USPS Versus USPO
The U.S. Post Office existed long before the U.S. Constitution and U.S. government. The U.S. Postal
Service is a private, for-profit business selling benefits and privileges at a rate of exchange for their
products and services: priority mail, parcel post, certified mail, express mail, media mail, etc. in the
United States. The secret is out. We can mail items for free with a little known method, which is also
referred to as “Taxe Percue”.
Law on First Class Postage
Postage rates are voted on by the US Congress and if passed, it is set as U.S. law. U.S. laws are codified
in the United States Code (USC). Title 39 of the USC pertains to the U.S. Postal Service, with Chapter 59
addressing First-Class Mail. Section 4253 specifies postage rates on first-class mail. It has not been
amended, rescinded or superseded by law. When the Statutes at large conflict with the US Code, the
Statutes at Large govern.

Title 39, USC, Chapter 59, Section 4253 (a):
(a) Postage on first-class mail is computed separately on each letter or piece of mail. Except as otherwise
provided in this section, the rate of postage on first-class mail weighing thirteen ounces or less is 6 cents
for each ounce or fraction of an ounce.
Access to Free Mail
To access free mail, you must access the United States Post Office. The mail slot inside the USPS is NOT
USPS property, even though it is inside the USPS building. The rate is 2 cents per 1/2 ounce as per the law
and Statutes at Large but it is FREE with the stamp template in this guide.
Exiting U.S. Jurisdiction
The Sender is placed in the "Federal Zone" by presumption of volunteering and submitting to federal
jurisdiction, simply by accepting mail with a zip code on it and not returning that mail.
To indicate your intention to deny U.S. jurisdiction, do not accept mail that has your name in ALL
CAPITAL LETTERS, have 2 letter state, zip codes in address as that can be construed to mean I
volunteer to be under federal jurisdiction. Do not give mail to the USPS clerks at the counter nor drop
your mail in the blue USPS mailboxes outside with the USPS logo. Do not use any abbreviations.
Write out street, city and state names. This is how to avoid the higher postage rates of the USPS and
avoid using copyrighted & published material which would place you in U.S. jurisdiction and subject
to higher fees and additional services you do not want or need.

Offers to Contract
Perhaps you can accept such mail from a friend, but on any business, billing, legal, or professional
mail items, write RETURN TO SENDER or you will be presumed to accept the millions of US Codes,
subject to tax, claims, and other things that only affect citizens of the United States, a corporation.
Return within 3 days to cancel their offer to contract with you. Legal actions are only lawful with a
sworn and signed affidavit of an injured party stating how, when & where you injured them.
No warrant for arrest, search or other is valid unless signed by a judge, stamped by a court and
accompanied with the affidavit of an injured party. What is presented in writing and not objected to
within 10 days stands as truth in law and commerce. If they mail again, return it again, until they quit.

Zero Receipt
I no longer go to the mail clerks because they are with the USPS. However, I received receipt with Zero
balance due: $0.00 from the post office with official postmark. How? I simply handed the mail items to
the postal clerk then asked for the mail items to receive the “roundhouse” or “bop”. The clerk scanned the
mail items -- registered mail numbers, certified mail numbers and the return receipt numbers --- then
provided me with a receipt. You can see each line item have a fee but the final total due is $0.00 for all of
it on the receipt.
Stunning Rejection After 100 Items
After mailing 100+ mail items, my free mail was suddenly rejected by the clerk who stated "my manager
told me to tell you this is no longer acceptable". WTF? After 100 items mailed successfully AND
providing a receipt without any issues? What went wrong? I am literally executing mail according to law
enacted by congress, so the mail must be accepted and delivered, right?
I mailed a complaint to the USPS inspector who told me to stop mailing items without postage. I mailed
the following letter to the postmaster general explaining I was outside her jurisdiction. She has never
responded. Most government agencies, which are really just private corporations are nothing but bluff.
The more you know, the more rights, freedom, wealth and health you can have.

Universal Postal Union (UPU) Account
You can contact the UPU to setup an account and you will receive an ID # to use foreign mail. I
haven’t done this because my mail items work. I recommend sending a test items to build confidence
before sending important items using the information in this guide.
Returned Mail? File A Complaint!
If any items are returned for postage, the postal service is in violation of mail tampering. File a complaint
to the Inspector General on https://www.uspsoig.gov/form/file-online-complaint
If your complaint is not resolved to your satisfaction, file a claim in the USPS judicial court. I believe
USPS automatically denies all claims so if your claim is not resolved to your satisfaction, file an appeal.
File a lawsuit against the USPS for simulation of a legal process, fraud, and name each man and/or woman
as accomplices to the fraud in their personal capacity. And it may be necessary to contact the media to
encourage the USPS to shed some light on the matter.
However, I mailed the letter template and now my mail items fly unhindered and undisturbed. But you
better believe I was willing to file claims and lawsuits if the letter didn’t resolve the matter to my
satisfaction.

power that remained vested in We the People of the United States of America and Second by my standing as an of Age Representative using
my Inherit Name of lawful Claim, First Last, an American Territorial Magistrate/Sovereign. Thereby this OPEN LETTER OF
SAFE-PASSAGE stands for the American Minister/Ambassador: First Last exempting him civil and criminal arresting charges put forth by
all UNITED STATES and Individual STATE Corporate Governmental – Foreign Codes of Law as he is a Foreign Diplomatic and not a
Corporate Citizen, Agent or Employee. [He or She] is a [man or woman] of peace and has the Right of free and unmolested travel and
commerce but maintains the Right of Self Defence when freedom and peace are broken by an unauthorized foreign infringements.

FREE POSTAGE STAMP TEMPLATE
Recreate or Cut & Paste the free postage stamp template onto your envelope and place it in the top right
corner, in the exact location where postage is placed in the U.S. The red font and square border are
optional. You may add 39 USC 4253 which references the statute pertaining to first class postage.
Note: this worked with envelopes for me, however I have not tested it with boxes and large packages.

Place the Registered Mail sticker or Certified Mail sticker in the front section unobstructed on the front of the envelope. The
return receipt is placed on the back of the envelope.

MAIL RECEIPTS
Complete the Certified Mail Receipt and Registered Mail Receipt to keep for your records. They do not require the stamp from
the postal clerk. It is simply to keep for your records.

Complete the Return Receipt with the Receiver info and tracking number on the front and Sender name on the back. Then peel
& stick the Return Receipt onto the back of the envelope.
TRACKING YOUR MAIL

After dropping off your mail items, you can track your mail the following day. Visit USPS.com to track your mail item(s).

18 USC § 1701 - Obstruction of mails generally
Whoever knowingly and willfully obstructs or retards the passage of the mail, or any carrier or
conveyance
carrying the mail, shall be fined under this title or imprisoned not more than six months, or both.

742.1 Marking
Some items of foreign origin do not bear postage stamps, but instead are marked “POSTAGE PAID,”
“ON POSTAL SERVICE,” “SERVICE DES POSTES,” “TAXE PERCUE” or “TP,” or “PORT PAYE”
or “PP,” followed by postmark. The marking On Her Majesty’s Service or O.H.M.S. is also sometimes
used. Treat this mail as prepaid.
742.2 Parcels Without Postage Stamps

Some foreign post offices do not put postage stamps on parcels. All such parcels received must be
regarded as prepaid.

THE STARFISH
A young girl was walking along a beach upon where thousands of starfish washed up during a terrible storm. When she came to
a starfish, she would pick it up and throw it back into the ocean. Many people watched her with amusement.
