stage-II Connectivity within 24 months from grant of Stage-I
Connectivity shall cease to be Stage-I Grantee and their Application fees shall be forfeited.

2. Stage-II Connectivity applications


It was deliberated that following 2 Nos. of Stage-II Connectivity applications were received in the month of July’22 and were agreed
to be granted as per the details below:

3. Conventional Connectivity Application


It was deliberated that following 1 No. of Conventional Connectivity application from M/s Hindustan Zinc Limited was received in the
month of July’22 with following details:

➢ It was informed that M/s Hindustan Zinc Ltd. (HZL) had applied for connectivity to the ISTS for 200 MW as a bulk consumer located
at Rajasamand distt., Rajasthan with start date of Connectivity as 01/07/2024. As per the application, the bulk consumer entity is
located close to the existing 400/220 kV Kankroli (PG) substation.
➢ It was deliberated that as clause 1.4 of CERC Detailed Procedure “The applicant (Generator/bulk consumer) already connected to
grid (regional or state grid) or for which connectivity is already granted under the present arrangement, shall not be allowed to apply
for additional connectivity for the same capacity. In case of extension of capacity of generator or bulk consumer, however, it shall be
required to make application for connectivity as per the provisions of these procedures.” Accordingly, M/s HZL may inform regarding
details of their present Connectivity arrangement with RVPNL (STU), along with configuration of loads (Sanctioned & Connected)
and embedded generation (if any). Further, it was noted that in the CERC regulation, there is no provision of Dual Connectivity for
same load as mentioned above, therefore, in case HZL is getting its demand served from RVPN/Rajasthan Discoms, have HZL
approached/informed the utility for disconnection of connected load.
➢ On this HZL informed that they have total load of 193 MW for which they have 2x91 MW captive thermal generation as well as 95
MVA sanctioned load from RVPN/DISCOM. M/s HZL is planning to phase out their thermal generation and intend to supply their
entire load from RE resources towards net-zero endeavor for sustainability. M/s HZL/Sterlite is planning to source RE power from
their project in Maharashtra. However, they also intend to remain connected to RVPN as backup arrangement with minimum
sanctioned load possible (say 20-30 MVA). However, they have not yet applied/approached to RVPNL for disconnection from their
220 kV grid.

➢ RVPNL informed that they have established downstream network from Kankroli 400/220 kV substation and load of HZL is part of it.
Further, HZL shall have to pay charges for relinquishment of Connectivity from their network. In case, HZL intends to get disconnected
form STU network now, RVPN assets shall be unutilized and it will cause great loss to the utility. Therefore, RVPN asked HZL to
approach them or DISCOM on this matter.

➢ CTU informed that as per MOP order power generated from RE sources can be self-consumed or sold to any entity through bilateral
arrangement qualifies for waiver of ISTS charges.
➢ Further, it was also noted that there is no provision in the Electricity Act or in the 2009 Connectivity Regulations for construction of a
dedicated transmission line by a bulk consumer. The same has also been noted by the Hon’ble Commission in order dated 29.01.2020
in petitions filed by M/s BALCO & M/s Reliance Industries Limited (RIL) as Bulk Consumer.
➢ In the RoP of the above petition by RIL, CERC directed that the dedicated transmission system to be constructed is to be by RIL
itself/ any other transmission licensee, with the cost of construction of transmission line for connectivity to ISTS to be borne by RIL.
Further, the Commission said “We are not inclined to issue any general directions in this regard and such matters shall be decided
on case to case basis depending upon specific circumstances and facts of the case”.
➢ Accordingly, M/s HZL shall also have to approach CERC for decision on implementation modality of the dedicated line in instant
case.
➢ As part of the agenda, following transmission system was proposed for Connectivity to M/s HZL for 200 MW as Bulk Consumer in
Rajasamand distt., Rajasthan:
• HZL– Kankroli (PG) 220kV D/c line along with associated line bays at both end- Cost about 50 Cr
➢ CTU also stated that for 200 MW power transfer, there shall be constraints in 400/220kV Kankroli ICT loading under N-1 conditions,
therefore, an additional 400/220 kV ICT shall be required, for which space issues are already highlighted by POWERGRID.

➢ In view of above deliberations, CTU stated that as there is no provision of Dual Connectivity for same load as mentioned above,
therefore, as RVPNL has sanctioned load of 95 MW to HZL, following was proposed:
• HZL can apply for remaining quantum of 105 MW for Connectivity in ISTS. As current application of 200 MW quantum shall have
change of more than 40% qualifying as material change in quantum of power to be interchanged necessitating a fresh application
for 105 MW as per CERC connectivity regulation.

• For disconnection of this 95 MW from STU/DISCOM network, HZL may take up the matter with RVPNL and present connectivity
application can be discussed in the subsequent CMETS-NR meeting after final deliberations between RVPNL & HZL. HZL will
inform on such development at the earliest so that further necessary action regarding application can be taken.
• Accordingly, based on above, it was decided that HZL shall reverton their current application of 200 MW as bulk consumer in ISTS
to CTU

4. Proposal for grant of LTA to the application received from RE/Conventional Energy Sources
It was deliberated that following LTA application was received in the month of July’22. Details are as below:

Interim start date of LTA shall be 31/12/2024 as per the deliberations below:
It was informed that Stage-II Connectivity (1200003532, 100 MW) was granted to M/s Azure Power India Private Limited at Fatehgarh-
III PS through 400 kV S/c line on D/c tower. 1 No. 400 kV bay at Fatehgarh-III PS is to be implemented under ISTS. Applicant
confirmed the same.
Further, it was deliberated that now M/s Azure has applied for LTA of 100 MW on firm basis to CSPDCL: 33 MW (WR) & HPPC:
67MW (NR). The required power transfer of 100 MW from Fatehgarh-III PS is envisaged with the Transmission system associated
with SEZ in Rajasthan under 20 GW Phase-III scheme. The transmission system has been approved in 3rd NRPC(TP) meeting held
on 19/02/2021 & 5th NCT meeting held on 25/08/2021 & 02/09/2021. It was informed that based on bidders request, in a recent CEA
meeting held on 22/08/2022, timeline for Rajasthan Ph-III Tr. System is being reviewed with extension of 6 months (from 18 months
to 24 months) and the same is under review with MoP. In view of this, the tentative timeline for the above scheme may shift to Dec’24
subject to approval of MOP. Same shall be confirmed based on MOP approval as well as award of the system. Applicant noted the
same.
Details of transmission system for present LTA is mentioned at Annexure-I.

In addition, North-West Inter-regional system strengthening scheme approved during 5 th CMETS -NR meeting held on 30/03/2022
shall also be required for LTA:
Phase-I (For Short term)
1. Bypassing of 400 kV Kankroli - Bhinmal-Zerda line at Bhinmal to form 400 kV Kankroli – Zerda (direct) line #
2. Reconductoring of 400 kV Jodhpur (Surpura)(RVPN) – Kankroli S/c (twin moose) line with twin HTLS conductor*-188 km

with necessary arrangement for bypassing Kankroli- Zerda line at Bhinmal with suitable switching equipment inside the Bhinmal substation.

The above scheme has been put up for approval in NCT and its tentative commissioning schedule shall be Mar’2024, same shall be
confirmed based on award of the scheme.
It was also deliberated that, as the LTA has been applied on firm basis, and for further drawl of power by CSPDCL (33 MW) & HPPC
(67MW) discoms through STU network from ISTS, NOC from the concerned STU is required. CTU vide letter dated 22/08/2022 has
also requested to CSPDCL & HPPC to issue the NoC. In this regard, HPVNL vide their email dated 30/08/2022, has provided their
consent for issuance of NoC for subject LTA application and had informed that NoC shall be issued shortly. However, NoC from
CSPDCL is still awaited. Accordingly, applicant was requested to take up the matter of NoC with CSPDCL. It was stated that if NOC
of concerned STU is not available or the NoC is not effective as on Start Date of LTA, the billing for payment of transmission charges
shall be undertaken on the LTA grantee as per CERC Regulations, till such time NOC is made available and becomes effective. The
NoC with conditions would be considered effective only upon fulfillment of such conditions.
Accordingly, it was agreed to grant LTA to M/s Azure Power India Private Limited for 100 MW from Fatehgarh-III PS to CSPDCL (33
MW) & HPPC (67MW) on firm basis from 31/12/2024 (Interim) to 27.12.2048.

5. Proposal for grant of LTA to the application received from Conventional Energy Sources
The following 1 No. of LTA application for Conventional energy sources was received in the month of July’22. Details are as below:

It was informed that Connectivity (1200003948, 150 MW) was agreed for grant to M/s Tidong Power Generation Private Limited
during 9th CMETS-NR meeting held on 28/07/2022 through 400 kV Jhangi -Wangtoo (Quad) D/c line as final arrangement (ISTS) for
evacuation of power whereas interim Connectivity is already granted for Tidong HEP by HPPTCL through LILO of one circuit of
Kashang – Bhaba 220 kV D/c (HPPTCL) line. It was also decided that establishment of 2x315 MVA 220/400 kV GIS Pooling Station
at Jhangi shall be taken up matching with the commissioning of Kashang-II & III HEP (Jun’26) and for further dispersal of power to
beneficiaries beyond Wangtoo S/s, an additional corridor shall be explored.
M/s Tidong had also informed that their project will be ready progressively from Mar’23 onwards. Though Connectivity system for
Tidong was agreed in 9th CMETS-NR meeting, however, as Shongtong HEP Connectivity/LTA system was to be taken up in 10th
CMETS-NR meeting and had implication on Tidong system utilizing same corridor, it was decided to discuss the same again in this
meeting. As informed by HPPCL in CEA meeting dated 12/07/22, Commissioning Schedule for Shongtong HEP (Nov’25) was ahead
of transmission requirement for Tidong HEP (Jul’26).
Based on the above generation schedules, for connectivity of Tidong HEP, 400 kV Jhangi PS - Shongtong Karchham HEP (Quad)
D/c line with bypassing arrangement of one circuit was proposed in 10th CMETS-NR meeting agenda.

Considering Shongtong & Tidong HEPs, results of System studies were also discussed in the meeting. It was mentioned that with
Shongtong Karchham HEP, loading of Nathpa Jhakri – Gumma – Panchkula D/c line (Triple snowbird) under N-1 contingency is
about 940MW in studies, which reduces to 745MW with additional corridor beyond Wangtoo i.e. Wangtoo (HPPTCL) - Panchkula
(PG) 400kV D/c line. It was also mentioned that POSOCO had earlier got SPS implemented on hydro generations in above complex
(about 3500 MW) due to machine oscillations. Subsequently additional transmission corridors (towards Kala Amb etc) have also
come up in that complex, however, SPS is retained. NRLDC opined that in peak hydro season, all hydro projects generate at 110%
level and Karcham Wangtoo installed Capacity is also revised (up) recently by CEA. Therefore, in order to avoid outage of large
chunk of hydro generation, N-1-1 condition is also complied w.r.t SPS implementation to maintain system reliability. Therefore,
considering huge quantum of hydro generation in above complex after additional generation of Shongtong & Tidong (600 MW), it
may be prudent to plan additional corridor beyond Wangtoo to maintain system reliability & security.
HVPNL stated that in the above study time frame, they have observed higher loading of 400/220 kV ICTs at Panipat (BBMB), however,
this issue shall be mitigated after commissioning of 400/220 kV Tikrikhurd Substation of DTL. Therefore, DTL may confirm schedule
for Tikrikhurd S/s and associated system. DTL telephonically informed that proposal in under approval at their Board level and after
approval it may be available by 2025.
HPPTCL also enquired M/s Tidong for their plan for transfer of power for duration from Mar’23 to Jun’26. HPPTCL has also granted
Intra state LTA to Tidong in this regard. It was suggested that M/s Tidong may explore STOA/MTOA route for the same. Meanwhile
CERC GNA regulation will also be implemented.
In the meeting, HPPCL was asked to confirm the revised start date of Connectivity & LTA for Shongtong HEP. HPPCL indicated
generation schedule of Shongtong HEP as Dec’25 in the meeting, however, desired to confirm again by 05/09/2022. They also re-
confirmed the commissioning schedule of Kashang-II & III HEP as June’26. It was deliberated that the transmission system (400kV
Jhangi-Wangtoo-Panchkula Corridor) is agreed however same shall be phased after their confirmation on the commissioning
schedule of Shongtong HEP, if required. Subsequently, HPPCL vide their email dated 08/09/22 confirmed the commissioning
schedule of Shongtong HEP as 31st July’2026. With this, Transmission requirement for Tidong HEP (01st Jul ’26) [based on Kashang-
II schedule] came ahead of Shongtong (31.07.26) which necessitated re-phasing of transmission system.
Considering above schedule of HEPs, system studies were reviewed. Results in this regard is enclosed at Exhibit-I. Based on the
studies, it also appeared that existing corridor beyond Wangtoo is adequate for only Tidong LTA (75 MW). Accordingly, necessary
phasing for transmission requirement was carried out for both the HEPs (Tidong & Shongtong) based on their respective schedules.
Therefore, 400/220 kV Jhangi PS and 400 kV Jhangi-Wangtoo D/c corridor is decided to be taken up in first phase with Tidong HEP,

whereas 400kV Wantgoo- Panchkula D/c line would be taken up in next phase with Shongtong HEP or other Hydro/Solar generation
in that complex.
In view of above, Transmission system for Connectivity and LTA for Tidong HEP, under Phase-1, is as below:
(1) Transmission system for Connectivity of Tidong HEP

(a) Transmission system for Connectivity (under ISTS)


➢ Establishment of 1x315 MVA (4x105 MVA 1-ph units) 220/400 kV GIS Pooling Station at Jhangi
Future Scope at Jhangi PS:
Space provision for:
• 5 nos. of 400kV line bays
• 6 nos. of 220 kV line bays for future projects
• 2 no. of 400/220 kV Transformer (1 phase units)
• 1 no. 420kV Bus Reactor along with bay (1 phase unit)
• 220kV Sectionalization bay: 1 set
• Bus Coupler: 1 no.

➢ 400kV Jhangi PS – Wangtoo (Quad) D/c line^


➢ 1x125 MVAR, 420kV Bus reactor at Jhangi PS (1-ph units along with one spare unit)

Further, LTA has been applied on firm basis for drawl of power by UP Discoms (PVVNL, PUVVNL, MVVNL, DVVNL, UPPCL). M/s
Tidong vide mail dated 07.09.22 also provided LTA quantum distribution among above DISCOMs (PVVNL, PUVVNL, MVVNL,

DVVNL). However, for above, NOC from the concerned STU is required. CTU vide letter dated 22/08/2022 had also requested
UPPTCL to issue the NoC, which is still awaited. Accordingly, STU was requested to provide NoC for above application for drawl of
power in their state. It was noted that in case, NOC of concerned STU is not available or the NoC is not effective as on Start Date of
LTA, the billing for payment of transmission charges shall be undertaken on the LTA grantee as per CERC Regulations, till such time
NOC is made available and becomes effective. The NoC with conditions would be considered effective only upon fulfillment of such
conditions.
Accordingly, it was agreed to grant LTA to M/s Tidong Power Generation Private Limited for 75 MW from Jhangi PS to UP Discoms
with above quantum (as per the indicated share) on firm basis from 01/07/2026 (Interim) to 30.10.2046.

6. Revision of Connectivity & LTA of HPPCL for Shongtong HEP (450 MW)
It was informed that Connectivity & LTA in ISTS was granted for Shongtong HEP on 16/12/13 & 18/12/2015 respectively at Wangtoo
S/s through 400 kV (Quad HTLS) D/c line. Further, evacuation arrangement of Shongtong Karcham (450MW) in Himachal Pradesh
for interim as well as final arrangement was also discussed during 1st NRPC (TP) meeting & separate meetings held on 24/01/2020
& 11/11/20 respectively through LILO of 400 kV Baspa-II-Karcham Wangtoo D/c line of M/s JSW at Shongtong Karcham as an interim
arrangement and it was decided that this line from the LILO would be extended to Wangtoo (HPPTCL) S/s for evacuation of power
with the upstream projects in that area.
However, above was agreed subject to the condition that in case there is an outage/ overloading observed on Baspa-II –Karcham
Wangtoo line, then one unit of Shongtong Karcham HEP (150 MW) will be backed down. It was decided that HPPCL shall apply for
connectivity to HPPTCL & LTA shall be revised.
During the CEA meeting held on 12/07/2022 Master Plan for the Hydro Projects and Kaza Solar Power Project in Himachal Pradesh
was reviewed. HPPCL informed that tentative commissioning schedule of Shongtong HEP generation is Nov’2025 (1 st Unit). It was
deliberated that when the transmission system for evacuation of power from Kaza Solar Park was planned, it was proposed that
power from Shongtong Karcham HEP may be evacuated through LILO of one circuit of the 400 kV Kaza–Wangtoo D/c Line at
Shongtong Karcham HEP. HPPCL informed that as Shongtong Karcham HEP is expected to be commissioned by November, 2025,
therefore, the implementation of the transmission system for evacuation of power from Shongtong Karcham HEP needs to be started
at the earliest, so that the same could be completed in matching timeframe.

In addition, during the 9th CMETS-NR meeting held on 28/07/2022, it was deliberated that in case the Kaza Solar Park is not
materialized in near future, this high-capacity line shall be taken up from Wangtoo S/s to Jhangi PS via Shongtong HEP for
implementation considering the progress of Shongtong & Tidong HEP. Subsequently, SJVNL vide their email dated 19/08/2022
informed that the land involved in the park is a forest land which needs to be diverted and this additional financial implication for forest
land diversion shall be huge and will make the Park unviable. SJVNL informed the revised commissioning schedule of Kaza Solar
Park as Mar’26 (Unit-1) to Dec’26 (unit-7) (Progressively) and highlighted that some delay is anticipated in land acquisition activities
of the project. Further, there is no St-II Connectivity/LTA application for Kaza Solar Park yet and commissioning schedule of Kaza
generation had also been revised repeatedly by SJVNL.

It was deliberated that in view of email of SJVN reg. Kaza Solar Park, upcoming Hydro projects (Shongtong & Tidong HEP) as well
as severe ROW issues in that terrain with ROW for only one corridor, high-capacity line(Quad conductor) may be taken up from
Wangtoo S/s to Jhangi PS via Shongtong HEP first and this corridor shall be extended to Kaza Solar Park, in next phase, when
commissioning schedule of Kaza project is firmed up along with land finalization & receipt of requisite applications.

In the agenda for 10th CMETS-NR meeting, for connectivity of Shongtong HEP, based on schedule of Shongtong (Nov’25) and
transmission requirement for Tidong (75 MW) (July’26), 400 kV (high capacity) D/c line from Wangtoo to Shongtong to Jhangi and
for LTA, Wangtoo-Panchkula 400kV D/c line was proposed.

Considering Shongtong & Tidong HEPs, results of System studies were also discussed in the meeting. In the meeting, it was
mentioned that with Shongtong Karchham HEP, loading of Nathpa Jhakri – Gumma – Panchkula D/c line (Triple snowbird) under N-
1 contingency is about 940MW in studies, which reduces to 745MW with additional corridor beyond Wangtoo i.e. Wangtoo (HPPTCL)
- Panchkula (PG) 400kV D/c line. It was also mentioned that POSOCO had earlier got SPS implemented on hydro generations in
above complex (about 3500 MW) due to machine oscillations. Subsequently additional transmission corridors (towards Kala Amb
etc) have also come up in that complex, however, SPS is retained. NRLDC opined that in peak hydro season, all hydro projects
generate at 110% level and Karcham Wangtoo installed Capacity is also revised (up) recently by CEA. Therefore, in order to avoid
outage of large chunk of hydro generation, N-1-1 condition is also complied w.r.t SPS implementation to maintain system reliability.
Therefore, considering huge quantum of hydro generation in above complex after additional generation of Shongtong & Tidong (600
MW), it may be prudent to plan additional corridor beyond Wangtoo to maintain system reliability & security.

In the meeting, HPPCL was asked to confirm the revised start date of Connectivity & LTA for Shongtong HEP. HPPCL indicated
generation schedule of Shongtong HEP as Dec’25 in the meeting, however, desired to confirm again by 05/09/2022. They also re-
confirmed the commissioning schedule of Kashang-II & III HEP as June’26. It was deliberated that the transmission system (400kV
Jhangi-Wangtoo-Panchkula D/c Corridor) is agreed however same shall be phased after their confirmation on the commissioning
schedule of Shongtong HEP, if required. Subsequently, HPPCL vide their email dated 08/09/22 confirmed the commissioning
schedule of Shongtong HEP as 31st July’2026. With this, Transmission requirement for Tidong HEP (01st Jul’26) [based on Kashang-
II schedule] came ahead of Shongtong (31.07.26) which necessitated re-phasing of transmission system.

Considering above schedule of HEPs, system studies were reviewed. Results in this regard is enclosed at Exhibit-II. Based on the
studies, as well as above deliberations by POSOCO, 400kV Wangtoo -Panchkula corridor is identified for Shongtong LTA (450 MW).

Further, necessary phasing for transmission requirement was carried out for both the HEPs (Tidong & Shongtong) based on their
respective schedules. Therefore, 400/220 kV Jhangi PS and 400 kV Jhangi-Wangtoo D/c corridor is decided to be taken up in first
phase with Tidong HEP, whereas 400kV Wantgoo- Panchkula D/c line would be taken up in next phase with Shongtong HEP or other
Hydro/Solar generation in that complex.

In view of above, Connectivity & LTA for Shongtong HEP is amended through following transmission system, under Phase-2
transmission system (Fig-1):

It was stated that the applications in Sl.No.. 1 and 2 are with same injection point i.e. Bhadla-II PS, Rajasthan (NR) with MTOA start date (Jan’23)
and drawl point is in WR/SR. Details of above two applications is as under

1) Sl. No. 1: MTOA application (0531300006) of ABC Solar (India) Private Limited (300 MW) for power transfer from its solar power project
to be connected at Bhadla-II to MPPMCL, Madhya Pradesh (200MW) in WR and PED-Puducherry, (100MW) in SR
It was deliberated that M/s ABC Solar (India) Private Limited has applied for transfer of power from its solar power project at Bhadla-
II(NR) to MPPMCL, Madhya Pradesh (200 MW) in Western Region and PED - Puducherry (100 MW) in Southern Region through
Medium Term Open Access from 01/01/2023 to 31/10/2023.

The applicant was granted 300MW Stage-II Connectivity at 765/400/220kV Bhadla-II substation through 220kV S/c line, being
implemented by applicant with 220kV bays at Bhadla-II PS in ISTS scope vide CTU intimation dated 22.06.2020. Further, 300MW
LTA has also been granted to M/s ABC Solar (India) Private Limited w.e.f. 15.04.2022 or commissioning of ISTS system for LTA,
whichever is later, vide CTU intimation dated 10.09.2021. Part of Transmission System for Solar Energy Zones in Rajasthan (8.1GW)
under Phase-II, expected to be commissioned by Nov’23 on best effort basis, is identified as associated transmission system of
above LTA.

It was stated that M/s ABC Solar (India) Private Limited has applied for transfer of power from its solar power project at Bhadla-II to
MPPMCL, Madhya Pradesh (200MW) in WR and PED – Puducherry, (100MW) in SR through Medium Term Open Access from
01/01/2023 to 31/10/2023. MPPMCL & PED Puducherry is connected with ISTS network in Madhya Pradesh and Puducherry,
respectively from which drawl is envisaged for present MTOA. No Objection Certificate (NOC) submitted by the applicant from
Madhya Pradesh SLDC for 200 MW from 01.06.22 to 31.10.23 and Puducherry SLDC for 100MW from 01.06.22 to 31.12.23

2) Sl. No. 2: MTOA application (0531400002) of ACME Solar Holdings Private Limited (300 MW) for power transfer from its solar power
project to be connected at Bhadla-II to Maharashtra State Electricity Distribution Co. Ltd (MSEDCL) in WR.
It was deliberated that M/s ACME Solar Holdings Private Limited has applied for transfer of power from its solar power project at Bhadla-II(NR)
to Maharashtra State Electricity Distribution Co. Ltd (MSEDCL) in Western Region through Medium Term Open Access from 01/01/2023 to
30/06/2027.

The applicant was granted 300MW Stage-II Connectivity at 765/400/220kV Bhadla-II substation through 220kV S/c line, being
implemented by applicant with 220kV bays at Bhadla-II PS in ISTS scope vide CTU intimation dated 03.03.2021. Further, 300MW
LTA has also been granted to M/s ACME Solar Holdings Private Limited w.e.f. 14.03.2022 or commissioning of ISTS system for LTA,

whichever is later, vide CTU intimation dated 21.12.2021. Part of Transmission System for Solar Energy Zones in Rajasthan (8.1GW)
under Phase-II, expected to be commissioned by Nov’23 on best effort basis, is identified as associated transmission system of
above LTA.

It was stated that M/s ACME Solar Holdings Private Limited has applied for transfer of power from its solar power project at Bhadla-
II to MSEDCL in WR through Medium Term Open Access from 01/01/2023 to 30/06/2027. MSEDCL is connected with ISTS network
in Maharashtra from which drawl is envisaged for present MTOA. No Objection Certificate (NOC) submitted by the applicant from
Maharashtra SLDC for 300 MW from 01.07.22 to 30.06.27.

Study Deliberations for MTOA applications


It was stated that System study was carried out for transfer of 600 MW power from M/s ABC Solar (India) Private Limited and M/s ACME Solar
Holdings Private Limited to be connected at 765/400/220kV Bhadla-II S/s of POWERGRID each through 220kV S/c links. As per CERC
Connectivity Regulations/Detailed Procedure, Medium-term Open Access shall be granted if the resultant power flow can be accommodated in
the existing transmission system or the transmission system under execution expected to be commissioned within next 6 calendar months. In
view of the above, studies were carried out in Solar maximized scenario with high RE (Solar) generation in Rajasthan considering Part of Ph-II
system (Part-F and Part F1 comprising Bikaner-II & associated transmission system) which is scheduled to be commissioned by Dec’22 as well
as 400/220kV ICT (4th ) at Bhadla-II (Section-1) along with 220kV bay for RE injection. Power flow of 800 MW on Mundra-Mahendargarh bipole
in reverse direction (NR to WR) has been considered

System Studies results were depicted in the meeting. From the studies, it was observed that the requested MTOA with effect from 01/01/2023
can be accommodated only with the commissioning of the identified transmission system i.e. part of Transmission System for Solar Energy Zones
in Rajasthan (8.1GW) under Phase-II (Part-F and Part F1 in Rajasthan SEZ Phase-II) which is expected to be commissioned by Dec’22 . The
details of scheme are enclosed at Annexure-II.

NRLDC highlighted that almost 10,300MW RE generation has come up in ISTS in Western Rajasthan & lots of issues are being faced in recent
due to non-compliance by RE generators. Considering above new transmission system required for transfer of power for upcoming RE generation.

From the studies it was emerged that the loading on the lines observed from the studies for the transfer of 600 MW power from M/s ABC Solar
(India) Private Limited and M/s ACME Solar Holdings Private Limited from Bhadla-II PS, Rajasthan (Northern Region) to MPPMCL (200 MW),
Madhya Pradesh in WR, PED Puducherry (100 MW) in SR and MSEDCL (300 MW) Maharastra in WR is generally in order, however, Power flow

on Zerda - Bhinmal 400kV S/c line is slightly higher i.e. 790 MW under N-1 contingency of Zerda-Kankroli 400kV S/c line, which need to be
monitored for grant of any new MTOAs in future.

It was also stated that LTAs have been granted for power transfer in Bhadla & Fatehgarh Complexes on target region basis associated with
Rajasthan SEZ Phase-I system. The subject MTOA may be granted against the target region basis LTAs at Bhadla & Fatehgarh Complexes
associated with Rajasthan SEZ Phase-I system, subject to commissioning of transmission system mentioned at Annexure- II. The subject MTOA
would be liable for termination/downsizing, if the LTAs already granted with transmission System of Rajasthan SEZ Phase-I (8.9GW) are
operationalized during the period of MTOA.

Keeping above in view, it was agreed that following MTOA may be granted
➢ MTOA of 300 MW to M/s ABC Solar (India) Private Limited may be granted for a period from 01/01/2023 to 31/10/2023 from its solar power
project to be connected at Bhadla-II PS in NR to MPPMCL, Madhya Pradesh (200MW) in WR & PED Puducherry(100MW) in SR subject to
commissioning of the under construction transmission system mentioned in Annexure- II

➢ MTOA of 300 MW to M/s ACME Solar Holdings Private Limited may be granted for a period from 01/01/2023 to 30/06/2027 from its solar
power project to be connected at Bhadla-II PS in NR to Maharashtra State Electricity Distribution Co. Ltd. (MSEDCL) in WR subject to
commissioning of the under-construction transmission system mentioned in Annexure- II

Annexure-A
The following provisions shall be applied with respect to grant of connectivity to RE projects to the ISTS Grid:
i. The grant of Stage-I Connectivity shall not create any vested right in favor of the grantee on ISTS infrastructure including bays.
Stage-I Connectivity grantee shall be required to update the quarterly progress of development of their generation project and
associated transmission infrastructure/dedicated line as per format RCON-I-M by 30th day of June and 31st day of December of
each year. Further, Stage-I Connectivity grantees who fail to apply for Stage-II Connectivity within 24 months from grant of
Stage-I Connectivity shall cease to be Stage-I grantee and their Application fees shall be forfeited.
ii. If the capacity of the Stage-I Connectivity location is allocated to other Stage-II grantees, the balance Stage-I grantees shall be
allocated Stage-II Connectivity to an alternate location.
iii. For optimization of ROW, it is proposed that transmission towers of various dedicated lines, up to 2-3 km periphery from the
entry of the pooling station may be of Multi-circuit type. The generation developers/applicants associated with the various
pooling stations may coordinate amongst themselves for implementation of such span/stretches of the dedicated connectivity
lines with M/C towers.
iv. The grant of Stage-I / Stage-II Connectivity shall not entitle an applicant to interchange any power with the grid unless it obtains
LTA/MTOA/STOA for power transfer requirements. As grant of LTA may require transmission system strengthening, the
applicants are advised to apply for LTA immediately, to enable timely transfer of power to the beneficiaries. Also as per the
prevailing Transmission Planning Criteria of CEA, “N-1” contingency criteria may not be applied to the immediate connectivity
of wind/solar farms with the ISTS/Intra State grid.
v. Stage-II Connectivity Grantee shall sign the Transmission Agreement for Connectivity and submit the Connectivity Bank
Guarantee (Conn-BG1 and Conn-BG2) to CTU within 30 days of issue of intimation. No extension of time shall be granted and
in case of failure to sign the Agreement and / or to furnish the requisite bank guarantee, Stage-II Connectivity shall be cancelled
under intimation to the grantee without any prior notice.
vi. Two or more Applicants may apply for Stage-II Connectivity at a common bay along with an agreement duly signed between
such Applicants for sharing the Dedicated Transmission Line. The Stage-II Connectivity shall be granted to such Applicants
subject to availability of capacity in the Dedicated Transmission Line. In such cases, Conn-BG1 and Conn-BG2, as applicable
as per Clause 10.8 of the Revised RE Procedure, shall be submitted by each such Applicant.

vii. The Stage-II Connectivity grantee shall furnish progress of the monitoring parameters on quarterly basis in the format given at
FORMAT-RCON-II-M by the last day of each quarter. Failure to update progress of the monitoring parameters shall be
considered as adverse progress and in such case CTU shall approach the Commission for appropriate directions. Further, the
Stage-II Connectivity grantees shall be required to complete the dedicated transmission line(s) and pooling sub-station(s) as
defined under para 11.2(A) of the Revised Detailed Procedure for RE. If the grantee fails to complete the dedicated transmission
line within the stipulated period, the Conn-BG1 & Conn-BG2 of the grantee shall be encashed and Stage-II connectivity shall
be revoked.
viii. Applicants after grant of Stage-II Connectivity to the grid shall have to furnish additional details to CTU for signing of “Connection
Agreement” as per format given at FORMAT-CON-4. The finalized template of generation data for Solar and Wind based
generation projects has been appended as additional sections at Para F (Details of Connection – Solar PV Station) and Para G
(Details of Connection – Wind Generating Station) in the existing FORMAT-CON-4. The modified FORMAT CON-4 is available
on our website (www.powergridindia.com >> CTU Open Access). The Applicants are advised to furnish such details as early as
possible for enabling them have lead time for any type of access.
ix. The CTU will process the above information and will intimate the Connection details as per format given at FORMAT-CON-5.
Pursuant to such Connection details, the applicant shall have to sign “Connection Agreement” with CTU prior to the physical
inter-connection as per format given at FORMAT-CON-6. In case the connectivity is granted to the ISTS of an inter-State
transmission licensee other than the CTU, a tripartite agreement shall be signed between the applicant, the Central
Transmission Utility and such inter-State transmission licensee, in line with the provisions of the Regulations.
x. Applicants are required to submit the test reports supported vide undertaking as well as compliance certificate from manufacturer
for all applicable provisions under the CEA (Technical Standards for Connectivity to the Grid) Regulations, 2007 (as amended)
(including the provisions of LVRT/HVRT, active power injection control, dynamically varying reactive power support, limits for
Harmonic & DC current injection, Flicker limits etc.) from labs accredited by Govt./NABL/other recognized agencies. In case any
discrepancies / incompleteness are found in the documents / test reports submitted to CTU, the connection offer (CON-5) /
connection agreement (CON-6) shall not be processed further.

xi. CEA vide order dated 09.11.2020, has mandated all power generating stations of 0.5 MW or above capacity to register
themselves on CEA e-portal and get a Unique Registration Number (URN). The same is required as per Regulation 11 of
Technical Standards for Connectivity with the Grid Regulations, 2007 prior to physical inter-connection of the Generating station
with ISTS Grid.
