Marifio Board Member- Second District RESOLUTION NO\ 215 Year 2016 ADOPTING AND APPROVING PDC RESOLUTION NO. 1-2016 OF THE PROVINCIAL DEVELOPMENT COUNCIL OF BATANGAS DATED FEBRUARY 16, 2016 ENTITLED “RESOLUTION APPROVING THE DISASTER RISK REDUCTION/ CLIMATE CHANGE ADAPTATION ENHANCED PROVINCIAL DEVELOPMENT AND PHYSICAL FRAMEWORK PLAN (DRRICCA ENHANCED POPFP) 2014-2022 OF ‘THE PROVINCE OF BATANGAS AND ENDORSING THE SAME TO THE REGIONAL LAND USE COMMITTEE AND THE SANGGUNIANG PANLALAWIGAN OF BATANGAS", SUBJECT TO EXISTING LAWS AND REGULATIONS WHEREAS, the Honorable Board Member Amado Carlos A. Bolilia IV, his capacity as Chairman of the Committee on Disaster Risk Reduction and Preparedness of this legislative Body rendered today a report quoted as follows: “COMMITTEE ON DISASTER RISK REDUCTION ‘AND PREPAREDNESS COMMITTEE REPORT No. __ une 21, 2016“The Honorable Presiding Officer ‘May we have the honor to submit his committee report, for consideration and approval of this honorable body, to wit Subject: PDC RESOLUTION NO. 1-2016, ENTITLED, “RESOLUTION APPROVING THE DISASTER RISK REDUCTION / CLIMATE CHANGE ADAPTATION ENHANCED PROVINCIAL DEVELOPMENT AND PHYSICAL FRAMEWORK PLAN (ORRICCA ENHANCED POPFP) 2014-2022 OF THE PROVINCE OF BATANGAS AND ENDORSING ‘THE SAME TO THE REGIONAL LAND USE COMMITTEE AND THE SANGGUNIANG PANLALAWIGAN OF BATANGAS" Findings: Inthe course of review and evaluation by the commit, the folowing were disclosed; 1, That, the integration of Disaster Risk Reducton/Climate Change Adaptation {ORRICCA) with that of Provincial Development and Physical Framework Pian (POPFP) 2014-2022 of the Province of Batangas is in pursuance to DILG-NEDA- DBM-DOF Joint Memorandum Circular No. 001 s. 2007, which provides the “Guidelines on Harmonization and Synchronization of Local Planning, Investment Programming, Revenue Administration, Budgeting and Expenditure Management’ 2. That, Sec (2) (g) of RA10121, otherwise known as, "The Philippine Disaster Risk Reduction Act of 2010" states, that it shal be the poicy ofthe state to mainstream Disaster Risk Reduction and Cimate Change Adaptation in development processes, ‘such as policy formulation, socio-economic development planning, budgeting and ‘governance, particularly in areas of environment, agriculture, water, energy, helt, ‘education, poverty reduction, land use and urban planning, public infrastructure x0", 13, Tha, the Regional Land Use Committee ofthe Regional Development Council has ‘already been reviewed the aforesaid subject-matter with positive response, and the ‘same was endorsed to tis august body for adoption, and 4, Thal, said resolution approving the Disaster Risk Reducton / Climate Change Adeptaion Enhanced Provincial Development and Physical Framework Plan (ORRICCA Enhanced POPFP) 2014-2022 of the Province of Batangas being the basis forthe implementation of programs and projects wil surely contribute for the development o the entre Batangas Province and is communities.
