1. In the reference 1* cited, M/s. Andhra Pradesh Gas Distribution
Corporation Limited, Hyderabad requested clearance for construction and
development of LNG import, storage, Re-gasification and bulk Natural
Gas supply terminal at existing Kakinada Deep Water Port (KDWP). at
Kakinada of Kakinada Rural Mandal, East Godavari District under the
provisions of the Coastal Regulation Zone Notification, 2011. The FRSU
consists of a near shore island jetty Floating Storage and Re-gasification
Unit (FSRU) based LNG Terminal project basing on the Detailed Feasibility
Report. The estimated cost of the project is Rs.1,571 crores.
2. In the reference 2" cited, the, Ministry of Environment and Forests,
Government of India issued Terms of reference. Accordingly, the
Environment Impact Assessment Statement (EIA), Environment
Management Plan (EMP) was prepared by NEERI. The Form-1,
Hydrodynamic Studies by CWPRS, CRZ Demarcation Report by NIO, Site
Selection Report by IPA and Questionnaire for projects located in CRZ
area are enclosed.
; |i t=3. The proposed LNG terminal by M/s. Andhra Pradesh Gas
Distribution Corporation Limited (APGDCL), includes creation of 5.25
MTPA Floating Storage and Re-gasification Unit (FSRU) facilities which
involves LNG Import, Storage and Re-gasification facilities in Deep Water
Port at Kakinada. The site selected for the Floating Storage Re-
gasification Unit (FSRU) facility is located on the leeward side of
Breakwater towards Hope Island. The proposed Island Jetty for import of
LNG jis located at 16° 58/57” North and 82° 18’ East; 16° 58’51” North
and 82° 18’ 03” East; 16° 59’ 03” North and 82° 18’ 12” East; 16° 58’
57” North Latitude and Longitude 82° 18" 15” East Longitude. The marine
area is 35.4 Ha with jetty dimensions is 90 m X 25 m and height of the
jetty is 9.5 m above CD and the diameter of Turning Circle is given as
600 m. The width of the Approach Channel is 265 m. The final maximum
dredged depth of the channel will be maintained approximately at (-)
15.50 m CD thus providing minimum depth available for navigation would
be (-) 14.3 m. CD. The total capital dredging required is estimated as 19
million cubic meters, which includes 10.25 million cum of Jetty and FSRU
Basin, Turning Circle is 2.75 million cum and Approach Channel is 6.0
million cum. The maintenance dredging requirements in the FSRU Basin,
sediment trap adjacent to Approach Channel and Hope Island is
estimated as about 1.5 million cum per year. The ship to ship transfer
i.e. from LNG Carrier (LNGC) to FSRU is carried out by using 8 nos. of
cryogenic flexible hoses. A 28” Sub Sea pipeline is proposed to be laid
between Island Jetty to Onshore Receipt Facility (ORF) over a length of
4.1 Km with 3.6 km subsea and 0.5 km on shore, The Sub-sea pipeline
will be buried under sea bed. The pipeline is aligned towards breakwater
and then to the onshore landfall point. The pipeline route will be on the
leeward side of the breakwater and keeps safe distance from it. The
proposed Onshore Receiving Facility (ORF) area is within the existing
Port area and at present a vacant undeveloped coastal land with a plot
size of 200 X 400 m(8.00 Ha.) The ORF area is covered by sparse
Casuarina plantation. The ORF includes Control building with offices,
Substation, Diesel generator sets, Natural Gas metering facility and
internal roads and a maintenance workshop to be supported by a
warehouse, communication system standard utility services etc. The
designed capacity of FSRU is 2,17,000 Cum of LNG Storage. The project
involves laying of 24” pipeline for high pressure Natural Gas from the
proposed ORF to the tie-in to the existing GAIL pipeline network/
proposed APGDC Kakinada to Srikakulam pipeline, which is with in 1 Km.
range from the ORF. The water requirement is proposed to be met from
internal source.
4. The area is classified as CRZ-III as per the approved Coastal Zone
Management Plan of the East Godavari District. The area lying in between
LTL and HTL is classified as CRZ-I (iv). The offshore area is classified as
CRZ-IV. The CRZ demarcation by the National Institute of Oceanography
(NIO), an authorised agency notified by the Government of India. The
proposed activity requires water front and is a permitted activity as per
paragraph 3 ii (b) of CRZ Notification, 2011. As per the Environment
Impact Assessment Notification, dated’ 14-09-2006, the proposed LNG
Re-gasification activity falls under Category ‘a’ and requires

2 lOenvironmental clearance from the Ministry of Environment and Forests,
Government of India. The Coringa Wildlife Sanctuary is located at a
distance of 2.5 Km from the project site and the Hope Island is at about
2.5 Km from proposed island jetty and FSRU location.
6. The Andhra Pradesh State Coastal Zone Management Authority
examined the proposal on 20-04-2015 and opined that No Objection
Certificate could be furnished to M/s. Andhra Pradesh Gas Distribution
Corporation Limited, Hyderabad before forwarding the proposal for
environmental clearance to Ministry of Environment, Forests and Climate
Change, subject to the implementation of safety regulations including
guidelines issued by the Oil Industry Safety Directorate in the
Government of India, Ministry of Petroleum And Natural Gas and
guidelines issued by the Ministry of Environment and Forests and also
fulfillment of the certain conditions for the protection of fragile ecology of
the area.
7. __ After careful consideration, it is considered to issue ‘No Objection
Certificate’ (NOC) for construction of 5.25 MTPA Floating Storage and
Regassification Unit (FSRU) facilities which involves LNG Import, Storage
and Re-gasification facilities located on the leeward side of northern
Breakwater towards Hope Island in Deep Water Port at Kakinada by M/s.
Andhra Pradesh Gas Distribution Corporation Limited, Hyderabad, subject
to fulfillment of the following conditions:
1. The proposed pipeline shall conform to the norms prescribed in the
CRZ Notification issued by the Ministry of Environment and Forests,
Government of India S. 0, No.19(E), dated 06-01-2011.
2. No activity on the ground shall be undertaken without obtaining
Environmental Clearance from the Ministry of Environment and
Forests, Government of India as per S. 0. No.19(E), dated 06-01-
2011 and the amendments issued thereof.
3. Regular monitoring of treated waste water discharged into the sea
shall be conducted to study the impact on marine organism.
4, No constructions other than the operational purpose of the terminal
are permitted in the said area.
5. The monitoring of Port waters shall be entrusted to an independent
agency like Andhra University and other accredited institutions in
addition to in-house monitoring.
6. There shall be minimum disturbance to the coastal
geomorphological features and other vegetation due to
establishment of corridor of the proposed pipelines for transport of
condensate and gas, transport of raw water.
7. Marker buoy and light indicators shall be established to avoid any
possible accidents.
8. The industry shall undertake large-scale afforestation measures in
surrounding areas and barren lands devoid of tree growth
particularly the mangroves existing Godavari estuary area.
9, The industry shall undertake post-project monitoring of coastal
waters and the industry is advised to follow internationally
acceptable protocols while dealing with marine biological aspects.

The industry shall install automated leak detection and control
system for prevention leaks and cathodic protection for control of
corrosion before commissioning the pipelines and other
equipment.
Ail safety measures _ shall be incorporated to avoid any possible
accidents due to structural failures and adequate safety measures
shall be provided to prevent blow outs of Natural Gas.
Fish tissue analysis of local fish species shall be conducted to
evaluate the bio-accumulation of heavy metals.
Bio-assay analysis shall be conducted periodically to establish the
toxicity levels.
No bunds or civil constructions shall be taken up other than
permitted under CRZ Notification, 2011
The conditions stipulated in Petroleum and Natural Gas (Safety in
Offshore operations) Rules, 2008 shall be followed scrupulously.
The industry shall take action to fulfill the promises related to the
fulfillment of promises made during public hearing.
As the proposed installation is located within 10 Km from the
boundary of the Coringa Wildlife Sanctuary, the proponent is
required to obtain the recommendation of the Standing Committee
of National Board of Wildlife.
