5. Method Statement
Soberland IIDS will begin this Primary Data Collection by collecting and reviewing
Program Documents and Survey Instruments. On top of reviewing program documents
and Survey Instruments already prepared by Client Undertaking pre-fieldwork visits and
Obtaining Master list from Woreda Food Security Desk and FSCD and carry out a GPS
listing to validate the Master list will be the first task of the Soberland International. The
visit will help to plan out routes and update any administrative of basic BHH information
changes (number of kebeles within woredas) and inform households on the data
collection exercise and the expected interview dates per kebele.

establish realtion and conduct interview, right and wrong way of probing
5) Time line of the submission of the data sets
The manual will be modified based on the input from Food Security Coordination
Directorate of the Ministry of Agriculture and PSNP project coordination unit.
In order to ensure all relevant and important information are collected the team will
begin revision of data collection instruments (Questionnaires) based on the set of
indicators provided in the project document, with involvement of Food Security
Coordination Directorate of the Ministry of Agriculture and PSNP project coordination
unit. The data collection instrument will be re-designed to suit data entry and
aggregation methods. Each question is coded properly and open-ended questions are
limited to the minimum so that proper management and analysis of the data is possible
Once the data collection instrument is clear and clean data entry format will be
developed by IT Expert/ Data Manager as per the codes used for data collection
instrument in CSPro 7.1 to facilitate Computer Aided Personal Interview (CAPI). The
software provides exact paper-format of the data collection instrument on the screen
and has an in-built data checking system such as skip and range checks to facilitate
data entry and minimize errors at entry stage. The data collection instrument will be
pre-tested using CAPI to ensure they are understandable and clear.
Recruitment
Once the data collection instruments are reviewed and feed-back is incorporated, the
consultant will recruit enumerators with at least diploma level training in relevant fields
and previous experience in at least 5 similar surveys or data collection. Supervisors with
degree level graduate in economics/statistics or other relevant fields and have sufficient
experience in supervising such a primary data collection or socio-economic surveys will
be recruited.
The training will be based on detailed Instructions Manuals and coding system for the
use during data collection. The primary objective of the training is to enable the field
supervisors and enumerators have good understanding of the purpose of the data
collection and content of the data collection instrument and interview guide, and gain
skills to administer the data collection instrument/ questionnaires and interview guides.
To ensure better understanding of the training, the trainees will be trained for five days;
during this period they will undertake a series of mock interviews and a practical training
session.
Moreover, to enable the survey team to gain better understanding of the purpose,
content and procedures of the data collection the whole team will attend the orientation
to be given by Food Security Coordination Directorate of the Ministry of Agriculture and
PSNP project coordination unit.
Training content
An intensive training session will be organized for both the enumerators and supervisors
in all aspects of the survey.
Module 1: The objectives of the data collection and content of the data collection
instruments/questionnaire
Module 2: Preparing for the field work and identifying Beneficiary Households (BHH)
Module 3: Interviewing techniques including Self-introduction and Orientation for
interviewee, systematic probing on sensitive questions.
Module 4. Completing data collection instruments/Questionnaire (pre-coded short
questions- pre-coded long/ tabular questions, open-ended questions, no-
response and not applicable questions, etc)
Module 5: Data entry format and interview techniques using android tablets.
Module 6: Ethical considerations such as how to approach household with special
characteristics, refusing and other interviewing situations.
Two field trials, for all modules, will be conducted on the third and the fifth days of the
training. The last field trail is just for rehearsing the real fieldwork. These field trials will
give the team the opportunity to simulate the data collection under field conditions and
also provided data used to fine-tune instruments and procedures.
Before dispatching the survey team members, the client (Food Security Coordination
Directorate of the Ministry of Agriculture and PSNP project coordination unit, as well as
Regional and Woreda Offices) will be informed the field schedule and arrangements will
be made with Regional and Woreda officials to facilitate the data collection and conduct
the interviews.
The data will be collected using the pre-designed data collection formats on CSPro 7.1
using android tables for household level data.
To ensure reliable data collection, Soberland International developed a system that encourages the
professional staff to be rigorous in their work. Under the project Manager there will be Cluster
Coordinator for each of the two clusters we are bidding for. Moreover, Field Coordinator will be
assigned for every 5 (five) supervisors.
To ensure the rigor of data collection each member of the data collection team will, on daily
basis, fill logbook prepared for this purpose, which detailed sites visited, the name of
households interviewed or number of households from which data was collected on daily basis.
The Managing Director of Soberland International Institute of Development Services PLC, who
will be the Manager of this work, will regularly monitor the work of survey team through regular
communication and field visit. Managing Director will visit and supervise the data collection
process at least 2 days per week.
The Cluster Coordinator for each of the two clusters will call and/ or visit the field team every
other day throughout the data collection period and report to the Manager (The Managing
Director of Soberland International). While the Field Coordinator who are responsible to
supervise five supervisors each, will call and visit the field team every day throughout the data
collection period and report to the cluster coordinator.
7 Data verification and Transfers to the client and Systems TC for quality checks
In order to reduce errors during data entry we will built in consistency checking system.
The CS-Pro data management system will be used to minimize erroneous and “out of
range” data entry by the enumerators.
As per our standard the supervisor will check all filled questionnaires on a daily basis
and will also in charge of replicating 5% of the survey to ensure reliability of the
information.
The supervisor having checking the data on the first day will transfer it to the IT Expert/
Data Manager at Soberland Head office in the same day. The IT Expert/ Data
Manager, after rigorous data validity and consistency checks will transfer data to the
client and Systems TC for quality checks. This will be checked daily the Manager, who
is the focal person for all communication between the firm and the client.
8 Reporting/ Deliverables
We understood that the following outputs are expected from the consultancy service:
A. Inception Report which includes the Project plan of all activities with a specific
and detailed timeframe. Project plan, including but not limited to, field operations
plan and strategy with detailed timeframe including specific data collection dates
for each Woreda; data collection tool in demo in local language (where
applicable) and back-translated required revisions, data synchronization platform
and protocol, sensitization methodology, and time frame to deliver at least 3
“sets” of complete Woreda databases.
B. Enumerator training reports, including names and deployment plan for field
activities of each enumerator and supervisor.
C. An Enumeration Strategy which includes the following: (i) An updated list of all
the kebeles in each PSNP woreda and the number of PSNP households within
each kebele; (ii) the field plan for data collection; (iii) the number of
supervisors/enumerator per team; (iv) Estimated time required within each
kebele and travel time across kebeles and woredas based on the GPS listing; (v)
Verification report comparing the PSNP Master list with the GPS listing of
households (vi) the data quality checks that will be used during the data
collection exercise; (vii) any foreseen challenges and limitations to covering
100% of beneficiary household within the region;
D. Bi-weekly status update on the fieldwork via email to federal FSCD; before the
25% progress is delivered and accepted. After that status update will be updated
monthly
G. Final brief report summarizing the execution of the assignment, explanations and
justifications for absences of no more than 5 percent of PSNP BHH data
including verifications from the PSNP HH-Registry Technical Committee,
explanations for deviations from the methodologies outlined in the inception
report and recommendations for future data collection activities.

As rigorous methods are going to be employed. Soberland International will use a
combination of different experts for effective execution of this work.
The data collection team will be led by Mr Dereje Dejene, the Manager of this work and
Managing Director of Soberland International. The Manager will work jointly with the
cluster coordinators in ensuring the technical quality of the work, overall coordination
and supervision of the various sub-teams.
Each sub-team will have 1 data collection supervisor and 5-6 enumerators. For five sub-
team there will be 1 Field Coordinator. For each cluster there will be 1 Coordinator to
monitor day to day progress and quality of data collection from Beneficiary household

2. Implementation Arrangement
It is calculated that the data collection will be implemented under the following scenario. There
will be two large teams under two cluster coordinator to do the data collection in parallel as
presented in the above organi-gram. Such a parallel arrangement will let the whole team
including the Project Manager and IT Expert/ Data Manager to review the progress every day,
so that the data to be collected should be as similar as possible. It has to be noted that the team
is organized in this manner to ensure reliability and quality of data being collected.
The two core-teams will be divided into sub-teams of 30 enumerators and a 5 supervisor, under
a Field coordinator. Each supervisor will have 5-6 Enumerators to supervise.
Taking into account the time given by the client to complete the data collection, which is 5
months (150 days), days required to complete intensive training, one-day as off day during the
weeks of data collection, 50 Enumerators and 8-10 supervisors for Cluster 10A and 70
Enumerators 12-14 supervisors for Cluster 10B are required, so that the data collection will be
completed within 5 months.
Before the initiation of the field interviews by enumerators, The Deputy Project Manager,
Cluster Coordinators, Field Coordinators and Supervisors will conduct reconnaissance visits to
the Region and each Woreda to gather information about the feasibility of implementing the data
collection in the area, announce the coming visit to Woreda and community leaders, make
logistical arrangements for lodging and accommodations and gather other information needed
to efficiently execute the data collection.

Safety net program (PSNP) on children’s and communities live in Young lives sites.
26. July 2010 - August 2010 I participated as field researcher on assessing the situation of
Orphan and vulnerable children (OVC) qualitative sub Young lives study at Hawassa,
SNNP region. The study focused on the major causes of children vulnerability, coping
mechanism and existing support mechanisms.
27. March 2010 - May 2010 I participated in Young Lives School Survey as a qualitative field
worker in Bochesa (East Shoa Zone) and Muketuri town (North Shewa Zone) of Oromia
region. The survey focused on recent education policy initiatives and associated
challenges, self contained system/automatic promotion, language of instruction and
educational curriculum.
28. September 2006 – April 2007 I also worked as a field supervisor in Young Lives
quantitative research round 2 in Ude/Sirban Godeti village (East Shoa Zone) and
Muketuri town (North Shewa Zone) of Oromia region.
29. August – September 2007 I involved in Young Lives qualitative research 1 as field
researcher. Similarly from June – July 2006 I participated in young lives sub study on the
assessment of health care service utilization in Oromia young lives site.
30. In September 2010 worked as Research Assistant for USAID for evaluating a mother
support program thorough the GHTech .
31. October 2007 - September 2009 worked as Gender and Training Program Officer in
Kind Hearts Child Aid Development Organization (KCADO).
32. June - July 2007 worked for Essential Service for Health in Ethiopia (ESHE) project II,
Survey of Special Pharmacy Impact Assessment, as a field coordinator in Arsi and Bale
zone of Oromia Region
33. From September 2005 - September 2006 worked at Jimma University in the faculty of
Business and Economics as Graduate Assistant I.
34. November 2004 – November 2005 worked in international research project, Wellbeing in
Developing Countries (WeD) as a research officer. The study was conducted in four
developing countries: Bangladesh, Peru, Thailand and Ethiopia. The project was
organized by University of Bath in UK in coordination with Social Anthropology and
Economics Departments of Addis Ababa University. The research was focused on
poverty, inequality and quality of life in Ethiopia. It emphasizes on the interacting
relationship among historical, social, economical, cultural, political, and environmental
conditions in determining the poverty level, wealth status and the general conditions of
people’s life. The research site was Turfe-Kechema village (Shashemene woreda,
Oromia region). Wed-Ethiopia project can be obtained from the web-site: www.wed-

RESEARCH WORKS
1. 2012 to present working as Field Work Supervisor and Research Advisor for Indira
Gandhi Nation Open University (IGNOU) graduate program.
2. December 2008 to October 2009 on part time basis worked as Professional Advisor
at Inter Africa Group (IAG). The major activities I accomplished includes articulating
the major social, economic, and political problems of the country through assessing
to what extent the existing policies addresses such problems so as to identify gaps
that needs policy revision or formulation - possible policy solutions/alternatives, and
evaluating the performance report of different Ministerial Bureau by ensures whether
or not the activities accomplished are in line with plans of action
3. June 2003 - September 2003 involved in organizing Adult Education and Alternative
Basic Education, and health care service linkage program of Kind Hearts Child Aid
Development Organization (KCADO) through the cooperation of PACT Ethiopia.
4. July - August 2003 participated in Comprehensive HIV/AIDS and STIs Community
Based Adolescent Health Intervention Trial in Ethiopian as a field worker through Dr
Michael Dejene Public Health consultancy PLC. The field sites were Limmu Kossa
and Gomma Woredas of Jimma Zone, Oromia Region.
