AN EXECUTIVE ORDER RECONSTITUTING THE LOCAL DISASTER RISK
REDUCTION AND MANAGEMENT COUNCIL (LDRRMC)

WHEREAS , Republic Act No. 10121, an act known as the

PHILIPPINE DISASTER RISK REDUCTION AND MANAGEMENT ACT OF 2010
has mandated the strengthening of the Philippine Disaster Risk
Reduction and Management System providing for the National
Disaster Risk Reduction and Management Framework and
institutionalizing the National Disaster Risk Reduction and
Management Plan;
WHEREAS, to strengthen the capacity of the Local
Government Unit for Disaster Risk Reduction and Management
through decentralized power, responsibilities and resources;
WHEREAS, efforts of the Government, Civil Society
Organizations, None—Government Organizations, Private Sectors
and Volunteers in the Government’s Disaster Risk Reduction and
Management programs toward complementation of resources and
effective delivery of services to the community;
NOW THEREFORE, I, ENGR. BERNIE D. PALENCIA, Municipal
Mayor of Polomolok, South Cotabato, by virtue of the powers
vested in me by Law, do hereby reorganize the Local Disaster
Risk Reduction and Management Council and promulgate the rules
and procedures to carry out programs and services.

SECTION 1. TITLE
This Executive Order shall be known as An Act Reorganizing the
Local Disaster Risk Reduction and Management Council of
Polomolok (LDRRMC).

SECTION 2. COMPOSITION
The Local Disaster Risk Reduction and Management Council shall
be composed of the following:

SECTION 3. FUNCTIONS
The Local Disaster Risk Reduction and Management Council
(LDRRMC) shall perform the following functions:

(1) Approve, monitor and evaluate the implementation of the

LDRRMPs and regularly review and test the plan consistent with
other national and local planning programs;
(2) Ensure the integration of disaster risk reduction and
climate change adaptation into local development plans,
programs and budgets as a strategy in sustainable development
and poverty reduction;

(3) Recommend the implementation of forced or pre-emptive

evacuation of local residents, if necessary; and
(4) Convene the local council once every three (3) months or as
necessary.

SECTION 4. IMPLEMENTING AUTHORITY

The LDRRM Council is hereby authorized to promulgate the
necessary rules and regulations to implement the Executive
Order.

SECTION 5. EFFECTIVITY CLAUSE

This Executive Order shall take effect immediately.
