(On our visit with Mr. Omar Senati-Martinez and representatives of OM Operations, the ‘purpose was to walk though the plant and provide engineering analysis on the condition ‘ofthe plant as it relates to preparation ofa corrective ction plan required by the Georgi Environmental Protectien Division Consent Order. Daring the visit, we observed the following: 1. A lack of general housekeeping (eg, washing down equipment, walkways, te); ‘An absence of maintenance on both the bar screen and odor control system installed December 2020; 3. Failure ofequipment throughout the plant including: —_Irstrumentation and controls b, Aeration system © Decanting and mixing system 4. Sudge digestion and dewatering system ‘We have received several email copies from equipment manufacturers with proposals for the equipment repairs and/or replacement. In addition, we have reviewed the intial status report prepared by EOM Operation dated November 1, 2022, which lists in more etal the necessary replicements and repairs nocded. The City should proved immediately to address the issues discussed to provide a fully functioning plant to cperate as originally designed and meet the NPDES permit. (Qualified operation personnel are required to maintain and operate the plant. Based on ‘our visit with EOM Operations, review of the status report, and experience oftheir key personnel, EOM Operations should be qualified to both supervise the necessary repairs ‘and operate the plant in the future.
