Services Agencys (CBSA) Advance Passenger Information/Passenger Name Record (API/PNR) Push Initiative_

As indicated in previous email correspondence, including the most recent one March 2011, the Canada Border Services Agency (CBSA) has created a new in-house Data Acquisition Solution (DAS) to replace its current technology. This new DAS solution will accept a direct transfer of API/PNR data from commercial carriers and/or service providers. All airlines are expected to be transitioned to the new DAS by December 2011, therefore, they should be advising their service providers to contact CBSA to arrange for certification. In addition, effective immediately, the CBSA will no longer accept modifications or new clients through the current technology. All new commercial air clients flying into Canada must transmit their API/PNR data through the new DAS solution. As mandated, carriers travelling to Canada are required to transmit API/PNR data upon departure. Failure to do so by the carrier will result in the carrier being non-compliant and subject to penalties. To assist in the transition process, CBSA will begin publishing a list of registered software and service providers that enable the connection and transfer of API/PNR data to CBSA. This list will contain the communication method, the type of message format and the contact information for each company. It will include firms that have successfully tested their software and interface connectivity with the CBSA. It is the responsibility of the external service provider to update CBSA with their relevant contact information. As previously communicated to you on July 26, 2010, along with our new CBSA Client Implementation Guide, airlines or service providers wishing to directly connect to the CBSA will have an initial investment of $25,000 (+/-3,000). Yearly ongoing maintenance costs of $6,000 (+/-2,000) would also apply thereafter. These amounts will be published in the next version of the CBSA Client Implementation Guide scheduled for publication later this year. The CBSA is committed to working closely with all commercial carriers and service providers to ensure an efficient and timely transition to the CBSA DAS Solution.
