INTRODUCTION

Chapter 1 The educational state of the Philippines is facing a crisis as


student drop-out rates increase yearly. According to the
Philippine Statistics Authority (2016), almost ten percent of an

estimated 39 million Filipinos that are 6 to 24 years old were
out-of-school children and youth. The PSA concluded that the

to engage in school.
